I have to say just off the bat that librarians hate weeding. It pains us. from the collection. If you would give me a book that hadn't circulated in Sausalito in 20 years, I could imagine a patron But that said, reading is an essential part of maintaining a healthy public library collection. Thank you. We're based here in Sausalito, and most libraries do. And we're adding 3,000 new books and other materials |
| 00:20:21.44 | Abbott Chambers | And if we don't remove titles from the collection, we end up with cluttered shelves and without any content. And that tends to discourage browsing. People go into these shelves and they see books from floor to ceiling. Thank you. Maplefield clenched and just didn't want to leave. | 00:23:12.76 | Abbott Chambers | collection sometime in the late 70s. It was last checked out in 2001 and this is an example of for weeding from the collection. And weeding is a process. almost 4,000 items in every database from October to December 2011. About 10 or 20% of those were things that were because they hadn't circulated in a long time and they just weren't anywhere to be found. THE FAMILY IS we do find and end up removing from the collection. We're sending them to an organization San Francisco and a nonprofit. They scan the books and make them available as e-books to people. And we're lucky to be able to work with them. And those e-books are available to people fee-based service. Thank you. The current Sausalito collection size is a very healthy 59,000 But our collection is still out of date compared to other city libraries in Marin. And I'll show you this Great. So this is a chart that shows the percentage of the circulating collection that has not been checked out in the past three years. For each of you see Ciberi, starting with Felbidere, Tiburon, In the Bell City Library, only 5% of their collection has not been checked out. and 50% of their items have gone out to a patron somewhere in Marin over the last three years. Rosalito is at the back of the pack right now. Despite all the weeding we've done, a full 30% are in over three years. So there is more work to do, and seeing those cluttered shelves tells us that create that space. So let me move on to some other goals and other accomplishments. I'm going to go ahead and get a little bit. launched in January 2012 thanks to the hard work of Augie Webb and Jonathan Hirsch. It lives on shelves that are right across from the circulation desk. The DVDs are checked out for three days. and they're non-holdable and non-fondable. And what that means is that it's a collection of popular material. can come into the library and just take right off the shelf. So at 10 seconds, with the Thank you. We'll buy a copy, we'll go into the regular circulation process, and there'll be lots of holds on it. |
| 00:26:00.88 | Abbott Chambers | even though some of the residents can place holds on books, that book is going to spend three to six months making a book. ends up on the shelf where one of our patrons might come in and pull it off. Now you can see that Steve Jobs' bio is actually And we have Probably got 100 books, 100 DVDs, and these are items that people can just come right in and grab. and not renewable. The turnover is really fast. It also means that we're bringing people into the library really lots of people coming in every few days for their new fix of DVDs or for books, and it new users or these regular users other services, other programs, other initiatives that we have going on. |
| 00:26:50.12 | Abbott Chambers | I'm happy to report that it's been an extremely successful collection. This chart is a snapshot of one day. collections that were outstanding on that day. So the percentage of the items in each collection I agree. And the numbers range from our nonfiction collection where only about 5% of those items were actually checked out. for music CDs, close to 40% for DVDs, and the best seller books at 80% and the best So we're just thrilled with how successful this has been. And as I said, the collections right now are at about 100. probably grow up to a level of about 200 for each. Another goal we had was to select This collection launched just a few weeks ago. We have five Kindle Touch images. each of us is loaded with 13 current best sellers. We'll be adding new best So libraries of material on these Kindles are growing month to month. I'll be there. for seven days and in order to check one out you need to have a license with a Sausalito address, you need to have a library card Thank you. We chose Scandal Touch because it's compatible with the library e-book collections. And that way, even though the Kindles themselves are not set up to access those library collections, It's a device they can use to access library books if they choose to purchase one themselves. |
| 00:28:34.26 | Abbott Chambers | the Kindle Touch circulating e-readers is to introduce e-reading to the local community. to give people who may be curious about e-reading a chance to experience it. And it's also a way for us as a public library to demonstrate to the community that we're We're threatened by electronic reading, but that we're participating in and we're part of it. |
| 00:28:58.17 | Unknown | That's good. |

So rather than putting the Kindles out for people to grab We have a car. at the reference desk. And so far, we haven't had any trouble with the devices, which is a good thing. |
| 00:30:21.79 | Abbott Chambers | library e-book collection. This is a collection called MarinNet Digital Downloads. You may have tried it already. in late August 2011. So it's available to Sausalito residents as well as to anyone with a Marin Net I'm like, It has a small but growing collection of e-books and audio books. The collection is about three 3,000 electronic audiobooks. Those numbers are being added every week. Librarians at libraries, Marin are purchasing books for those collections. But it's still a small collection, and you take into account the fact that overall in Marin we have something like 500,000 books, or probably even more than that. The e-book collection is compatible with most computers and mobile devices, mobile devices such as Kindle, an iPad, an iPhone, a Nook, and an Android mobile device. The collection follows the library checkout model. So basically you would browse through the collection, find a title that you're interested in. If it was on the shelf, a virtual shelf, you would check it out, download it to your device, you'd be reading right away. If it wasn't available, you could place a hold on it the same way you would place a hold on a physical book within the library. With the added advantage that there are no hold fees or overdue fees or anything like that in the e-world. Thank you. |
| 00:31:45.81 | Unknown | Thank you. |
| 00:31:47.51 | Abbott Chambers | The collection's been very successful. About 50% of the e-books in the ePub Kindle format |

| 00:32:05.03 | Abbott Chambers | including processing of a little over $100,000. So it's a fraction, but a significant fraction of our budget and a way for us to really make an investment in the future. And I think we have to be prepared for a future where 50% of library circulation comes from e-books. So here's a snapshot of the MarinNet Digital Downloads homepage. the web address. If anyone is interested in learning more about the collection or has a mobile device and wants some help getting set up, Uh, I'd, uh, invite you to stop by and have a chat with me. |
| 00:32:42.64 | Abbott Chambers | So it was a little slow. out the gate with the new e-book collection. And this is September 2011, so note that the collection launched in August of 2011. And here's Sausalito bringing up the rear. I think it's like 12 years ago. September. So, Right from the beginning, we were behind the county and all the other city libraries. What did we do to publicize collection? We have signs and handouts in the library. We redesigned the library homepage to make e-books more obvious with a big promotional area. We created step-by-step instructions for all the major devices and posted them on our website in PDF format. We're offering one-on-one training with staff, so for people who come in with their devices to the library, we help them get set up with the collection. And we have weekly drop-in e-book workshops. And it's a workshop that I've been running every Thursday from 1 until 2 o'clock in the afternoon. So far, I've trained about 40 people. I've also started writing a monthly column for the Sausalito-Morinscope, and the first two columns that I wrote were about e-books. So I'm pleased to report that we have gone from worst to first. for February 2012. Sausalito has gone from the low man on the totem pole And we have a dedicated group, I think, of over 100 local users using I think how users or dedicated users creates this kernel, this So I'm feeling very optimistic and I'm really happy that we've gotten off to this good start. I think it bodes well for the future. so we report on some other goals We have a new library website that's on track for fall of 2020. the World Vision Internet, the same company that the city works with, and we'll be working in conjunction with Rhett and with Debbie. new version of the website. The difference is going to be from our current site that we're looking at a library website that is essentially a standalone site. It will look But we'll have our own departments, a search that will just be within the library pages. And that will give us a better opportunity to content library database library programs. Thank you. successors for statistics, budgeting, and book ordering. And I'm going to talk about the library makeover. The original makeover plan was approved by City Council in May of 2011 with funding and $100,000 from the Library Foundation. And this is a floor plan and When I was brought into Sarajito, part of the responsibility I was given coming in is was to review the services of the library, review the collections of the library, and reviewing the makeover plan as written And I spent time looking over the plan and spent time the first couple months in the library were being used. And as I compared the two, what I was seeing and what was that seemed to be real problems. Number one, and I hope you can see the pointer here, currently the children's area. In the makeover plan, the original makeover plan, the children's area moves We have problems with the children's area right now. One is that there isn't quite enough space for the books that we have. |
| 00:36:34.84 | Unknown | THERE IS INCREDIBLE. |
| 00:36:39.03 | Abbott Chambers | The biggest problem is noise. |
| 00:36:39.11 | Unknown | I'll see you next time. |
| 00:36:40.63 | Abbott Chambers | And currently, if a child comes in and is really excited about the library and with their parents, all they have to do is squeal a little or make a little noise and they're bothering the people here care about deeply as well. But we really want to make an area in the library that's nurturing to kids feel like, wow, I'm in the library and we want them to make noise. So by putting the you as far as from the acoustical perspective. And we did some tests with a story time, held it over here to see how it would project locations. The other thing that just showed me was the reference area, which is here. right in the central part of the library. And those are referenced in red. aren't used much anymore. I think literally 9% of the reference questions that we They look nice, but that sort of central area Within all... where you really want to have your popular materials. You want to have You want to be showcasing the new great stuff you're buying. not a bunch of old encyclopedias and things. So that was the thing that I think concerned me So together with the staff and in consultation with various supply support groups, I came up with And this is the sketch of that plan. And the big changes here, number one, we've kept the kids' area This is an old auditorium of the city school. And There is a stage in . And the idea we come up with is to put a storefront between those two columns and essentially the entire children's face there, not with opaque walls but with windows so that from going on, but a barrier that would block sound and would help us solve which is that noise issue. The second thing is in the central area here, instead of having the reference book We have our best seller collection. We have an area that would showcase e-books. And we have the new books that we're adding to the collection. DVDs, CDs, and audiobooks into a more prominent area. We've created an area for teens. Now the teen might be the I'd really like to make an effort to create a collection and an area for teens to congregate because we think it's a growing and we want to service that group and we want to be ready for them. We've there and there. If you come into the library during the day now, area and the public computer stations, and that's probably not going to change that much, of the revised makeover. We have approval for the revisions from the Library Board of Trustees. deciding how much to spend on the different components of the project Once that process is finished, foundation with the goal to still begin construction in August of 2012. Lauren Umbertus of the Department of Public Works is going to be the project manager. So let me just... for the library. I think our most important goal is going to be to expand children's services. What does he mean by Collaborate with local schools. So making more of an effort to collaborate with schools like Bayside, like Willow Creek, out there interacting with those communities. I'd like to see more programs in our new children's space. schedule of our children's librarian. We have an excellent children's librarian named Aaron Wilson. As part of the 2013 budget process, one of my hours to her schedule and we reduced the number of hours that she's on the reference desk. hours, every single one of those hours is scheduled on the reference desk. And I just don't see how we're going to be able to provide good services we have a children's librarian tethered to the reference desk the whole time. We will also want to expand our adult programs. We've been doing some experiments with programs in the library, not just here in the council chambers, but in the library setting up chairs in there. They've been a big It's a lot of work to set them up, but it's something we'd like to pursue further. As I said before, we're going to launch our And we'll also be launching a library loan service called Link Plus. This is a decision that was just It's linked to the consortium of 50 libraries, academic and public, I think about 25 academic. catalog and request a book from any one of these 50 libraries to be sent to the Saucydo library within a week. is the sort of other side of shading on the weeding issue. that having the backup work like this makes it possible to get a book that might have otherwise been gathering dust here from someplace else. . So overall, we'd like to become an even busier and more innovative library. Thank you. that builds on the good will and support it has in the community. And with that, I'd be happy to take any questions. |

| 01:15:21.11 | Unknown | Okay. Okay. |
| 01:15:26.70 | Unknown | The teams in the fire, obviously we have people |
| 01:15:34.56 | Unknown | This is in addition to the overtime that we budget |
| 01:15:41.68 | Unknown | I can't remember the total number I think it's like three the original additional $300. |
| 01:15:49.65 | Unknown | It's not that we didn't anticipate any overtime, it's that we didn't anticipate basically being out. |
| 01:15:55.67 | Unknown | Thank you. |
| 01:15:56.97 | Unknown | for the whole period of time. |
| 01:15:58.41 | Charlie Francis | There's three kinds of overtime to act overtime. We can calculate that. We always budget for it. It always comes in its budget. The second is strike team overtime. And that's when a firefighter gets sent out for the state. |
| 01:16:15.35 | Unknown | Thank you. |
| 01:16:15.38 | Charlie Francis | Thank you. Thank you. |

| 01:16:50.13 | Unknown | the one with percentages of change. |
| 01:16:54.23 | Charlie Francis | Oh, percentage. |
| 01:16:55.02 | Unknown | Yes. |
| 01:16:55.04 | Charlie Francis | It's a change. |
| 01:16:56.51 | Unknown | Thank you. |
| 01:16:56.61 | Charlie Francis | Well, that's... |
| 01:16:57.03 | Unknown | That one was... No, keep going. I think you're getting there. |
| 01:16:57.28 | Charlie Francis | was... |
| 01:16:57.86 | Unknown | Thank you. |
| 01:16:57.91 | Charlie Francis | Yeah. |

| 01:17:13.72 | Unknown | Thank you. of it. You saw it too. Somebody saw it. Subliminal. It was subliminal there. Yeah. |

| 01:17:21.95 | Unknown | You've got to go back slowly. Somehow it disappears. No, it's a little one. |
| 01:17:30.21 | Unknown | One of the colored ones? |

| 01:17:49.65 | Adam Politzer | I'm okay. |
| 01:17:51.17 | Unknown | Okay, I forget about it. The question is, there you go, there it is. Thank you very much. I knew it was buried in there somewhere. |
| 01:17:53.36 | Adam Politzer | There you go. |
| 01:18:00.35 | Unknown | Given that we've had flat, no salary increases except for steps, which is a complicated subject to explain to people about different categories, how long you work here you get in the current contract. Thank you. |

In fact, the decreases, it's almost as if the two lines come together. The salary, one, is decreasing and the benefits is increasing. |
| 01:18:34.10 | Unknown | Yeah. |
| 01:18:52.62 | Unknown | Yeah, I think that that's worth calling out to remind people that the benefits part is increasing at a much faster rate and that's healthcare too is growing at a much |
| 01:18:54.97 | Charlie Francis | Okay. |
| 01:19:00.32 | Unknown | Correct. |
| 01:19:00.34 | Unknown | Correct. it. |
| 01:19:01.25 | Unknown | . |

| 01:21:09.80 | Unknown | Life is going to be continuing to expand |
| 01:21:16.11 | Unknown | Bye. |
| 01:21:19.17 | Unknown | Thank you. |

| 01:21:50.88 | Debbie | Mm-hmm. Okay, thank you. |

| 01:22:00.46 | Debbie | Mr. Mayor, I have a question. Charlie, with regards to GASB 54, that kicks in |
| 01:22:13.42 | Unknown | Thank you. |
| 01:22:13.44 | Debbie | Do we have we discussed when you make your budget present that as well and that option. |

| 01:23:41.12 | Debbie | Yes. I obviously disagree regarding the expenses and expenditures |
| 01:23:52.66 | Debbie | we have for another time. But I think that we have on our actions and our benefits. absolutely right, fire regardless of the fire issue. in basically medical benefits, retirement benefits. |
| 01:24:24.96 | Debbie | And we can't get a decent loan to pay off our side funds because of our pension debt. We don't know what that's like for the long term. We don't know 10 years out. We don't know 15. think that Yes, to say we're better off in some cities is |
| 01:24:51.88 | Debbie | little consultation. So we need estimates for the amounts we are going to owe in the years to come. for it. These costs and liabilities are expense for retirees are mounting and the city has a responsibility to plan for how we are going to meet our pension obligations. So I would really like Council and I'm not sure the financial committee didn't move forward the numbers, make the assumptions we need to make, and plan for how we're going to date benefits going forward. |
| 01:25:45.42 | Unknown | Thank you. |
| 01:25:46.03 | Unknown | We will secure a comment. |

If it passes a two-inch test, then we'll take them down, or if the spring comes, we'll take them down in the spring. It may be hard to see here, but I apologize for the contrast. | 02:28:17.56 | Unknown | Thank you. Thank you. |
| 02:28:17.85 | Debbie | So, Mary, you mentioned... question about valid arguments or something you said you had to check with the I can't, assuming it didn't, or I mean, because |
| 02:28:39.23 | Debbie | can stiffer that deadline based on where the election is. |
| 02:28:42.25 | Unknown | Yeah. |
| 02:28:49.61 | Unknown | All right, I'll invite comment from the public on this matter. |
| 02:28:56.19 | Unknown | Summit. All right, seeing none, I'll bring you back up here. |
| 02:29:04.46 | Unknown | So, um, I think it's up to us to |
| 02:29:13.37 | Unknown | So let me do that. I move that we schedule a special city council meeting on March 9th to |
| 02:29:23.64 | Unknown | I propose the counter. |
| 02:29:24.30 | Debbie | I propose to counter. |
| 02:29:26.73 | Unknown | Thank you. All right. |
| 02:29:30.26 | Debbie | Thank you. |
| 02:29:33.67 | Debbie | I propose a counter motion. |
| 02:29:35.66 | Unknown | Thank you. |
| 02:29:38.24 | Debbie | I'll skip this election for either the August or the November. |
| 02:29:47.62 | Debbie | Thank you. |
| 02:29:47.66 | Unknown | because I think that we need to be fair |
| 02:29:55.08 | Debbie | oppose this to the residents who oppose it and give them the time |
| 02:30:03.53 | Debbie | statements and what they need to put forth. |
| 02:30:09.04 | Unknown | Um... |
| 02:30:13.44 | Unknown | the discussion of the motion. Sure. I say. |
| 02:30:21.42 | Unknown | Thank you. |
| 02:30:21.44 | Unknown | Thank you. Oh! |
| 02:30:22.00 | Unknown | I, I, |
| 02:30:23.90 | Debbie | I move that we schedule the session for... or November timeframe, and I think that |
| 02:30:38.21 | Debbie | for the August or November timeframe. |
| 02:30:47.68 | Unknown | Actually, the council is |
| 02:30:48.96 | Debbie | And. |
| 02:30:49.03 | Unknown | And, |
| 02:30:49.17 | Debbie | voting tonight on when the date of the election |
| 02:30:52.03 | Unknown | The direction is left. |
| 02:30:53.00 | Debbie | Thank you. |
| 02:30:56.56 | Unknown | outline of what your options are tonight so that you could determine I want. to have occur. If the Council wishes to make the June 5th |
| 02:31:12.88 | Unknown | on March 9th, and then you could have more of the discussion at that point on whether |
| 02:31:17.94 | Debbie | Thank you. or not, but the way the code is set up, you technically have to wait for LAFCO to |
| 02:31:25.99 | Unknown | I'm going to tell you. |
| 02:31:29.31 | Unknown | That is what my motion says. We meet on the 9th to consider June 5th. So. |
| 02:31:38.93 | Unknown | I would second that. |
| 02:31:40.97 | Debbie | not to |
| 02:31:42.03 | Unknown | Well, |
| 02:31:42.52 | Debbie | Thank you. |
| 02:31:45.56 | Debbie | Thank you. |
| 02:31:45.58 | Unknown | No. |
| 02:31:45.97 | Debbie | to say to consider that date that |
| 02:31:50.03 | Unknown | We will. |
| 02:31:50.78 | Debbie | Thank you. |
| 02:31:54.24 | Debbie | I think June. |
| 02:32:01.96 | Debbie | for the other side to put anything together Thank you. |
| 02:32:10.67 | Debbie | I think the process has been flawed, but I'm not going to go through that history. |
| 02:32:18.74 | Debbie | are fair moving forward. |
| 02:32:22.48 | Unknown | Well, I just can do it. I'm not clear about what your motion is. |
| 02:32:29.37 | Debbie | I am going to withdraw my first |
| 02:32:35.63 | Debbie | Um, |
| 02:32:36.19 | Unknown | Thank you. |
| 02:32:36.81 | Debbie | But what I'm suggesting is that you're of the meeting on March, what did you say, 9th? |
| 02:32:46.57 | Unknown | Thank you. |
| 02:32:51.61 | Debbie | is. that we hold the meeting and at that point in time we decide |
| 02:33:00.39 | Debbie | to be. And all I think is that I don't agree that we I don't agree with that part of your... |
| 02:33:12.72 | Unknown | Thank you. Okay. All right. They would do that. Call the vote. |
| 02:33:24.55 | Unknown | specific things. . |
| 02:33:27.22 | Debbie | uh, Thank you. N- |
| 02:33:32.36 | Debbie | And I just want to clarify that I don't have a question. |
| 02:33:34.14 | Unknown | I agree that I don't. |
| 02:33:39.84 | Debbie | They haven't asked us questions. |
| 02:33:41.04 | Unknown | Thank you. So just to follow up on what I asked you previously, There's no one. Can we bring the next council member to the just so we can see what you're saying of the |
| 02:34:07.82 | Unknown | Ordinance 1202. There's a letter 36, which is the one I was referring to. |
| 02:34:10.08 | Unknown | Thank you. |
| 02:34:10.15 | Debbie | THE END OF |
| 02:34:16.36 | Unknown | them out to all of you tomorrow. Correct version it's done on the city website 1136 that was codified back |
| 02:34:31.54 | Unknown | codification and it inadvertently omitted a section. when it was as well version that the council adopted. |
| 02:34:41.84 | Unknown | And that's the version that I scanned and sent out to you. |
| 02:34:43.36 | Unknown | Sure. Right. But just for clarification, so... |
| 02:34:48.03 | Unknown | you |
| 02:34:48.25 | Unknown | Which is |
| 02:34:49.03 | Unknown | the independent experience requires that |
| 02:34:56.82 | Unknown | expenditures was cumulatively totaled |
| 02:34:58.97 | Unknown | more than $1,000 or more that you have to file and that you have to disclose who your donors and that you and you're limited, you're subject to the same sort of how thick your signs are and how long they can be up and all the other stuff |
| 02:35:19.03 | Unknown | have in our Thank you. |
| 02:35:26.81 | Unknown | complying and there will be public hearings about |
| 02:35:29.97 | Unknown | if there's a question on this, but encapsulating it. |
| 02:35:34.99 | Unknown | Yeah, I didn't review that one, Vice Mayor Leon, prior to this meeting. I apologize, but I can certainly provide the council with copies and be prepared to discuss it at your next meeting. |
| 02:35:46.62 | Unknown | Okay. If we're on the subject of elections, we might as well make sure we know what story is. |
| 02:35:52.66 | Unknown | Thank you. |
| 02:35:52.70 | Unknown | Thank you. |
| 02:35:52.71 | Unknown | Sure. Is there any other comment on the motion on the floor? |
| 02:35:58.85 | Unknown | Mr. Mayor, I have a comment. Are we done with the questioning? part. |
| 02:36:03.97 | Unknown | And we're into comments. Into comments? Okay. |
| 02:36:05.07 | Unknown | End of comments? So my comment is I feel that it's too early tonight to make a decision on whether to hold the election in either August or November, partially because we haven't looked at the expenses, you know, between the two choices. As for June, to me, that is so, so quick. And to me, June is just, it's, it's, it's, My opinion is it's off the table and I believe that Um, a special meeting in March as well because we all know that the purpose of the special meeting in March on March 9th is just to push through a June ballot. because that would that meeting would have to happen on March 9th. It's the last date to be able to get something on June. So, you know, I think we need more information. I think we need more data. And we don't have that right now. So that's my opinion. Thank you. |
| 02:37:21.73 | Alice Merrill | Mr. Mayor. Yes. And one other fact here, I think we've just learned that the ordinance that's on the website is not correct. |
| 02:37:31.97 | Debbie | to have all of the information out to both sides, the pros and the cons. |
| 02:37:47.65 | Debbie | this year to even begin to consider it in March. I just checked my calendar I have an appointment on the 9th but our So that to me seems to give us and not be rushing things. |
| 02:38:21.72 | Debbie | not try to get this on the June ballot. I think it's just wrong, it just doesn't give the people |
| 02:38:30.06 | Debbie | shoes. |
| 02:38:30.66 | Unknown | Thank you. Okay. |
| 02:38:32.42 | Unknown | Thank you. Thank you. |
| 02:38:32.67 | Unknown | Anyone else care to comment? |
| 02:38:38.71 | Unknown | Thank you. |
| 02:38:38.76 | Unknown | Thank you. |
| 02:38:38.78 | Unknown | I'm not. |
| 02:38:38.97 | Unknown | motion is that we move to schedule a special Council meeting on March 9th. for an exception to be |
| 02:38:48.97 | Unknown | fifth. And I second it. |
| 02:38:55.18 | Unknown | will be after the lab. You don't have to have to do. You could just say to decide. |
| 02:38:55.96 | Unknown | Thank you. |
| 02:38:56.04 | Adam Politzer | You don't have to have to do that. |
| 02:38:57.19 | Unknown | the day I feel like people Yeah. |
| 02:39:03.99 | Unknown | Maybe that's maybe the better motion we need to. Or... Is it? Let's find out what LAFCO's decision was and then assess our options depending on what Yeah. |
| 02:39:20.12 | Unknown | Right. OK. OK. So take it to June 5th off of that. Yep. |
| 02:39:28.98 | Unknown | Okay. All right. We'll just... So, just to read it one more time. |
| 02:39:30.01 | Unknown | Alright. So, |
| 02:39:36.36 | Unknown | the election for annexation, period. Okay. Thank you. So we call. |
| 02:39:44.32 | Unknown | So, yeah, no problem with the vote. And, you know, I think we |
| 02:39:53.27 | Unknown | of time with public information going out and we'll |
| 02:40:00.10 | Unknown | committee to argue on either side to |
| 02:40:07.00 | Unknown | that part of the process we should continue while the issue is still warming people's |
| 02:40:16.03 | Unknown | after the LABCO meeting and go from there. Thank you. |
| 02:40:20.18 | Debbie | This is the first time. Actually, I just have a question, a point of order with. Mayor Kelly made a motion, and it was seconded by Council Member Weiner. |
| 02:40:41.00 | Debbie | Vice Mayor Leone made an amendment to that motion. |
| 02:40:41.02 | Unknown | I smeared. |
| 02:40:45.34 | Debbie | And then. reworded his motion. Will the minutes reflect his original motion since it was seconded? |
| 02:40:57.34 | Debbie | and then the new motion. |
| 02:41:00.53 | Unknown | Mm-hmm. Thank you. |
| 02:41:01.15 | Debbie | It'll be handled in the way that |
| 02:41:01.17 | Unknown | It'll be handled in the way |
| 02:41:06.23 | Unknown | Oh, that's good. |
| 02:41:06.81 | Debbie | All right, thank you. |
| 02:41:07.15 | Unknown | of it. |
| 02:41:11.33 | Debbie | Yeah. |
| 02:41:15.11 | Debbie | Mr. Mayor? |
| 02:41:15.90 | Unknown | Chair, we're going to do the one-minute rebuttal. |
| 02:41:19.92 | Debbie | Thank you. |
| 02:41:23.26 | Debbie | majority to push this through. |
| 02:41:32.00 | Debbie | process in general. I think the process has had its fair |
| 02:41:40.12 | Debbie | you you know, pushing things through fast. Thank you. |
| 02:41:51.69 | Unknown | Yes. |
| 02:41:53.45 | Debbie | I would like to... both sides have until March 26 to get their statements in |
| 02:42:07.44 | Unknown | Thank you. Yes. I propose that when |
| 02:42:13.87 | Unknown | ballot information from the registrar, the County and we can tell you what |
| 02:42:22.32 | Debbie | Page 26. |
| 02:42:23.44 | Unknown | Thank you. |
| 02:42:23.76 | Debbie | Yes. Okay. So that would leave two weeks. |
| 02:42:31.01 | Debbie | for someone to get this together. Now that's not a problem with the city or for the city Yeah. But it is a problem for those who need to develop |
| 02:42:48.92 | Debbie | has been going on for years, but it has not been brought to the public public years ago and this is something that needs to be fully researched so I think |
| 02:43:05.83 | Debbie | by even considering June. and |
| 02:43:15.06 | Unknown | I'm going to give this room. Yeah, no, the city can't because it's... |
| 02:43:23.97 | Unknown | Thank you. An independent group would have to write the measure that goes. |
| 02:43:31.16 | Unknown | the city |
| 02:43:31.97 | Debbie | Council itself can submit an argument on the measure. |
| 02:43:36.03 | Unknown | Hello, sir. |
| 02:43:36.69 | Debbie | Thank you. |
| 02:43:39.19 | Unknown | What's up? |
| 02:43:39.97 | Debbie | Thank you. |
| 02:43:40.03 | Unknown | to submit that on behalf of the city. Um, And if I can... |
| 02:43:48.45 | Unknown | give me an opportunity to come back to you at your next meeting after I've had a chance to work |
| 02:43:52.98 | Debbie | Thank you. |
| 02:43:55.74 | Unknown | Thank you. |
| 02:43:55.76 | Debbie | I believe that actually. what you have is the measure itself, the impartial Thank you. |
| 02:44:04.42 | Unknown | to the argument for |
| 02:44:05.61 | Debbie | Thank you. |
| 02:44:05.75 | Unknown | an argument against and a rebuttal to the argument against. |
| 02:44:09.46 | Debbie | Thank you. |
| 02:44:12.31 | Unknown | Thank you. |
| 02:44:12.33 | Debbie | If I'm reading the county's document correctly, you actually have until March 15th, |
| 02:44:21.34 | Unknown | and against and then rebuttals are due March 26th. |
| 02:44:33.16 | Unknown | So who's independent? |
| 02:44:37.52 | Unknown | This is actually prepared by LAFCO's executive director. Okay, you said that earlier. |
| 02:44:37.56 | Unknown | Thank you. I'm like, |
| 02:44:46.10 | Unknown | that way. Excuse me. I stand corrected. Thank you. |
| 02:44:49.67 | Debbie | So, Mr. Mayor, if I'm |
| 02:44:54.16 | Debbie | Thank you. From the get-go, the biggest concern has been... stuff is being done. And to push this schedule this meeting and pursue a June election where arguments |
| 02:45:16.08 | Unknown | Thank you. |
| 02:45:18.48 | Debbie | tonight. Okay. It's just wrong. for any independent analysis to be explored. submitted just a few days after the 19th. This is the first time I was going to be able to get a new video. I just protest that, and that's all I can say. |
| 02:45:53.14 | Unknown | Thank you. Can you have a quick list? Debbie, would you call the question? So make sure I understand your motion, your amended motion, just to set |
| 02:46:09.22 | Unknown | Thank you. to see. |
| 02:46:10.15 | Debbie | for March 9th, in other words. |
| 02:46:11.89 | Unknown | In other words. |
| 02:46:16.61 | Unknown | Thank you. and I was shocked Second. |
| 02:46:24.56 | Debbie | I No. Council number four. |
| 02:46:32.04 | Debbie | Vice Mayor Leone. |
| 02:46:33.52 | Unknown | I guess. |
| 02:46:34.81 | Debbie | Mayor Kelly. |
| 02:46:35.75 | Unknown | Thank you. |
| 02:46:39.19 | Unknown | of time. It's a Friday. |
| 02:46:41.52 | Unknown | . |
| 02:46:41.69 | Unknown | FOR THEM. |
| 02:46:41.93 | Unknown | the week is the same. |
| 02:46:46.57 | Unknown | Good morning. Can we do it in the morning meeting? |
| 02:46:53.52 | Unknown | whether it's the general, well, hard to say. would be, but I would imagine I don't know. |
| 02:47:09.79 | Unknown | I'm not. |
| 02:47:11.32 | Debbie | Well, it's certainly not right to have it |
| 02:47:17.25 | Debbie | that were. |
| 02:47:19.14 | Unknown | Yeah, that's a good point. I don't either do it before the working Thank you. William? 6 o'clock? |
| 02:47:33.70 | Debbie | If the council desires to keep all its options open, |
| 02:47:37.34 | Unknown | Mm-hmm. |
| 02:47:37.78 | Debbie | The city has decided Thank you. |
| 02:47:41.63 | Unknown | on the 9th. So from a staff perspective, in order for you to have all of your dates |
| 02:47:41.97 | Unknown | on the night. |
| 02:47:42.46 | Debbie | Thank you. Thank you. |
| 02:47:42.78 | Unknown | So, |
| 02:47:50.27 | Unknown | on Friday rather than later. So that's what I'm saying. |
| 02:47:58.24 | Unknown | The audit is to meet Thursday night. Wait until LAPCO has acted and we can report to you. |
| 02:47:58.32 | Unknown | Thank you. |
| 02:48:06.57 | Unknown | I'll provide you with all your options of potential times and dates to meet your requirements. |
| 02:48:07.50 | Unknown | Yeah. |
| 02:48:08.02 | Debbie | Thank you. of potential times and |
| 02:48:11.84 | Unknown | Thank you. |
| 02:48:11.89 | Unknown | requirements. |
| 02:48:12.68 | Unknown | Thank you. |
| 02:48:15.43 | Unknown | I don't mean you and disability, I mean, we don't know. |
| 02:48:23.35 | Unknown | Just we |
| 02:48:23.97 | Debbie | to keep our constituents in mind. |

| 02:56:07.97 | Unknown | Thank you. |
| 02:56:08.03 | Adam Politzer | Thank you. We've tried to hide some of these things and give opportunities to ask questions, but it's already a long and difficult process and makes that night even go longer. So that's why we're trying to interweave. about what they do and how they do it and who actually |
| 02:56:29.97 | Unknown | except that departments are... I recognize tonight and when Jennifer DeHada |
| 02:56:41.18 | Unknown | Thank you. how much work they're doing and how stretched they are with the resources but they still |

| 02:57:29.94 | Unknown | and to the comments made earlier about Watery Street, anyone that... |

| 02:58:00.76 | Adam Politzer | They talk about Easterby and the retaining wall there and just the mess that location and on that project and just talking to Jonathan and Todd and |
| 02:58:17.28 | Adam Politzer | small little retaining wall and how they needed to move utilities and work with |
| 02:58:26.27 | Adam Politzer | was also another major challenge. So you saw some nice pictures of some of the finished product, The brain power, the cooperation with the vendors, we didn't know |
| 02:58:43.28 | Adam Politzer | A lot of them are not. |
| 02:58:43.98 | Unknown | do take the bus. A lot of them are older and walk up and down the |

| 02:59:11.03 | Adam Politzer | again, working with the residents, looking out for special needs, you know, was a creation success that really does deserve some necessity. God, well done. |
| 02:59:28.96 | Unknown | The bright star in all this is we've just started. |
| 02:59:36.20 | Unknown | eight years, ten years of all the deferred maintenance in this city. |
| 02:59:45.06 | Unknown | and the maintenance you can't see. And that's talking about the sewers and the storm drains. |
| 02:59:53.05 | Unknown | the changes that are, you know, that have, as Charlie said, |
| 03:00:01.18 | Unknown | have wonderful stories. |
| 03:00:03.03 | Adam Politzer | behind these rock walls. |
| 03:00:05.97 | Unknown | Oh. |
| 03:00:09.04 | Adam Politzer | There are all types of interesting stories behind. So I don't want to let this moment pass because God is... |
| 03:00:21.38 | Unknown | I'm not sure. |
| 03:00:25.56 | Adam Politzer | in his presentation, tried to lower the expectations down rather than say, look at what I've accomplished and look at what I've |
| 03:00:25.63 | Unknown | Thank you. |
| 03:00:32.41 | Unknown | of a... |
| 03:00:35.17 | Adam Politzer | for the city and what Charlie said at the beginning, you gave us the money and the resources |
| 03:00:39.97 | Unknown | this. |
| 03:00:40.24 | Adam Politzer | Thank you. |
| 03:00:43.05 | Unknown | MS. |
| 03:00:44.02 | Adam Politzer | And they're doing a good job. |
| 03:00:44.97 | Unknown | Thank you. |
| 03:00:45.04 | Adam Politzer | And I think, |
| 03:00:45.97 | Unknown | for a while. |
| 03:00:46.03 | Adam Politzer | every department that |
| 03:00:46.98 | Unknown | comes before you. |
| 03:00:51.15 | Unknown | There's not a possibility. |
| 03:00:52.02 | Adam Politzer | one that we're not going to say, bravo, good job, keep up the work. |
| 03:00:59.43 | Adam Politzer | I think that's obviously why |
| 03:01:00.97 | Unknown | WE HAVE THE COUNCIL WORKING WITH US |
| 03:01:08.17 | Unknown | helpful. But the challenge that awaits us, regardless to where we fall |
| 03:01:08.27 | Unknown | I'm sorry. |
| 03:01:14.09 | Adam Politzer | Thank you. |
| 03:01:17.15 | Adam Politzer | Thank you. |

| 03:01:20.03 | Adam Politzer | continuous. |
| 03:01:20.96 | Unknown | I'm not sure. |
| 03:01:21.03 | Adam Politzer | on your end. |
| 03:01:21.98 | Unknown | So, |
| 03:01:25.30 | Unknown | that way. |
| 03:01:26.03 | Adam Politzer | as we look towards this next budget cycle. So we will all need |
| 03:01:34.36 | Adam Politzer | the priority calendar process will be |
| 03:01:36.98 | Unknown | in the middle of all of this. There's $100,000 there. |
| 03:01:44.05 | Unknown | to bring in consultants to help us |
| 03:01:47.03 | Adam Politzer | get to the finish. |
| 03:01:47.96 | Unknown | to help us preserve |

| 03:02:08.50 | Adam Politzer | study that |
| 03:02:09.97 | Unknown | I've delivered |
| 03:02:17.23 | Unknown | We can do, but we've got to bring that forward. You know, those are really the low-hanging fruit. |
| 03:02:25.06 | Unknown | into action. And it's real easy to get caught up in the debate. |
| 03:02:33.81 | Unknown | the vote forward and I just recommend that as we go into |
| 03:02:41.24 | Unknown | We really roll up our sleeves |
| 03:02:43.03 | Adam Politzer | look at how we're going. |
| 03:02:43.97 | Unknown | Thank you. |
| 03:02:44.04 | Adam Politzer | to |
| 03:02:44.97 | Unknown | manage. |
| 03:02:48.24 | Adam Politzer | the resources that we have and right now the outlook is still flat in the river public parking enforcement. |
| 03:02:57.98 | Unknown | in there, we're just enforcing the law. We're not creating new laws. |
| 03:03:05.76 | Unknown | So this opportunity for me to share with you |

| 03:19:14.20 | Unknown | Okay. Yeah, I have a problem with that. All right, Scott. Do you mind if we put it on a consent calendar so we have such a big agenda? Okay. |
| 03:19:21.55 | Unknown | Well, no, because I'd rather not take it as all or nothing. You know what I mean? There's 12 points. Some make more sense than others. |

| 03:20:24.73 | Unknown | Thank you. Mr. Mayor, may I comment? Yeah, just for the record, I strongly support putting this on the agenda soon. I personally support Governor Brown's pension reform plan, and I think the sooner we can get it on the agenda, I think it's very timely. Regarding my earlier agenda item, GASB 54, you mentioned the actuarial analyses are only as good as the assumptions, and that's true. But that's why we have legislation that now exists, like GASP B54, where we are being asked to set aside the CalPERS discount rate and to look at an actual... Yeah. Yeah. that that can be achieved. And I'm just providing context for the future agenda item. Thank you. |
| 03:21:07.24 | Unknown | for the future agenda item. Thank you. We're all getting too far afield here, so I've got your request. I've got your request and we'll proceed. Anybody else have anything on this item? |
