This is one of the best things that the city council and the city manager have the opportunity of doing, but it's from the generosity of our visitors and from our because they're the ones that feed the parking meters. As everyone may or may not know, the City Council for the past several years has given free parking away in the downtown at the meters for many years.

It supports our businesses. It's a special gift to our visitors and an opportunity for people to donate to our parking lot humanitarian grant program, our parking meter humanitarian grant program. The money that's collected every year gives us the opportunity to give this money back to the community for those that need.

has been really difficult for many in the past three to four years, but even before that, it's always been hard.

We have three organizations tonight and I'm going to ask them to come up and speak a little bit about what they do because I think it's an opportunity with a crowded house, a full room, to share and educate the public on their services.

and that they're broad reaching to our entire county and beyond.

But all of these providers provide benefit to the folks that find themselves in difficult situations here in our community. Some of these folks make their way up and down the county and across the Golden Gate Bridge.

And back and forth.

but we see them We want to help them.

and I think that we all recognize that giving to professional organizations that know how to actually help folks is much better than just handing over a few dollars to someone that's standing on the corner asking for money.

get them to the services that can help them get shelter, food, medical attention, Um, and hopefully into a job and then back into some permanent living and normal lifestyle is ultimately what the goal is.

The county of Marin, along with the cities, in the county.

are trying to work to improve the conditions that we find these folks living in today. There's a commitment to do that in the next 10 years. It's a big challenge.

Um, Tonight we're able to give the same amount of money that we were able to give last year, which is $6,000. It's not a lot of money, but every dollar counts. $2,000 to each of these organizations. Homeward Bound of Marin.

and MarinLink, the Warm Wishes program that is part of what MarinLink has helped to to organize and fund working with their sponsors and program producers.

I did highlight a couple of things here that I'd like to share first.

Homeward Bound uh, first started in 1974 and in 1996, moved into Novato and then in 2000, they opened up the the new beginning center.

So these are programs that have been around for quite some time. But the New Beginning Center, I'm just reading from what's on the website here that you folks can all visit.

um, but it's to provide a campus with shelter, job training facilities, on-site employment for the homeless, And it's a lot more than that. It's a community. It's a community where people are supported and encouraged to be successful.

The Ritter Center probably doesn't need much of an introduction because folks are pretty familiar with the RIDA Center. Our police department, and the county mental, the county health and services department have been working this past year, actually probably the past two years, in reaching out to the folks that live on the water that need special services. Their partnership with us has led to many successes and at past council meetings, you've heard Sergeant Stacy Gregory, talk about some of the successes, the individual successes that we've had in helping one person at a time adds up to a lot of folks getting services.

one of the things that I've shared with our city staff and it was a story that's not original, but it was important to me.

was that, and you may have heard this, but there is a person walking along the beach after a big storm and there were all these jellyfish that were still alive along the and the person was picking them up and one at a time throwing them back into the ocean.

And another question was coming towards them.

and stopped and said, why are you doing that?

He says, I'm just trying to to save.

as many as I can. He goes, well, it won't make a difference.

And the person bent over and picked up one and threw it back into the ocean and said, it made a difference to that one.

I think the services that the Ritter Center, Homeward Bound, and Warm Wishes are providing are making differences. They're good causes.

I'm thinking like one person at a time, one meter at a time, we ought to somehow do something in terms of advertising about this.

we're in the business of transformation.

We want, like everyone here with me, wants to end homelessness. We want to end homelessness as soon as we can. And so we've assiduously looked at how we create a plan in the next ten years to really make that happen. And it takes all the community partners working on it together to make that happen. So every single night, Homeward Bound tucks into bed 450 people. That's how many programs we have throughout the county. From the fireside, which is right nearby, all the way up to Novato. So we have 14 different programs, 57 families, lots of single adults, people who are, like Adam described, some folks with mental illness, some with real drug and alcohol issues.

We're trying to really help them end homelessness in their lives.

And that's our mission, that's our goal. Everyone deserves a place to call home.

I brought some gifts for the council members too, our little truffles. If you are looking for holiday gifts, we make these on site at Homeward Bound at the New Beginning Center. It's one of our training programs. And I'll share these with the council members after, as well as some of our newsletters. Thank you again. Thanks for your support. Keep parking.

00:10:06.82 Diane Lynn It's always a great honor to follow Mary Kay Sweeney, who really is the grand dame of the work in this community countywide around homelessness.

I usually give the elevator speech about Ritter Center, but tonight I will spare you that. I do appreciate the reference around prevention, around working with families.

And the last time we were here, your colleagues and the people that served before you supported the Art House at Marin project, which was very important to us, and we appreciate that so much.

My guess is you may have heard the story already, but at the risk that you haven't yet, I am going to share one quick and example of the way in which Ritter Center worked with a member of your community. It was a gentleman who lived on a boat out in the harbor for, we believe, over 30 years.

He was 75 years old, is 75 years old, and he was found after he had been standing in water for 36 hours straight. They took him to the emergency room. It took several months for him to recuperate, our team was able to find him housing through the Housing First program, which is really designed for the most chronic homeless people in our community.

We put him in a unit where he could see the bay, and the team actually was able to bring the boat that he lived on up to that spot in the canal so he could look out and see his boat.

very important that people are put in places where they actually believe it is their home So thank you for this amount and any more that you can help us with.

Because as Mary Kay says, we're working to get people into stabilized housing. And you don't always hear the success stories, you hear the problems. So thank you again, Adam, for your support.

And we're happy to stand with our partners, and we really do work all together in this effort. So thank you all very much.
00:12:05.59 Mary O'Mara Well, you might have seen these packs around because every holiday we do 5,000 of these. This is the 19th year. This year we've done half a million up to date. I'm here instead of Bill Hamm, the founder of Warm Wishes.

He was sick tonight, but he wanted to be here. Bill started this 19 years ago on the streets in San Francisco when he gave a homeless man a pair of gloves, and that was the impetus for him then spawning this nonprofit. His wife passed away of a brain tumor four years ago, and my friend Bill Hamm, who I'd known for about 25 years, I stepped in with our nonprofit MarinLink to help him run this. We do distribute these PACs to over 40 agencies throughout Marin, Sonoma, Napa, San Francisco. The children's PACs, we have 500.

They go to shelters for children. They're usually packed by children.

So it's a pretty exciting opportunity for the community to get together. We do it in one day. We have 30,000 moving parts. We do it in about two hours with 250 volunteers at Unity and Marin.

And we do give them to every agency in Marin that asks for them, police departments, fire stations. And then they go out with individuals out into the streets. And we ask people to look into people's eyes and say warm wishes and to create that human connection. So I'm going to give these to two lucky people tonight.

You can go out and say warm wishes to somebody, and thank you for your support.

But it's amazing what you folks can accomplish in this community, which sometimes turns its back on having issues that you address. And, you know, anything that we can do, we've worked with your various agencies, we want to continue to do so more closely. The police department is trying to tap into your resources more and more, and I know we all appreciate all your hard work, and thank you again for coming tonight.

In the spring of 2009, I assigned the update of the housing element to our associate planner, Lily Shinsing. Lily had not worked on a housing element before, nor a major update of a general plan amendment.

And since the city's last certified housing element, was in 1995 and that the city had missed its interim housing element that ran through 2006, I was in essence giving Lilly the assignment to prepare two housing elements, one that ran through 2006 and the second that ran through 2014.

Looking back, Lily quickly rose to the occasion. She saw the scope of the task, provided a notebook full of essential background materials to the Housing Element Task Force that had been appointed jointly by the Planning Commission and the City Council. She organized the biweekly meetings, which ended up being 37 meetings over the course of the preparation of the Housing Element. She organized three Saturday morning public workshops, two of which were at the bay model. She also organized a Saturday morning tour of several sites that we were looking at that time for possible housing. She provided eight reports to the Planning Commission, 15 SAS reports to the City Council. In Council, you began to be well-versed in housing element issues.

She established and updated regularly our housing element web page, responded to many, many citizen queries and questions about what does the housing element mean for me, what does it mean for our community.

She reviewed drafts of the many chapters of the housing element. And as long as she was on a roll on doing all of this, we also asked her to use some of these skills to guide the preparation of the accessory dwelling unit regulations through the process. And with that, organized 11 accessory dwelling unit working group meetings and guided those regulations through the Planning Commission as well as the Council. She did all of this with attention to detail, cheerfulness, and a respect for all parties. And so I am very pleased to present this certificate to Lily and this certificate is from the mayor for all of your hard work.

Agenda item is to implement the CELs, to amend the contract with CELFIRS to implement the second pension tier. We've gone through a meeting on November 13th and November 27th and tonight is the completion of the actions required to effectuate the second tier in our pension system and its adoption and second reading of the ordinance.

00:25:19.89 Adam Politzer It's the result of a comprehensive labor negotiation strategy that began over two years ago and that included elements of pension reform, OPEB reform, health care reform, and wage reform. This whole package was a comprehensive package, and what we're doing tonight is implementing the pension tier portion of it. The whole package is consistent with best practices. Just yesterday we were notified by CalPelvera, which is the California Public Employees Labor Relations Committee that Susan Nichols was awarded the Moving Forward Award for stewarding the comprehensive labor reform package through the process over the past two and a half years. Basically, CalPelver said we demonstrated a commitment and leadership in the field of labor reform and the specific emphasis was on the series of actions that we took over strictly in the past year to get this award. And then also today, based on Councilmember Leon's suggestion at the Sug meeting I submitted to the GFOA, GFOA is the Government Finance Officers Association of the United States and Canada and every year they give an annual award for excellence to programs that advance governmental finance and I submitted this and they acknowledge the receipt of that program. We probably won't here until June, but we put it in there. And basically this action tonight says we have an existing pension tier which is at 2.5 at 55 and employees when they retire their pension is based on their final average compensation over the past one year. And police safety employees is a 3% of 55 is the title of the program. And they're also on a one-year final annual compensation. The new pension tier would move all employees hired after July 1, 2012 and those that are not eligible to be into the governor's new punchet or the state's new public employees pension reform act would move them into 2% of 55 with a three year final annual compensation. Same with police and go to 2% of 50 from a 3% of 50 with a three year final average compensation. The costs are significant less for each of the pension tier over our current pension costs and of course the normal cost is less going off into the future from our current pension tiers. So the motion for you tonight after having the resolution of intention about a month ago and two weeks ago having your first reading of the ordinance, your motion tonight that staff is recommending is that you move to waive further reading and read by title the ordinance and authorize the city mayor to amend the contract with CalPERS.

CalPERS is the largest pension fund in the state of California and most municipalities in the country for that matter, and most municipalities are part of CalPERS. It's unusual, like in Marin, San Rafael has their own pension plan, which I think they run through Mara, and the fire department we just merged with also has their plan through the county of Marin, as does the employees of the county of Marin, MSERA. And in MSERA, they have the ability, because they control the pension fund and the board, to render change as they see fit.

From our point of view, only the state of California and the legislature can render change of any significant amount. So when we talk about the plans that CalPERS offered, they offered a plan this year which was a hybrid plan. It actually cost us more than the plans that we adopted, and that was the reason that some of us decided to go that route as opposed to put in a kind of gerrymandered 401k hybrid plan that really wasn't reformed at all. It was more expensive. So all of us up here I think are interested in pension reform as I know many of you are and I think that there will be an opportunity for us in the future as the California legislature and others maybe by referendum even.

begin to change the pension system so that it becomes more sustainable.

And Sausalito, by the way, is a leader in reform. When the reform movement broke out here about a year and a half or two years ago, we found ourselves way ahead of the curve, and we still are. So you can be proud of the work that the council has done on this matter.

00:41:19.14 Adam Politzer One of the things that I think this council has embraced in various ways and the community understands is that at the end of the day, we're all one team. The name on the front of our jersey is City of Sausalito.

and that's the most important name. And I think that this council shares with some of these accomplishments that I'll be talking about. But I think it's important that we recognize that the two folks that are leaving office should celebrate and take a little bit of extra celebration time to recognize that they were part of a team that had many successes.

I first wanted to start on things that sometimes don't make the headlines, but they are really the foundation of what we do as a city. We have seven departments offering a variety of services. This council looks at the budget, looks at those services, outreaches into the community, various boards and commissions and committees, neighborhood groups, coffee shop mates to get their feedback. And some of the things that this council supported, but I want to recognize where Mike and Carolyn both supported these accomplishments are the street improvements. We've had significant street improvements. Carolyn has served on

But during this last three years, we've made significant improvements on the Back to the Basics concept, where we all agreed that we needed to fix what we own.

which included streets, our sewers, sidewalks, our parks. And on every vote on those items, they voted yes together. They supported that. They recognized that the Back to the Basics was a fundamental principle that this council and this city should be focused on. ADA improvements. Restroom facilities here at City Hall and downtown. The facilities downtown should be open at the end of the winter, early spring of next year. And that's something that I think that Robin Sweeney in particular will be happy not to come and lecture us on cleaning these restrooms and getting something more appropriate downtown.

But each of these council members, and particularly Mike and Carolyn on that, formed subcommittees, formed working groups, and tried to find solutions that led us to Michael Rex and Bill Werner coming forward and giving options that we were able to ultimately say yes, we're going to do that and we are.

And again with the entire council supporting that.

the library remodel. I see Abbott here and friends of the library and members of the various groups that support the library, but that's a $215,000 project.

that the council supported. And Mike Kelly serving on their board I know is very pleased with that, but I can say that each one of the council members is very, very happy that that got forward and again, five of them voted in support of that project, something that I think our community in the very near future will get to experience and see the good work that this council supported.

Sustainability Commission, again, both Mike and Carolyn, publicly made comments about how important that wet waste composting program is to our community, praise Bay Cities in their efforts, and obviously the leadership of the Sustainability Commission. Again, the council was a 5-0 support of that project, and Carolyn and Mike both went out of their way to recognize the good work of the Sustainability Commission.

Gate 6 Road to Ferry Landing and the Non-Motorized Transportation Plan.

highly controversial at the beginning, a lot of meetings, a lot of debate, a lot of community meetings that led to something that the council was able to support recognizing the importance from Gate 6 Road to the ferry landing, the pedestrian pathways that are challenging at best with the challenges that lay with the trees and the root structure that upheaves the sidewalks and then the lack of bicycle facilities for the non-spandex rider to give the people the ability. And again, recognizing that this now gives us a master plan to make improvements. And again, both council members were champions of that project along with the other three council members.

uh, Preservation of the machine shop.

We all heard the VA come in and say, we're gonna knock down the machine shop, it's too expensive to fix. All five council members said no, we won't allow that to happen.

each of the council members in their own way, stood up to protect that, attending meetings, workshops, and again the leadership of the council was very important and it has stopped that and it's given the staff and the various working groups the ability to list that as our first local registered project, preserving that building for Sausalito into the future and we're working to get that on the state and national register of historic structures to protect that. This council under the leadership of Mike Kelly as the mayor was able to help prevent that and now the dialogue is reopened on what we can do to preserve that facility and work with them because we support the VA, but we need to to preserve the value of that building and its meaning to our community.

The Sister City program, again, each of them and many of the council members participate in the various activities, but again, our relationship with our newest Sister City and our oldest Sister City has kind of been renewed in this last year and a half. And Sakaide, which is the one that's the most active, continues to wave its flag of value importance to our community and their active student exchange program that has been really thriving over the last five years under Susan Rose's leadership of the psychiatry program. Michael Moyle has also really stepped in to help the Vena del Mara program take on the just a new focus in our Sister City program.

And I know that the Sister City folks are here, and I'll let them talk a little bit about Cascade and Sakaita and Bina del Mar.

Robin Sweeney Park and all of our parks, the improvements in recognizing Harrison Park is just as important as Dunphy Park. All those projects are now underway. Construction has started at Harrison. The friends of Dunphy Park are championing Dunphy Park.

We've gone through a process to get the ball moving on Robin Sweeney, a community process.

And again, this council of each of those projects along the way.

You know, Carolyn, as I mentioned, has served on the city council for the last three years, and I have individual relationships with each of the five. As a city manager, if you're not aware, each of them were my boss.

It may be different than some of the others on the council and it may have different results, but your genuine interest in supporting and serving this community is appreciated by me and by the staff.

One of the things that Carolyn and I have said to each other on a number of occasions is that we need to respectfully agree to disagree. And I appreciate that with Carolyn and my private meetings with her where we'll get into some debate and discussion, but at the end, shake hands and say, we just don't see eye to eye on that, and I appreciate that that characteristic and that style of your leadership and I appreciate that.

Mike has served for eight years on the council and I've known Mike when he was on the planning commission when I was downstairs in the Park and Recreation Commission. So my relationship with Mike has a much longer history and we have a very close relationship for a variety of reasons. I'm going to miss Mike very much. Again, there were things that we agreed upon and things that we didn't and some pounding table at various meetings.

where maybe I didn't feel as strongly as you did. And some of those go back to some of the public safety meetings that we had. And Lauren is still in here, and you're still standing up straight.

But your leadership and I know that your desire to run for council was focused on the public safety facilities and guiding us and leading us through that process. Obviously when we had the grand opening of the facilities and gave the speeches, you received a lot of accolades from the public as the council did because they all served a role in it. But your leadership in that and your willingness to roll up your sleeves and come to every meeting on Monday at 3.30 and stay there until those meetings were done, the evening meetings with the Bond Oversight Committee I see Norm Wollstrugger here in the audience and there was four other managers. Peter Van Meter is another in the audience here that gave their time on the bond oversight committee but Mike was at many of those meetings as well to help.

Shepard, the spending and the project to a successful end. The fire annexation project was very controversial and it had the ability to create a divide in the community. But both Mike Kelly and Jonathan Leone served on the fire consolidation committee that had been meeting for many years, more years than I've been serving as the city manager.

riding the rough roads but demanding information, demanding to get into the minutiae of the details and bringing that forward to our council meetings, I think ultimately led to a successful end with the support of the community to ultimately give Southern Marin Fire Protection District the leadership of running our fire department. And I think that... of the community to ultimately give Southern Marin Fire Protection District the leadership of running our fire department. And I think that that's going just fine.

We've had some rough times, rough financial times, in Mike's leadership in the five years that I've been the city manager on the finance committee, working with Amy Bowser or Paul Albertan or Jonathan Leon. He's been the consistent player at the finance committee, and I think one of the reasons the city's in good financial shape is, again, because of his background and expertise. And, again, on many of the issues regarding finance, all five council members agreed. They support it. Our budgets weren't controversial. We didn't have a lot of argument during budget discussion. People understand the values of it, and I think they all appreciate it, Mike's leadership, during the Finance Committee hearings.

It's important to recognize that Mike's been the mayor twice. The most important time to me was when I was hired. We won't hold that against you. And, you know, so, you know, the person that sits across from you when you're being hired is always an important person in your life because they're the ones that shake your hands, look you in the eye, and tell you that we believe that you're going to do a good job, and Mike has never wavered on that. And I've always appreciated that moment, and we'll look back on that for the rest of my life.

Um, But I think what I have really appreciated working with Carolyn And people forget we interacted before this on your time on the council on certain issues, and I supported your your campaign back in the day, Um, But I've appreciated your support on park improvements and focusing on the needs of both young and old here in Sausalito. I really appreciate your help on that. I've also appreciated your efforts to push forward all the capital improvement projects that we've done here over the last decade, over the last three years, and certainly over the last decade. And your support really, I think, Linda highlighted this and preservation of what is really critical to the character and fabric of this community as its past and its sort of heart and soul. And that's something that I know I've appreciated interacting with you on. But I think the most that you've taught me about is how someone can bring really a strong sense of energy and passion.

Mike, I'll try and keep it short. I have interacted with Mike in public service for almost a decade, and both as on the Planning Commission And, uh...

HERE ON CITY COUNCIL.

And as the Planning Commission member and dealing with the City Council person, I just wanted to highlight really three things that I think Mike has really brought to this community and some people spoke to it before, having been sucked into the middle of this for the last few years. I mean, Mike, you've probably spent about eight years of your No, no, no. Ten, almost a decade of your life involved with that public safety building.

And that is crazy. So, and thank God you did, because really I don't think there's anyone in Sausalito who wasn't getting paid, and I'll give you credit, Lauren and Jonathan,

01:17:37.65 Councilmember Weiner to do this that made this building happen. And having been on that subcommittee with you for a number of years, that was a lot of work. And you shouldered the bulk of it for anyone here in town. We would not have gotten that building done on time.

under budget. You know, Mike's can be an arm twister, and sometimes that's needed. And in that building, it was needed both internally, externally, with contractors and architects and what have you, and thank God you were there. I can't think of anyone else who would have gotten it done in a better fashion or with greater benefit to the city.

The city's finances, Mike has brought, I don't know how many years you've been on the finance committee, I would guess six if I added them all up. Out of the eight you've been on the council, five or six. And Mike's common sense, financial acumen, I mean, the city has gone from no reserves to over 25% of its budget and reserves. The city has gone from not investing in its infrastructure to investing heavily in its infrastructure, probably the most it's done over the course of eight years and decades since the city has built out. And Mike deserves a lot of credit for that.

for bringing common sense, let's make sure that things are done and the money is spent in the wisest way possible.

And I think that the largest thing that Mike has taught me and the financial thing kind of brought us together is, you know, I didn't know Mike fairly well, didn't know him incredibly well on the Planning Commission. It was a brief stop for you, and lucky you for that. But it's a sense that you can disagree and move forward, and you can have varied points of view and still get things done and solve problems, build bridges to people, and create a positive momentum for the city of Sausalito. And you have done that. And your time on the council, your time as the planning commissioner, your time as the head of the steering committee of the public safety building, you are a good bridge builder. It doesn't work all the time, but you get things done. That is the hallmark of a good public servant. At the end of the day, it's getting things done that are beneficial to the community. You've taught me a lot.

I want to say that this is, you know, this is the last time I'll speak from this podium, and I've been up here for eight years in one place or another. I like to say it's been more than 10% of my life. And it's been a very challenging and rewarding time, as it's been difficult too. But there's a quote from Teddy Roosevelt that I like. Life's greatest gift is the opportunity to work hard at work worth doing. And this is work worth doing.

The people I've worked with in the city organization, in the community at large, the progress that we've made together The projects that we got done and completed with dozens of local and county boards and where we built alliances and gained assistance.

And more is going to come from all that.

Um, Throughout both terms, I tried to work as a consensus builder. It was easier in the earlier years. It's been harder in the later years, but we have, as you heard from Adam tonight, reached consensus on many items.

All through it, I've tried to keep in mind, pardon me, I've got a cold, as you can probably tell, but keep in mind that what course would best benefit the majority of the people in Sausalito? How would most people like to have the city run, the city cared for?

Um, In times, I know it's hard with government agencies. We're reminded morning, noon, and night of all of our failures and every individual's, you know, got a problem and all that. But the truth is that most all of us and all of us up here, I know, including Carolyn and Linda, and Jonathan and Herb have brought to this chamber our own best idea of how we ought to operate and tried to work to some consensus. And that's the most important thing I think we can do going forward.

In terms of the projects, you know, most of them have been mentioned. There's some that didn't make the honor roll, so I'd like to just mention a couple of those. First of all, it was my great pleasure to bring Adam to the city of Sausalito. I mean, he's born here, but other than that. And it was really Herb who influenced me as we got down to the final three candidates. We had a couple of special people that, you know, really had a tremendous amount of experience in one thing or another.

So it's been a great pleasure to see that happen.

You know, we've, as Jonathan said, I focused on the finances when I got here. We had a big deficit, so I said, you know, how do we get money?

and I just began falling on the money. When it came in the door, I fell on it, and we shoved it over here and shoved it over there, and we went from a deficit to a strong surplus. We were about a million and a half in the hole, and I just checked those numbers tonight looking at them. And now we're about 2.7 million to the good and getting better as we go along.

So I challenge the incoming council and this council that's up here to continue to do that. Fall on the money.

and make our city really financially strong.

I'm proud of what I did with the art festival. It helped to do with the art festival. The council did it, but basically it was a tough slog. It was a lot of community dissension.

about that, but we put together a good package for the city, for the art festival, and for the Chamber of Commerce, and it sustained our Chamber of Commerce. That has gone on now and I think is doing just fine. We talked about a big project that Jonathan Goldman, by the way, successfully brought together here. Here's the $6 million project on the waterfront. Those of you who noticed the big machines out there putting in the concrete headers in the bulkheads. That project together here. There's the $6 million project on the waterfront. Those of you who noticed the big machines out there putting in the concrete headers and the bulkheads. That project was a combination of public and private. Jonathan and I did not agree on a lot of things on that project. But you know what? At the end of the day, we got it done. And thanks to the Madden family who kicked in a whole bunch of money and helped us along.

The city's budget did not get materially impacted by that major, major project. And that was, we were in danger of losing that bull kid.

So that is a major thing. The Sister City Program, I want to thank everybody. Susan has done a terrific job. We put that back on track after we had a big hiccup with a former guy who was running it. And it was just kind of bumping along. It's now strong. It's strong in terms of the leadership that is being provided, the board. It's going to work now with Cascais and with Vigna Del Mar and Mike Moyle. And I think I just see nothing but great things as we try to build relationships outside of Sussex with beautiful cities in the world. The housing element, I'm so proud that the city got that done.

It took a long time.

I remember sitting here in 2006 with people on the floor yelling at us about the housing element, and we gave up.

So this time I said we can't give up.

And we bounced. I mean, we bounced off walls and we had lots and lots of people yelling at us and so on. But we got it done and it's already paid off.

because if you have a housing element that's certified by the state of California, the Department of Transportation, both at the state and federal levels, and other levels like TAM We'll give you money to help you with projects that we need. And one of the projects that we just got, $125,000 grant, Adam worked on it.

Lots of people worked on it.

but we got $125,000 grant to study the south into town where the bicycles are the worst, where the traffic is the worst, where we have pedestrian issues and so on. It's, you know, we'll need a lot more than the 125, but that housing element will help us get it. You know, our relationships with our county boards are in good shape. I know you guys will continue to maintain them.

They can do us a lot of good. Our library, I'm so proud that we're turning our library into a wonderful You know, remodeled a beautiful place. Lots of good thought went into that. Abbott is doing a terrific job with that, and that's going to be fun to watch. You know, the rest of this is there's a lot more to do. We've got the marinship, which is, you know, a continuing problem. It's got all kinds of issues that we've got to address as a city. We've got to look at the central waterfront and decide at least what we want to do there. And in Dumfey Park, I would really like to see Dumfey get up. Big boost, so maybe we'll find some way to get behind some kind of a financial thing on that. And then we've got the ferry terminal which is going to be remodeled down here. We've got a $4.2 million grant which Herb gets a lot of credit for because he's cultivated a relationship with the ferry guys that just is top notch. So now I'm going to be a private citizen again. I'm going to give this over to two new council members here who I've supported and helped, and I'm really glad you guys are here. You've got to deal with pensions. You've got to deal with all that stuff. It's not going away. But the thanks I want to give is first to my wife.

Jeremy, you've done a terrific job of pulling a planning department that was in pretty bad shape together to be able to make the city run efficiently with that. Jonathan Goldman, priceless. A terrific public service guy, public works guy. And his, Loren Umbertus, who actually I worked with on a project in San Francisco before he ever knew what the city of Sausalito was about, has joined us and he's doing a terrific job. Todd Teachout, you're amazing. Just the way you get a hold of a project and push it and take it through is a sight to behold. Mike Langford, terrific Parks and Rec Department. It's the funnest Parks and Rec Department. It's probably a little funner than it was with that.

And then Jim Irving, we've worked together since the day you took over the fire spot there and had to do it without being a chief for six months, I think, until the other guy finally decided to take off. And he has built that fire department into a strong and really excellent operation and more to come I'm sure because you are a terrific manager

than these two guys and Linda and Carolyn. Without the support of the whole council coming together, whether we agree or disagree, like or dislike, a particular issue or an item It takes all five of us to get it done. But particularly, Jonathan and I have bumped in and had conversations at coffee shops in San Francisco on the street talking about how we're going to get this job done or how we're going to get the money for that.

And Herbie, ever since I met Herb and really started to get to know him. He's been a constant a source of energy and a source of good, just good common sense consulting, if you will. And none better, those of you who would really like to hear great stories, I'll tell you about how it was to be in psychiatry with him and then to be at Seoul, Korea with Herb.

But to all of you, to everybody who came out and supported us all the time, When you came here sometimes and sat through long meetings to give us your advice and your council, I appreciate that.
