PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF SAUSALITO AND THE BOARD OF DIRECTORS OF THE SAUSALITO FINANCING AUTHORITY 📄

00:01:31.73 Unknown Well, great. I want to thank city council for inviting me to talk about Willow Creek Academy today. We realize it's been a while since the school has had an opportunity to come and speak to the city about what it is that we do. And that's really what I want to do today, under the idea that there is no such thing as a strong community without a strong school. So I thought I'd spend about five to ten minutes today, very brief, I promise, to talk a little bit about the school from a perspective of some general background info and some history talk about some of our future plans and then talk about opportunities for support and partnership both to and from the school and hopefully to and from the city.

So a little bit about our school at a glance. We are, as you know, the public charter school serving primarily students in the communities of Sausalito and Marin City. We serve students in grades kindergarten through eighth grade. We started back in the fall of 2001 with the idea, as many charter schools tend to, that There was a call in the community for greater public school choice. And for a very long time, parents and families were faced with a decision. If they wanted to have a public school education in Sausalito, and for many families, that decision led them to actually leave the city, feeling that the public schools weren't serving their needs as they saw them. So back in 1999 and 2000, a group of parents and educators got together to think about what could a public school look like that served the needs of the families as they wanted them. They wrote the charter in 2000. It got approved by the local school district in 2001. We opened our doors in the fall of 2001 with a class of about 37 kindergarten students. Since then, we've become a school of 380 students serving students in grades K through 8. It's been a time of incredible growth and a lot of excitement around it. As a charter school, we are governed by a board. Our board is an independent board, much like the board of a non-profit organization. Our president of the board is with us today, as well as some previous board members. We have in the kinds of autonomy that a charter school has, one piece that we'd like to point out is that we have the ability to be thoughtful about how large we want our classes to be. So at Willow Creek Academy we tell our families that our classes will be as small as 20 in kindergarten and no larger than 25 in our older grades, grades 5 through 8, and they get incrementally larger as the years progress.

00:04:00.62 Unknown A little bit about our approach to education. We have a very strong belief that schools need to be institutions that really teach for true understanding. So taking knowledge that students have and really going very deep with it so students have very deep knowledge of core concepts. And we do that through a project-based learning approach and an inquiry-driven approach that helps students take the knowledge that they have and develop deep understanding through interacting with their teachers, interacting with their colleagues, and building things as hands-on as possible by using elements in the classroom or even outside our classroom in our gardens and the local community. Like every public school, we have a commitment to achieving mastery in the common core state standards we are assessed on those like any other public school in the state and we'll be implementing the next generation science standards as they come into play in the state next year and the year after we have an approach to working with our students that balances the academic needs of our students with the social-emotional needs of them as well. And we do that through a program called the Responsive Classroom. The Responsive Classroom is a set of practices and a philosophy that gives teachers tools and strategies for helping students not just master academic content, but to master social-emotional skills as well. So walking through Willow Creek Creek Academy you're just as likely to see students engaged in fractions as they are engaged in interpersonal work around conflict resolution, around how to give positive greetings to each other in the morning, and how to make our community a strong feeling and a student-centered place. We have an approach to working with students and from disciplinary perspective using the practices of restorative justice. For a very long time, schools have seen student misbehavior as some sort of crime that needed to be punished rather than doing work that really gets to the root cause of student misbehavior. So a few years ago, we started using a process of restorative justice, which looks at student misbehavior not as some sort of crime, but as damage done to the school community that, like any other kind of damage, can be identified, taken accountability for, fixed, and then the whole school comes together more strong for it. So we have a process and team at our school who work with students who have made various decisions about behavior and really work with them and their families very, very closely, not from the perspective of punitiveness, of punishment, but of identifying root causes and building a system to help fix those root causes and making the community stronger because of it. And through that, we've seen a tremendous reduction in the number of referrals we've seen and the number of suspensions that we've had at our school and it's made a huge difference in our school culture we have a variety of different supports that we have in place for our students in addition to those we have content area specialists in literacy and in math we have assistant teachers often known as teacherides, who do work with our students in grades K through 2. We have wonderful use of student support teams where we bring in all kinds of adults who know students well to help build a stronger set of partnerships around supporting the student. The teachers, the administration, the parents, coaches, clergy, anyone who knows that student well and wants to be a part of a conversation to support the student, we have those quite often with our students. And it creates an overall approach that's both academic and social and emotional that supports the needs of all of our students and their families. A bit about our demographics. We are a uniquely diverse public school, much more than I've seen in any of the schools I've worked in in the last 20 years. You can see bar on the right represents the school as a whole and it's one of the only schools I've ever seen where there isn't school-wide a majority ethnic or racial group we truly have a large set of different kinds of folks who are really representing Sausalito and Marin City and the surrounding community so we're about 40 percent white, about 15% African American, about 20% Latino, and the rest of the percent being Asian or other, other being multiracial students or students whose families didn't identify a race on their enrollment forms.

A little bit more about our demographics, 44% of our students are low income, meaning that they qualify for free or reduced priced lunches at our school. 32% of our students are English language learners, meaning that they speak another language other than English or instead of English at home. And about 8% of our student body is eligible for individualized education plans through a special education program.

Our enrollment right now is 380 students in terms of where they're coming from. 42% of our students come from the community of Sausalito. 38% of our students come from the community of Marin City. And about 20% of our students are coming from out of district, anywhere from as close as Mill Valley, from as far as Oakland and beyond.

We thrive on connecting to our community. These are just a few of our strongest community partners, both here in Sausalito and throughout Marin and the Bay Area. This year we've been thrilled to have a very strong connection with the Sausalito Women's Club, who's been doing fantastic work in helping support our school and bring tutors into the school. I also have to give a huge amount of thanks to the Sausalito Arts Festival, who brings teaching artists to our school every year to do a variety of projects with our students and embed their academic work with being enriched by the arts, and the Marin County School Volunteers Organization, which does great work getting volunteers here. And you have no doubt seen our third graders work with the Sausalito Historical Society, where every year they come and do a tour of Sausalito with them and they come to our school and do some great work with our third graders there as well. There are dozens of slides we could put talking about our community partnerships. The stronger our partnerships with the community, the stronger our school is.

So in terms of where we're going from here, we see in the next couple of years we'll be hitting as large an enrollment as we're going to have at two or three classes per grade. That would give us an enrollment of about 500 students, which is large as we would like to be. We want to bring in as many students as we possibly can to be a part of what we're doing at Willow Creek. But we also want to keep that small community feel that we know is so important to having a strong school. We want to identify through the achievement gap at our school both in order to start by reducing it and then to eliminate it. The achievement gap is defined as a difference between the highest performing students academically at our school and our lowest performing students and again using that root cause work that we do so often with our students the more thoughtful we are about what are some of the root causes of lower achievement the more we'll be able to make that happen so all of our students are achieving at high levels and over these next couple years we'll be doing quite a bit of work and thought around how we can work together to renovate our campus facilities to make our school which is on the older side a true 21st century school to be proud of in our community So in terms of areas of support, I would ask that the council keep Willow Creek Academy at the center of conversations around city decisions that are affecting students and families. As you've seen particularly with the most recent Measure F, the families and students of Willow Creek Academy really have a strong voice and have a lot to say that can be very helpful to you in terms of making great decisions that impact students and families positively. if the council finds that there are ever opportunities or some feedback or some input from the school can be helpful, myself and any member of our community would be happy to give some feedback and some advice. We work with students and families all day, and we'd be happy to share some of our perspectives as you make better informed decisions for students and families and please come join us for our school events graduation at the end of the year our super cute crossing the bridge at the end of the year where students move up to the next grade super high cute factor i'll be sure to send invitations and be happy to have you a part of our community That is what I wanted to share today, but I'd be happy to take any questions from the council.

Some of Todd's hobbies here are cycling, reading, and relaxing with a wide variety of his friends and family. I get to do the final hiring interview decision on all of our employees after they go through a very probing, extensive background process. One of the things that really struck me with Todd during that hiring interview was that he fully understands his role as a police officer to work towards the betterment of the entire community. And he said, was that he fully understands his role as a police officer to work towards the betterment of the entire community. And he really embraces that as a top priority.

I'm also very pleased that he brings with us even though he's new to law enforcement some really good quality of life experiences that he can translate into his role as a police officer He's got good interpersonal skills and of course that strong desire to help the community With that we're going to go ahead and move right into this swearing in part here

I have to say I'm very honored to be here tonight to do this presentation and to take over. I know Adam's done it in the past, so I thank you for the opportunity. I want to share with you that Working with the homeless for me started when I was young. I actually became got my spending money.

through Working at a homeless shelter.

I worked all night long, went to school during the day.

And I tell you what, it's the greatest job I've had until now. But I think it really, It really, I think it paved my path to get me here. Now I have the opportunity to lead our homeless advocacy team. And as you all probably know, we've been very successful in the community. And it's because of the partners that we're going to talk about and the organizations that we're going to donate money to tonight is why that's happened. That they've helped our success. Without them, we wouldn't be a team because we wouldn't have the resources.

So during the month of September, the city council has approved.

free parking downtown on the on-street parking meters.

During that time, the parking is truly free, but we have a sign posted on all the meters stating that if you want to donate money, that money will go specifically to charities.

Um, So all the money that's donated goes to the specific charities, and we focus on those that reach out to the people in need, the people that need help.

money, food, clothing, housing, you name it, medical attention, training, employment, And you'll see when these organizations get up here tonight that they're going to tell you about what they do, and it's pretty amazing. They help a lot of people in Sausalito as well as in the county of Marin.

So there's five different agencies, organizations, that we're going to be donating money to tonight. We have $8,000. The five agencies are Homer Bound of Marin, the Ritter Center, Warm Wishes, the Sausalito Presbyterian Church, and Open Door Ministries.

So like I said, each of these agencies, organizations, they work hard all year round to provide things that you and I may take for granted.

When you're downtown...

Everybody, when you're downtown, shopping, dining, feed the meter, because when you feed that meter, you're feeding people that are in need. And it's important, especially during this holiday season. And that runs until December 31st. So we have 30 days to park and pay meters.

So I'm going to ask each organization has a representative here tonight. I'm going to ask them to come up. They're going to say a few words about their organization. And then we'll provide them the check.

So we'll start with Homeward Bound of Marin, Mary Kay Sweeney. She's the executive director. Would you come on up?

So that's what we work on every day. Currently we have 15 different programs in the county from Mill Valley all the way up to Nevada. And we have about 500 people a night that we are sheltering or providing housing for.

We have emergency shelter, 176 beds. We have transitional housing for two years. And then we have permanent supportive housing as well. So we also provide training for people who want to get out of homelessness and culinary work especially. Hence, I brought you some jam tonight, so made by our students in the culinary program. We really relish your support. And that's not just because I don't have relish with me, but anyway, we relish your support, and now that I know that Stacey's background is also in homeless shelters, I think I have her on my list of relief staff potentials. Anyway, thank you so very much. We really, really appreciate your support, and we know how to end homelessness. It's housing, right?

00:24:39.07 Bill Hamm my family came here originally when the shipyards were building, and my grandma signed everybody's paycheck. So I have a pretty good foundation in Sausalito, although I was raised in the other areas of Marin. So my Warm Wishes project began 22 years ago, and I was in San Francisco having a wonderful time during the holiday season. And at that time, I woke up in the morning after really a fun evening, and I passed a person on the street that was sitting on the ground, and they were very cold. They were rubbing their hands together to try and stay warm. At that point, I was talking with my wife at the time, strolling down the street, and I was totally distracted. So I thought to myself, you know, why don't I go give him my gloves? So I turned around, walked back, gave the guy my gloves, and he was so appreciative that he kept looking me in the eye saying, are you sure? Are you sure? God bless you. God bless you. So I went to Target a couple weeks later, and I bought out all their gloves, and I went through the city and started handing them out out of bags, and I was color matching people, and I was having a pretty good time, and then, but the first person I approached when I went back said, you must be the glove man, and so I knew what kind of an effect I had, so I thought I could grow this and do more. I do my class reunions from Drake High School, so I have a propensity to want to put groups together to have a good time and enjoy themselves and accomplish something at the same time. So in these 22 years, I know I've handed out over 600,000 items. We have a backpack here that's for adults. These are filled with brand new, remind you, brand new gloves, socks, caps, scarves, rain ponchos, and a holiday card made by one of 5,000 kids in the county.

the cards are probably just as important almost as some of the other warm things that hold their body warm because a lot of them don't necessarily have family or have the opportunity to have a holiday card given to them. So I think they treasure that just about as much. Stacy and I were talking about the kids in Bolinas. Maybe you could pull it.

The ship just arrived, and they just unloaded off the docks in L.A. with my backpack, so that's a big relief. And I wouldn't mind if Adam just said a couple things. Adam's been supporting me for years, plus he participates with his family. So I hope you're going to be there. I remember last year you said, and they made me sing Christmas carols. But the project moves along so fast. When people arrive, it doesn't even take an hour and a half to do 40,000 items in these packs. And the enthusiasm is so great, now I stop people, say introduce yourselves. We stop, we sing Christmas carols. And overall, we're trying to make it more of an event than just going out there and doing it. But people are so affected by the program, they have so much energy, it goes by before you know it in an hour and a half doing all that.

And I'm glad that you do stretch it out. And we get to meet people and your comment about um Matching the colors is very accurate. I mean, we're sitting there and we're looking at the gloves and the scarves, and we are actually trying to put these packets together with a lot of care. And just another interesting story, my youngest daughter was at Basich Elementary School last year, and she made a card, and so we couldn't find it in the file. But that activity that the little kids are doing at the school is just as meaningful to them as it is to the people that are receiving it. So it's just a great event, and obviously the service that you provide is tremendous. We've seen these backpacks here in Sausalito. They are really well appreciated and needed, and for anyone that has time, it's a lot of fun. It truly is a lot of fun, and you're actually doing a lot of good at the same time, so thank you very much.

My last little note I just have to say is that we're very appreciative of this donation and that I'm very, very cognizant, and I don't know if everyone is, of the many donations that the officers of the PD make out of their own pockets throughout the year to help people out who either need a meal, who need shoes, who need some help to transportation to get home. They just do it out of the kindness of their own hearts, out of their own pockets. And so I thank the city and the city council and all the parkers and the wonderful Saucelido PD.

My dad and mother and a good friend started this 45 years ago. And then we moved up to the church quite a few years ago, but we still have that Friday night meal so that at least they have one more meal from the community. That hot meal that can last them that weekend. They're willing to take stuff as well for food and we have a clothing room that is done by.

So a little background on tonight's item.

Council, I'm sure, will recall that in June, the council voted to issue certificates of participations, to raise $7.2 million of project funds to improvements at the MLK site, and three parks.

The funding to cover these payments would come from the MLK leases.

THE FAMILY.

Subsequent to the Council's action in June, There was a notice of lawsuit received by the city And as a result, in August, the Council placed an advisory measure on the November ballot.

And at that, in November. Measure F, as the advisory measure was known, received a 63.51% yes vote from the public.

advising the Council to proceed with this matter. So tonight's report is to, the staff recommends that the Council reauthorize the certificates of participation, and if the Council takes that action, it is staff's intent to go to the financial markets this month with the COPs and to close the COPs in early January.

This is a table you've probably seen before that lists the project funding.

That reduces the amount needed to be borrowed by over $600,000 and reduces the amount of each annual payment.

Also, what we did is we explored the question of whether or not to make an initial payment during the first year, 2016.

And we concluded that that if a first-year payment is made, And there's also a small amount within that first-year payment that covers some costs of the issue that we will be able to reduce the annual debt payment for the life of the COP.

The third question had to do with bank qualified debt.

The original concept of this borrowing was to make the issue bank qualified.

And that is basically, as it says in the staff report, a question of how much debt each year the city is issuing. Because it is anticipated that there will be no additional debt issues during 2016, The COPs that you see tonight are anticipated to be bank qualified.

This results in additional savings of $20,000 to the city.

Finally, during the initial report in June.

The underwriter of this measure had not yet been selected There was a competitive process and the firm of Raymond James was selected as the underwriter for this issue.

This is a quick a comparison table that shows the certificates of participation in June and as they are today.

You'll notice.

because of the elimination of the debt service fund, The average debt service has now been reduced from $700,000 a year to $630,000, a savings to the city of over $70,000 per year.

and that is also reflected in the target value of the issue.

which originally was anticipated at $8.1 million and is now anticipated at $7.4 million. Obviously, the exact final amount will not be uh, completely known until we go to the market. And finally, the cost of issue remains at approximately $205,000.

This matter was brought to the Finance Committee at their meeting of November 18th.

to give them an update and also to review the materials that we're presenting tonight.

THE END OF The committee had four recommendations. First of all, to move ahead, that the council should move ahead with reauthorizing the COPs.

Second, the committee recommends that there be a mid-year budget adjustment in the MLK fund.

to cover the actual costs of payments during 2016.

It is currently estimated that that number will be around 190,000, but again, we'll have the exact number once the COPs close in January, assuming they're authorized tonight.

The third item is that in discussing this with the Finance Committee, we noted that a portion of the MLK project expenses will be covered by tenants as they are tenant improvements That amount is estimated to be in the neighborhood of $300,000.

AND, the recommendation from the finance committee is to review the use of those funds during the 2016-18 budget preparation process I should mention in response to a question we received prior to the meeting that these funds have to be used at the four sites listed in the measure and they have to be used for capital projects that are uh... at least as that will last at as least as long as the term of the measure namely fifteen years uh... and then finally the committee recommended that the Council consider developing a policy on the use of the MLK lease revenues that will be available from leases at MLK once the operating costs and the COP expenses have been covered.

When you saw this measure in June, You probably recall that in a couple years, the amount of revenue significantly exceed both the cost of this debt service and the cost of MLK operations. And so the Finance Committee felt strongly that it is probably time to have that discussion as well in terms of what to do with those future surplus funds. And again, the recommendation as with item three was to have those discussions during the 2016-18 budget preparation process.

So with that, the recommendation of staff, is to move ahead with the two resolutions that you have.

There's one correction that I've included in the slide And that is between the time that the resolutions were initially prepared And our receipt from the county of the final vote totals, the yes vote is actually 63.51% when we originally received The initial balloting, it was actually more in the 62% range. So to be accurate, we're recommending that you make the two motions that we have in the staff report with that one amendment.

And as we've now kind of rebundled this financing into one, we're able to kind of get into the spot market, if you will, and just say we're going to do this whole issue with one interest rate.

We will absolutely not use any of the project funds for tenant improvements.

Ah, you who trample the heads of the poor into the dust of the ground, and make the humble walk a twisted course.

And, At the end, Amos says this. He says, you alone have I singled out, Israel. Out of all the families of the earth, this is why I call you to account for your iniquities.

I think that our system of debt is an iniquity. I am not an expert on this. I think the women are doing a very good job. I'm hoping the men back them here.

and that there is some reconsideration of pay as you go instead of a debt that will be on the shoulders of us all. Thank you.

I have not seen one bad recommendation he's made to the city. I think he and staff, along with previous council and city manager, have not steered us in the wrong direction on anything. In fact, our city has been quite innovative on a number of things, from my experience with other work in other cities. I would recommend that you take care of this issuing these tonight. You can see that if you don't issue them we're going to take a loss. The slides seemed very clear for the layperson. And I would suggest that if you have any specific questions it seems we have a team of experts here rather than going back and forth over emails with all due respect about who said what let's straighten up the facts this has been approved the citizens have said let's get these parks fixed we can afford the money let's get this done tonight please

When you voted on June 30th, four of you, in favor of issuing these bonds, that was a very good thing. It was a very positive step. We need these parks fixed.

That ended up going to the ballot for reasons that I think were completely invalid.

There was.

a positive side effect though to this which was Families in Sausalito who really cared about the parks but who hadn't necessarily been involved in the political process and hadn't been participating really did participate this time and stepped up and campaigned heavily for measure And as you all know, Measure F was really just about does the public support.

what you as a city council had already voted to do.

And that.

voted overwhelmingly to support what you have already done.

What I understand is happening tonight is you are being asked to simply validate again what you've already decided.

I certainly hope that all four of you will listen to what 63% of the population said, What you did on June 30th, is what you should do again tonight.

There shouldn't be a debate about whether additional conditions are laid on to this that you've already passed.

And if it happens that you don't vote in favor of what you already supported, then I think there will be serious questions about whether politics are being played here or whether the city council is actually going to support the fixing of our parks because the public wants that done. So to now decouple those two items and to go forward on this without including that in the resolution when we could.

strikes me as odd.

The other thing is I remain very uncomfortable about the fact that we have $300,000. Actually, the staff report, it says to exceed 300,000.

but let's just say 300,000 that, you know, are represent what tenants are responsible for paying and now there be it's been and and I would add that it's being presented to us as insurance on overage, and yet it doesn't make sense because We're talking about an amount that represents what tenants should be paying, and we're somehow saying that that That is the same as the overage.

insurance. I mean, you usually like it's a percentage and to say Well, it's $300,000 because that's what the tenant should be paying. It doesn't make sense to me. So those are my concerns. I certainly respect the will of the voters. And I guess my concern, though, is that the interfund loan is not being eliminated, which it needs to be in this, and also that I have concerns about the 300,000 which I don't think was was clear with people that thing funds that tenants are responsible for paying for are being baked into the overall loan amount so that those are my comments and I look forward to hearing from my fellow council members

Well, it's clear that my concern about this is that the Interfund loan transfer is not eliminated according to this resolution.

The fact that now the city council part of us are saying well, we want to look at it later we want to go back and have that option of not retiring it is really what we're saying even though the The recommendation in the staff report is to retire it, and that was certainly our discussion last June.

And that was certainly part of the correspondence that was going back and forth.

last June. So, you know, to now say that that wasn't part of discussion or a major issue or major condition is simply It's just not true. I mean, it was, that was a major part the three conditions that were part of the resolution.

I think that is an important protection for that piece of property.

I think that's an important protection for the people of Sausalito.

And I would ask that that somehow be added to the resolution as a protection, as are the other protections and limits on how the money can be spent in the numbers. And I would suggest, I don't know, perhaps some language under...

section 2B or under the second paragraph where we list the other conditions.

I would suggest that instead of 8.5 million, which was the original number that we issue it for the lower number of 7.6, Um, you know, if we're looking at, I believe the number was 70,000 a year we'd save in interest over the life of the loan, that's a million dollars. That's more than 10% of the total loan that we would save by simply going with the lower number.

And if we're looking at in a couple of years, the revenues outstripping Um, the COP, then logically that those greater numbers would be more of a pay as you go type of payment.

for the loan, which makes a whole lot more sense to me. So For those two reasons, Thank you.

you know right now the resolution as it is you know I wouldn't I will not vote for it because I don't believe that it's accurately setting forth what the discussion was last summer and what we talked about of the of the protections, which I think are important protections for the city of Sausalito. So I don't believe that's an inconsistent vote. I think that's.

completely consistent with what my understanding of the resolutions were last summer. I certainly want the COPs to be issued, I certainly think it's important to issue them tonight I also think it's important to have the conditions in the resolutions as we discussed them last summer.

We discussed it a lot, and I think there's – I believe that the loan should be retired. But back in June, we didn't make the decision to retire the loan.

Now, you say, let's retire the loan. What do you suggest? We pass a resolution to do it like that tonight. Wipe out $6 million of an interfund loan, just like that, with no scheduled repayment, with not understanding how it fits into our long-range plan, without actually budgeting for it. Is it going to be done when all the parks are improved? Will it be done when the money is raised? Will it be done when the parks are finished? Well, we haven't had that discussion.

OK? I want to retire the loan, but I want to know on what schedule it's going to be retired, how it's going to be retired, what is the legality of retiring, how does the accounting work, how is it actually going to get booked, what's the nature of the transaction to retire the loan. None of that has been discussed. None of that was discussed in June.

And therefore, we didn't vote to do it in June. It's not been discussed now. It's been recommended that it be discussed during the next budget cycle, which is wise. Therefore, to be frank, I'm hearing the addition to by resolution of adding something that was not there in June. And I am not voting for something that was not there in June.

01:49:48.40 Adam Politzer All right, let's just go forward. I'll keep my comments short. But the role of the mayor is really the lead spokesman for the city council and for the city. And when things are going well, the team usually gets all of the credit. And when things aren't going well, the mayor or the city manager get blamed usually first the mayor because that's who the public you know recognizes that are making the decisions and leading But I do think it's important that as we come to the end of the year, that we take a moment just to kind of reflect on some of the projects and items that the council addressed this year and some of the good things that came out of it. And that has to do with the mayor and the vice mayor, but at the end of the day, it's the mayor. The mayor runs the meeting. He has to manage the expectation of the audience, the speakers, work with the fellow council members to give everyone the opportunity to speak and have their points heard, and then out in the public attend a lot of functions and attend a lot of community meetings representing the city, both here in town and in the county and at the state level. Tom Theodorus, our mayor, has been very active in that area. We just earlier this afternoon had a meeting with Senator McGuire, a meeting that was a follow-up meeting to the ramp metering discussions that's happening here in our state.

And proposed ramp metering that is in the five-year window. It's not tomorrow, but it's in the five-year window of something that will happen here in Marin County and potentially starting in southern Marin.

We also met with Senator McGuire a few months ago, Vice Mayor Hoffman and the Mayor and I, to look at the issues related to Alexander Avenue.

Vista Point, Vista Trail, THE ON-RAMP to the northbound of Alexander Avenue there that's very short.

dangerous and difficult and then Alexandria Avenue in general all the way from Vista Point to city limits. So these discussions take a lot of time, take a lot of coordination, but are very, very important. But when you look back at the beginning of the year, we kicked off the year with introducing the 2015 strategic plan document.

which is a document that the council uses during the budget process.

prioritize how we're going to spend and use our city resources.

THEIR HIGHER.

We took on a few items that had the community's attention. The housing elements came to a conclusion at the beginning of 2015.

The Marineship Specific Plan Steering Committee, another light item that didn't have very many people interested in. Also had a steering committee that was put together and met for close to two years and came forward with a recommendation to the council, which the council is taking action on already in terms of looking at circulation element as one of the first steps in updating the general plan. And then also looking at the marine rails and how we can protect them going forward.

and then continuing the work with the VA to protect the machine shop building another item that has caused a bit of a lightning rod the community when the VA came and said they were going to Scream.

And this city council has stood tall to keep them.

I'm from doing that.

And earlier this year they came and gave us an update saying that they're working towards preventing it from being scraped and how could they reuse the existing building.

we had a lawsuit regarding ADA and the council of doing the right thing wasn't so concerned about the fight of the lawsuit But the understanding that we were required to make these ADA improvements and you're seeing those ADA improvements.

happen throughout town and we've also initiated the transition plan which I think is a lot more comprehensive and we hope by the end of 2016 we have a transition plan that is a guiding tool as we go forward to make these improvements into the future.

Fort Baker another item that is non-controversial especially when the park service came forward saying that they wanted to have this the community consider a ferry landing there for embarkation for the Alcatraz tours.

And we obviously took a strong statement position against that.

made our comments known to the Park Service that we weren't supportive of that But we did that in a friendly way and Mayor Theodore has led our efforts there with multiple meetings with these folks to look at opportunities to protect Fort Baker and use Fort Baker in a way that serves the community, but not to turn it into a tourist location with Alcatraz trips on a regular basis leaving that site.

Short-term vacation rentals, we've had that come to the council three times in this past year.

With a recommendation to do enforcement on the.

and again this is something that will take a lot of discussion with the community and our partners around Richardson's Bay. On the lighter side but also just as important vegetation management we had a great presentation from our fire department to really look at how we're going to make Sausalito fire safe especially in light of what we saw up in the valley there.

with Middletown and Lake County and all the cities there that really were devastated so again It was nice to see all five council members say that they wanted to be involved.

that process and that discussion and our fire chief is working to bring information back to us in the spring But in the meantime, as you heard, the fire captain Public Works Department and Fire Department are continuing to work this winter to put in prevention Tonight's action is the issuance and the direction to move forward on issuance of certificates of participation is a milestone especially when you look at the work that the Friends of Dunphy Park had put into Dunphy Park and the schematic plan that the master plan that they presented last month.

And obviously the good work that the Park and Rec Commission and the Park and Rec Department have put in.

working with the community on Robin Sweeney Park where with the action tonight you know it is our intent to bring an award or contract for Robin Sweeney Park at the first meeting in January.

and start the demolition and the work of that, to have that park open this summer for our community to celebrate. So again, very big steps. Going back to the 2015-16 budget, Just a year prior, the community passed Measure O, which gave us an increased sales tax revenue to address our storm drains, ADA, and streets, and other capital projects that we promised the public that we would use those funds for. And so we were able to look specifically, Council Member Withee will appreciate this, at page 249 of the budget. And all those items that were there there in red most of them being storm drain related items we were able to fund and that was very important and again leadership of the mayor and the council there to move forward on that budget.

Governor's directive on water conservation.

We came forward and shared that we had reduced our water usage by 21% in the previous year.

I'm sure that our Public Works Department will come through in the beginning of this next year and tell what we conserved this last year, but 21 percent Reduction in water is also something worth noting. And then last but not least, because of Shelby Van Meter was in the audience or is in the audience, Sausalito Beautiful and all the great work that they put in working with this council and with this community on two significant projects, being in Del Mar, being one in the Ice House, a strip of vegetation between the Ice House and Enzyme Street, the Taste of Rome was the good work of them. And I know that our mayor was very involved with that, as were some of the other council members.

With that, we would like to present to the mayor, this nice plaque recognizing his service as mayor of Sausalito from December 9, 2014 to December 1, 2015. I'd like to present this to him and also recognize his wife.

I don't know how many of you can think back to the early 2000s, but I've been a resident here since the late 1970s, But in the early 2000s, when I first got to know Linda Pfeiffer, conducting what came to be known as the battle for Fort Baker. We were trying to hold out a 300 room hotel and everything that went along with it for a conference center. We had a group of us that used to appear at the 4th of July parade, with banners and slogans and A mission blue butterfly.

And that's how I first came to know Linda Pfeiffer. But she has been involved in so many more important things. Well, maybe not more important. Mission Blue Butterfly was a very effective tool in fighting off what was happening down there. But I want you to really just think back four years to the election, the last time Linda and two of the other members were elected. And there was some pretty vicious campaigning against Linda.

Some that I felt was uncalled for, but I won't go into more detail than that, except to say, She won the election.

She came through with the top number of votes.

And it seems to me

I think it should be nonpartisan, but there's a risk in that.

There's a risk of group think that things, ideas don't get challenged, the status quo doesn't get challenged.

And Linda has played a very important role. She has, in fact, raised a lot of difficult questions, uncomfortable questions, and it's an uncomfortable role and I have no doubt she's It's been annoying at times, but it is very, very important, especially in a nonpartisan government.

willingness to perform due diligence on all the issues is second to no council member I've seen in my 40 years as a resident.

You've continued to perform these duties in an unwavering manner, despite not being allowed to hold the mayor's position during your seven years in office.

For other council members, I would request again that you provide Linda Pfeiffer a long overdue opportunity to serve as the Mayor of Sausalito. She has a large number of constituents in our community who are very anxious to be, for her to be chosen for the Mayor's position, which has historically been a power-sharing agreement amongst all council members.

A balanced council is one that has a variety of skills, opinions, ideologies, respect for fellow council members, and willingness to share power equitably.

It would be for the benefit of all if the current gap that exists could at least partially be closed with the mayor's appointment for Linda.

I hope that you look past disagreements, personality conflicts, and give her long overdue position during what could be her last year in office. Thank you.

I'd like to say a few words about inclusion and fairness. Sausalito elect City Council members to be their representative in city government. In 2008, the residents of Sausalito elected Ms. Pfeiffer to City Council with 1,751 votes. In 2012, Ms. Pfeiffer was elected with 1,478 votes.

I hope the three men on this city council do not exclude from this mayoral rotation a woman who's been a public servant to this community for over eight years People do not always have to agree with each other and that's okay. Disagreement with the council majority should not preclude a council member from serving a term as mayor. Okay.

Sausalito should be a model for inclusion Please do not send a message of division and exclusion to our community.

Last year, the results of this mayoral vote were covered in the Marin IJ, and it was an embarrassment for Sausalito. Here's an excerpt that I want to quote. I quote, each council member should serve at least one term as mayor. It gives them an opportunity to showcase to voters their abilities.

That's why it was disappointing last week when Sausalito reverted to a practice thought long gone of selecting as mayor only a council member who consistently votes with the council majority.

It happened when Councilwoman Linda Pfeiffer was passed over and the gavel was handed to first term councilman Thomas Theodorus.

In recent years, the men on the Sausalito Council, the majority and the women, invariably the minority, Haven't gotten along.

snubbing Pfeiffer wasn't only a personal slam, It was an insult to the majority of voters who support her Ian Hoffman.

It violated Marin's tradition of council comedy, end quote. But I want to repeat the last line. It was an insult to the majority of voters who supported her.

Please, let's make this right.
