All the nonprofit organizations that will be here, be up here tonight talking about what they do, they work tirelessly, endlessly, all year long, behind the scenes for people

So I'm proud to personally know each of them and honored to work with them in the county, in the city, and I'm not going to take much time to talk about them myself because I want them to be able to come up and brag about the great work that they do and how they touch people's lives in so many different ways. So we'll start tonight with...

00:09:17.90 Mark Shotwell Thank you, Council, and thank you, Stacey. We're, I'm Mark Shotwell, I'm the Executive Director of Ritter Center. This is Michael Beyer, and he's our lead housing based case manager with our whole person care team, and he's also our lead for the Safe Harbor program that we're in partnership with the city of Sausalito. So he's going to talk about that in just a moment. I just wanted to mention a few things about Ritter Center. So we've been around since 1980, and our specialty is we're a health care for the homeless health center. And what that means is that we believe in providing a health home for individuals that have experienced homelessness that is really holistic. So we provide medical care. is that we believe in providing a health home for individuals that have experienced homelessness that is really holistic. So we provide medical care, behavioral care, which is both mental health services and substance use services, a whole range of care management services to assist people to navigate. Pretty complicated systems there are that have lots of resources for people that can help them to get better. And so we want to be the navigators with them to ensure that they get all the good that comes out of places like Sausalito and throughout Marin County where there are services for people to end homelessness.

And that's what our goal is. Our goal is not to serve people for the rest of existence. We've been around since 1980. That's too long already to be serving people who are homeless. We need to end homelessness in Sausalito. We need to end it in Marin County. We need to end it further than that, but I'm not going to try to end it everywhere. I'm going to try to end it right here in Marin County.

So we're very proud to be in partnership with the city of Sausalito, Marin County, Many of the nonprofits now are in this coordinated entry process where we come together on a bill.

weekly basis, multiple times a week, to get to know people who are homeless in Marin County by name, by their individual story, and flex our organizations and our governments to be able to do things like you all have done in approving the safe harbor program.

to be able to be innovative and creative so that we're actually helping everybody to be able to have a safe place to be and the health care services that they need. The last thing that we do is we help people with food. And we have a five-day-a-week food pantry, and that is to ensure that everybody can Whether they are homeless or precariously housed or newly housed or just need to stretch their income to be able to have good food on the table, so wanted to share about that. I'm gonna turn it over to Michael to talk a little bit about the Safe Harbor Program, which I know all of you know well about, but I think that it is a fascinating and creative opportunity for us to help people who've been anchored out in Sausalito waters.

00:11:55.04 Michael Beyer Looking at certain anchor outs, as many of you know, it's very dangerous and rough living out there, and we're looking to reduce some of the harms out there and offering some folks the opportunity to have their vessels secured on a slip. Some of the marinas so far, we're looking at securing three vessels by the end of the year, and I've had the opportunity to meet with some of the folks that have been identified. And I think we've made a lot of progress in working with John Rohrbracker and Bill Frost with the Sausalito Police Department. And I think we're making a lot of progress. So thank you.

To all the people in Sausalito, really appreciate your support.

Most of you know about Homeward Bound of Marin, but we've been here since 74 and like Ritter Center, our business is ending homelessness in this community. And it takes a village to do that, actually more than a village. So we're really proud to be part of that whole effort in the county. And you should know that Marin County, contrary to a lot of other counties in the district, the Bay Area, has succeeded in really reducing the number of chronically homeless people by 28% since our last point-in-time count. That's a phenomenal effort, and it's only because we've been working together to really make that happen. Also at Homeward Bound, we have about 16 programs, and I won't bore you with all the details about them. Roughly 600 people a night we're serving. The other thing we do that maybe you're not as familiar with is we have a culinary training program.

And I wanted to bring this up tonight, especially because I brought you some goodies from our culinary training program, but also because we had our graduation last Friday. And it's one of the most moving things to see someone who is actually, well, a lot of people who are in the training program who graduated Friday afternoon. And this one gentleman got up, and I'll just never forget his story. He stood in front of us and said, I am a different person from when I started this program. I'm a new man, and I'm on my way to a career in food. So this is a person who struggled for many, many, many years. I've known him for many years, and now he's finally got a foothold and going to move forward. And that's the kind of thing we see all the time with the people we're serving, is there's hope, there's resilience, and there's an opportunity to be inspired by the stories that we see every day. So thank you for your support. Hope you can enjoy that inspiration as well.

award from the city and the residents of Sausalito, because without them, none of this would be able to be bestowed back into the community. Like Lieutenant Gregory said, and she's known my dad since who knows when, starting in 1971, down at the heliport, and it was a seven night a week time for people to come in. It was the hippie age, so it was time for them to come in, just relax, socialize, have some type of hot meal or something, someone to talk to, listen to, and progress from there. And over the years, we've had to downsize that type of program. But we are still down to one night a week, but still a hot meal. Someone that the anchor outs, those living on the streets, and those people at least have at least one hot meal a week from nowhere else in the county or anywhere that they might not be able to get to. We always have I look at this one, there's always enough food, no matter how many are there, how many are not there. At least if we have short, at least they get one meal. If we've got a lot left over, they've got enough for the weekend.

grant would go to help keep supplies in, food, other things that we're able to use to feed them. And we're there to listen as well if they want it. It's nothing that we're pressuring them to, but they're there if they need that help. And there's also, Mickey, I stopped thinking what her name was. She's running what we call the clothing closet. So it's clothing that she has, that she's got donations from other places that's free for them as well. There's no charge at all for these people, which helps them out a lot. They thought they had to pay something. I don't think we would have the turnout we do. We run anywhere from 25 on a low, slow night, around May the 1st of the month, bad weather, up to, I think I've seen 75 on a Friday.

And so that saying that we're still here for a reason.

You know, if we weren't here, I'm not sure what other programs or food-wise are in the county, but at least they're here locally, and that helps a lot. This young lady here, I know, I just made you a lot younger. She's my wife, and she has done it since we've been married, what?

Sausalito residents will not be taxed. That is not true. If you're a renter in this town, this tax, this will result in you as a resident, a rental resident being taxed.

And I'm very fortunate that I live in the community that Flora lives in and the Rogers and the Majora's and the Perry's all started renting housing here, 40s, 1940s. And they have been extremely fair throughout. They have very low rentals and because of that we have great communities anywhere they own housing.

does not seem like a really large amount on the gross amount. I believe it's $2 per thousand. But it's sort of, it's more the idea of it. We're supposed to be protecting low income housing. That's I think the goal that everyone has now. Certainly the state has it. And I think, I hope we as a town have it. So applying a tax on rental income really works against that goal. And I know it's been voted in and Just saying this is not going to change anything, but I'd just like you all to be aware that this does get passed to the tenants, to our renter community. And we are 50% renters in this town. And thanks to some landlords, the rents are very, very reasonable, but they're not going to stay that way. And I know, Joe, you shared that community with me, so you understand how important that is. Anyway, thank you.

The other developments are that in our action in the Red Superior Court, the Court adopted as final as a candidate ruling, the gist of which was a Particle Protection claim, hence the District will move forward as is. We will be amending other claims. The court did seem to reject the core argument of the district that education goes as a cap on funding for charter schools. So that's proceeding. And then next week on Thursday, the San Francisco Superior Court will hear our motion to intervene the AG action, have a voice in that action, and we'll hear our motion to set aside that judgment so that we can level set and have a kind of log in the baseline about how to cure segregation in our district. So I wish I had better news, but that's the status, and I wanted the council, and you know that we do appreciate the council's continuing to support the school and our community.

The city manager and I attended a meeting with the executive director of RBRA and with member of town with the Mill Valley representative to RBRA, in order to come up with a plan to collaborate, a collaboration between the city of Sausalito and RBRA on enforcement actions against the unoccupied boats and marine debris on Richardson's Bay, particularly in light of the coming winter months and winter storms and the importance of not having dangerous vessels out there that can break free and damage other vessels, as happened on October 28, 2019. It was a very productive meeting. We aligned on our goals going forward and on those goals necessary to meet the requirements that BCDC issued in the wake of our meeting with them last month. And so the city manager followed up with a meeting with staff this week, which also went very well. So I'm encouraged about our ability to move forward collaboratively and productively with RBRA on our joint goals on Richardson's Bay.

The first is, The, uh, just give you a brief update on, uh, MCE, uh, clean energy remember we're not called marine clean energy anymore it's MCE clean energy it got rebranded so that because it's now in four counties and Last couple of weeks ago, the board approved the expansion of MCE into Pleasant Hill and into Vallejo.

The MCE now is basically the predominant energy provider in four counties. Marin, Solano, Napa and Contra Costa County and there's about three or four cities that are not part of it. But other than that, the whole of the region is now covered with marine clean energy. Concomitant with that, marine clean energy is changed, is sort of evolving and scaling up some of its financial targets. I already reported a month or so ago that in terms of its integrated resource plan, It had moved to a goal of 85% renewable energy, which is an incredible stretch goal. But for the next, by 2029, that's a very big stretch goal. And by 2022, it will be at 100% greenhouse gas free. There's a difference between renewable and greenhouse gas free.

So those are impressive targets, but in addition to the expansion, MCE has also changed its financial reserve targets, and these are really important.

In detail, it's moved from 140 days to 240 days of liquidity and 40% to 60% of its annual budget as reserves. And just to give you a perspective now of the scale with which this enterprise is operating, By 20, let me just look at a table. By 2022, MCE will have operating expenses and cost of energy of about $400 million.

Um, it will have built reserves of $240 million. This is the scale with which it's now operating. It will have a liquidity in the region of $200 million, dollars including $40 million credit line with JP Morgan Chase. And what this is doing is it's just received a second credit rating from Fitch. It's positioning itself so that it may decide to enter the capital markets in 2020 to be able to buy renewable assets. So this is a major transformation of that enterprise and I think we should all be pretty proud if you believe in renewable energy. We should all be pretty proud of the success of that. And it's been a privilege to be part of it. Changing gears, I also had the privilege of late last week attending the League of California Cities League Leaders Conference where we set the goals of the League of California Cities, focusing on housing, homelessness, fiscal sustainability, pensions in particular, as well as public safety and disaster preparedness. These five goals are now going to be the bedrock of the advocacy work that we'll be doing in Sacramento over the next year as there's going to be some major, major bills come through that us as cities and trying to promote local control are going to be needing to pay attention to. So that's what I've been up to, and I just thought I'd like to share that. That there's stuff going on beyond Sausalito. Sausalito's a part of it, and it's all pretty exciting and important stuff, I think.

We had an update on the land economic study, which is underway. That was the week we began it. Cosmot is our consulting firm. And they began with interviews with all of us here, the city council members, the business advisory council and the hospitality committee. And that work is expected to be completed in 16 weeks from that time frame, so it should be in the February window.

We also had an update on the status of the digital platform and marketing RFP that was issued. We received three responses and those were being reviewed, which the BAC and the hospitality committee will have an opportunity to input.

we also discussed in that meeting some of the members whose terms were coming up and they were going to submit a request as they have to city council to extend their terms but that was the net of that meeting we also held an omit meeting which deals with some of the leases we have and ray and i were participate in that and had a discussion uh specific to the So I'll see you next time.

First, the Sustainability Commission is meeting this Thursday at 6.30, and we've got some good topics on the agenda, including EV charging stations in Sausalito. There's been a big movement in Marin among some citizens to have Amazon deal with more of their packaging so that they would pick it up as well as deposit it. That will be on the agenda. Several representatives from the public came and asked us at our last meeting to please take up that initiative and implementing our single use plastic ban. I also attended, I'm a member of the Transportation Authority of Marin.

board, they held a meeting on November 29th.

And we had several things on that agenda. One, they've appointed a subcommittee to address the 580-101 interchange. And I was asked to serve on that committee as a representative from Southern Marin. So that will essentially be trying to work out a way to get from 101 to 580 without going through on the freeway without having to go through pedestrian and bicycle area. And then we also talked again, I've brought this up a couple times, about a new initiative called FASTER, which is a plan to put on the ballot next November for $100 billion in transportation funding. So there's a lot of discussion about what projects Marin might be interested in if that does go on the ballot. But also a lot of discussion about whether there are other things on that ballot, other competing measures including MTC and a possible housing initiative. I think those were the main things from that meeting.
00:43:05.94 Joe Thank you. And the one I have to report, last week I attended the Community Development Blanc Grant Committee for Marin County, that's the Priority Steering Committee.

Community Development Block Grant takes federal money and disperses them to non-profits in the county that do anti-poverty and low income housing grants. The committee gets together probably four to five times a year to hear these applications and to make the awards. This initial meeting is to set the parameters for the upcoming year in award season that applications are starting. So we've been lucky enough to receive funds for Galilee in the past. And I don't see anything coming this year, but we will continue to be eyeballing things that can help Sausalito and anti-poverty and affordable housing opportunities.

There are things we can be working on now. For example, creating a hotline for citizens to report things that happen in their neighborhood.

that could be directed directly to first responders so that they know we have a place for our citizens to call when they see stuff, mudslides, water runoff that seems inappropriate, to be able to report that directly to first responders. So I'd like to see that hotline established. And the second one was to short circuit the approval process of temporary fixes when and if we have smaller mudslides, water issues, that allow our residents to be motivated to take on themselves those particular repairs, rather than getting involved in a long-term permit process. So those are the two items in particular that I would like to see implemented along with the other 10 that I had noted on my report. As I said, I spoke with a couple of the task force members, and perhaps this could be pulled for discussion after you approve the motion to get the study started for the meeting in the beginning of the year. Since March of this year, there have been only two residents on the BAC.

Let's move on here.

So this is a very exciting night for the city of Sausalito. It comes with lots of tradition that has been carried on for years and years and I'm happy as city manager to continue this tradition of thanking the mayor.

and also recognizing the mayor leads the council. So it's a collective Um, accomplishment from the council but the mayor gets the recognition.

the mayor also gets a lot of phone calls in the middle of the night saying we have an emergency or emails or stopped in the, as trying to enjoy a cup of coffee, by residents complaining about potholes or whatever else the city manager didn't do or did do, and or his or her staff. So it's also fitting that the mayor, we take a little bit of time to celebrate the mayor's accomplishments this year and overall the council's accomplishments. I did shorten it to Councilmember Cox's pleasure with just three pages of highlights highlights and I probably won't go through all all three pages but it is important to start with what I think the staff liked most when Joe our mayor addressed the city employees and he's done this also at the mayor's and council dinners just call me Joe that's something that has stayed with all the staff because that's what we call you. We call you Joe.

So with that said, in the early mornings of February 14th.

We called Joe.

THE END OF and said we got a problem and Joe was one of the first people out on site other than the police and firefighters.

there to jump in and help out with the mudslide that we had.

that that destructed two houses and caused significant damage to the area's impacts to the neighborhood and damaged other houses along the way.

But Joe.

Um, didn't just show up to see how I can help, Joe was then actively in the EOC.

serving as our public information officer.

working with the press and later that afternoon we held a major press conference where we had five or six different local news agencies there with their cameras and we had about a 15 minute briefing with the mayor on what to say.

with the help of our Communications Director Abbott Chambers, Fire Chief, Police Chief, and our public works director and Joe stepped right up and did what he needed to do which was deliver the message of how we were handling the situation, how we had the situation under control and to give a sense of confidence to the community that we were on top of this significant event.

So big thanks to Joe. That is, you know, being the mayor and being put into a crisis situation is not easy at any time, but clearly at the beginning of your term as mayor, definitely not.

We had another really significant event. We lost a dear council member, Mayer.

And Joe had the impossible.

of hosting a celebration of his life and being the one to welcome the roughly 400 people that were in attendance of this event and kicking off this celebration But when I was writing these notes, I thought that it was Fitting.

Joe and Herb.

I shared a great sense of humor.

and they use that sense of humor to make others feel comfortable and to relieve tension and stress that may be in the room and that sense of humor.

is endearing.

and it was you were the right person to kick off the event.

And one of your statements that that night I think is ringing even truer.

the trade between Brady and Herb. They got Brady from California, we got Herb from New England. I think we're still winning that deal with all of what Herb has left behind.

Thank you.

But to step up and to kick off that event and deal with that tragic loss to our community was a major challenge.

Um, major highlight in my opinion.

PG&E didn't do us any favors and obviously challenging the whole community, the whole Bay Area with the power shutoff program. And Joe was, again, right back out there in the streets.

here at City Hall, in people's homes, helping them in any way he could.

Thank you.

He was also out on the morning talk show circuit and gave Morning Joe a run for his money with being helping spread the concerns and the challenges that we are facing here in Sausalito on several of the local broadcasts and being interviewed by many of our news channels.

Something that would go unnoticed but it's important is that we went through a sewer rate study The finance committee led that effort, and then we brought forward the sewer rate increase, which is also not an easy situation. Anytime you're talking about raising fees for whatever good that those fees can do, it's still a process, and that was seamless and obviously very successful.

I think both in the education, working with staff, and doing presentations to obviously the implementation of the new sewer fees that were approved.
01:02:55.47 Adam Politzer Another very touching and important moment was Councilmember Hoffman announcing that she was going back and serving our country back in the military with Navy Reserve and becoming active. and that in many situations could have been really challenging for a community on what do you do with a council member that is leaving for a significant period of time a minimum of 10 months is what what do you do with the council member that is leaving for a significant period of time a minimum of 10 months is what council member Hoffman had shared with us but the mayor and the council working with council member Hoffman again dealt with that issue.

very, very well.

and a lot of credit goes to Councilmember Hoffman in terms of finding someone that the council had no hesitation agreeing to stake her spot which was now Councilmember Riley.

So, again, that was a transition, a seamless transition that could have been very disruptive to the council and just wanted to highlight that accomplishment. Because, again, those things go unnoticed, but as I know Council Member Withey stated back in the time...

that can be very disruptive if it's not handled correctly. And working with four council members is challenging, even under the best of circumstances.

Uh, A lot of this information was shared to me by staff, and so our fire chief, Chris Tubbs, wanted me to make sure that the community recognized the leadership role you played At the county level on the Fire Safety, Wildfire Safety Committee that Supervisor Rice was chairing and you serve on that committee.

which then led to an initiative that will be on the March ballot to really look at establishing and propping up a JPA to address wildfire safety throughout the county. And it wasn't exactly a perfect tax measure that was being proposed.

Joe, stepped in working with Southern Marin elected officials and staff. Really helped drive the language that other cities and towns could approve. And it was challenging. You had to get 19 different cities and fire agencies to go along with this. And each one of their board of directors had to support this and there was a real split. The big communities like the county and Santa Fe and Novato they saw it one way and The Central Marin Valley, Central Valley, Ross Valley, they had another way of how they saw it.

The folks out in West Marin, another way of looking at it, and obviously here in Southern Marin, had its own.

way of looking at it. And so it wasn't just working with the Southern Marin councils and managers.

It was then reaching across to the other areas, and Joe did an exceptional job of working as part of our team to affect a positive change where the outcome was 17 of the 19 agencies have agreed to be in this JPA. And we'll see if the voters support this fire safety measure in March.

The council as a whole had a significant achievement, something that we were working on for years, which was approving a resolution to adopt the wildfire urban interface ordinance. And again, took real major steps in moving the city forward.

At the beginning of the year, and I know that Councilmember Cleveland Knowles shared this, or Vice Mayor Cleveland Knowles shared this several times, we've seen that fire on every agenda from March or February, January, February, and March, and that was just going through this the process of educating the community our fire safety risks, the things that we were doing between Sutherland Fire and Public Works and then obviously adopting this resolution Um, and the Wildland Urban Interface Code in addition to that. So, big accomplishment, something that we've been working on for years to get to that point. So, congratulations there.

On a fun note, You know, Joe has managed and chaired 23 council meetings since the beginning of 2019. And 11 of those meetings went past 11 o'clock. Five of those went past midnight.

The longest one being April 30th at 1255. You almost got to one in the morning.

The council's objective during the protocols is for our meetings to end at 10 o'clock, so the agenda setting which is the mayor and the vice mayor, work with staff to try to balance what's on consent and what's on business so that we can be most productive up to 10 o'clock and move forward.

So you were successful in doing that.

Before 11, you got seven more there, so you got 10. So depending on what happens tonight, you could be the Eli Manning of mayors and have that 500 or better right now because I lost last night, the Giants, you put Eli Manning in the negative in his overall record. So right now you're 11 and 10, so we'll see what you do. Wrap it up. Yes, yes, yes.

So Joe also serves on a lot of committees. This goes back to when Ray first joined the council and we were sitting down with the city manager and the elected clerk.

up in Sacramento.

and Ray was trying to understand how come Sausalito has so many committees and why do San Rafael meetings end at 8 p.m. They start at 6 and they end at 8.

And they basically have about 50 items on consent.

one or two items on business, and they have a strong mayor in San Rafael, meaning an elected mayor.

and the mayor just basically says here's what we're gonna do and it's done But we also recognize because we have a lot of committees. And those committees create discussion because you only have two council members sitting on a committee. And in some cases one, and in other cases none.

We have 42 committees.

between Sausalito and the county and the region.

that these five members serve on. I'm happy to report, not that Joe's competitive, but he's the leader. He sits on 14 of those 42. Ray and Joan are duking it out for second, both serving on 11 of those committees.

But so the next mayor may decide to remove you from several so that you're not the leader anymore.

or make sure that you don't ever get caught and pile more onto your plate.

But I think one of the accomplishments that staff wanted to point out in terms of the importance of these committees is that one of his objectives at the very beginning was to make sure that the residents in the community understand how hard our various boards and commissions work from the planning commission to park and rec to sustainability, bike and committee, BAC, you know, name it, there are so many.

Historic Landmarks Board. There's so many different committees and commissions, and they really work hard, and they meet at least once a month. Some of them have special meetings. They meet more than once a month. The Planning Commissioner obviously tries to meet twice a month.

And they go into the wee hours of the night, just like the council. And so part of that objective at the beginning of the year played out for all of our benefits because as the general plan started moving forward, the committees were now ready to report to the general plan advisory board and to the council on things that they felt were important as we look into the future as we update our general plan and I think that our boards and commissions because of Joe's objective that their work needed to be daylighted have had opportunities to come to the council and give reports and updates and I think as we go forward that will become more and more important and obviously working again with the likes of the legislative committee or the finance committee, they'll be able to move some of these objectives of those committees forward as well.

01:12:11.07 Adam Politzer So I'm skipping through some of these great comments from staff. But to sum up some of their comments, your participation, like on the community safety committee or the bike and ped committee, you didn't just attend the meetings and listen, you participated. And with the ped and bike committee, the PBAC for example, we were without our public works director for nearly six months. And so with Jonathan Goldman, who was a very active staff member of that committee, your participation with the police department was very helpful of keeping them focused and giving them the support that that committee needed. So there was a lot of remarks from Park and Rec and Library basically saying the same saying thank you to you for your support to the various boards and commissions that you actually sat on as a liaison.
01:13:13.18 Adam Politzer A couple of things that I don't want to pass here is that you were also very hands-on. And one of the funniest ones came from Stacy Gregory, which was when you I've told John Scopazi that you'd like to volunteer for the day and help and find out really how this operates. And so working with John with the bike return program, including going on a drive into the city with a big bike carriage, I think took a few years off your life, but also really gave you an insight of how hard their job was in terms of collecting bikes, parking bikes, collecting payment, providing good customer service, and then getting those bikes back into the city and through the narrow streets of San Francisco with lots of traffic.

We don't think that you ever volunteered to do that again.

but John said that the invitation is welcome, and Lisa, who's gonna be their new driver, Lisa Scapposi, she would...

enjoys seeing if she's if she is in fact a better driver than John when it comes to the city.
01:14:19.87 Adam Politzer The Parks and Rec Department and the Public Works Department thank you for your volunteer project management services. Both out at MLK out there keeping an eye on how that park is moving forward. Giving observations out here at Dunphy Park and providing us with real time real time evaluation of how the projects are going and what else was needed and just being another year. In all seriousness though, the mayor was asked to join us at a meeting Thank you.

up in Santa Rosa with the Federated Indians of Great and Rancheria.

And it was really important that the mayor was at that meeting. Sign of a respect.

for the leader of the town to be at this meeting to talk about something that was really challenging with the sensitive cultural material that was found in Dunphy Park and trying to get solutions and a path forward it was required that your presence was there and your participation in that discussion went a long way and helped us move forward. So not a lot of people know that you were at that meeting, but it's important that we recognize tonight that that was very important in terms of how we moved that project forward.

The last two things I'll say here is that amongst all of the staff, we really recognize, you know, Councilmember Cox was about building bridges, and most of those bridges were on the outside.

But Joe's done a terrific job of building the, Bridges, it wasn't a problem.

But, but.

building the relationships amongst the five council members in a way that helped the council work with the community in a better way.

both in listening and collaborating, but really setting the tone amongst the council and with staff And the thing that was most important is that never take yourself too seriously.

And again, the use of humor to kind of break some of that tension was very effective and staff noticed that and wanted to make sure that I pointed that out.

You were always thoughtful. You were a great spokesman for the city at all of the various events that you were asked at the last minute sometimes with some planning sometimes with without.

but very gracious with his time, and to the extent where it was taking away from people that were more important than those that you sit with, for those that you work with, but really with Annika.

someone that you loved spending as much time as you could and a lot of times we were Thank you.

imposing on you to do that.

And in some cases you would drag Annika along just as you did this past weekend.

When we recognized the significant accomplishments to date at MLK and a celebration there.

in the pouring rain and wind with about 15, 16 of your closest friends.

and made Annika and her friend come and join you there.

Again, those are just examples of your selflessness to serve the city and be there for the community and putting community first and again staff recognizes that you did that almost at every single event that we hosted this past year, be it park and rec, library, or emergencies, significant events in terms of the power shut off or mudslides or what have you.

So Joe.

You really are a true community builder.

and staff appreciates that, the community appreciates that, So on behalf of you.

So if you mind, I'll just say a couple words and we'll open to public comment because we have two other items that might need some public comment.

I do want to say just a couple words and I really appreciate Adam's words and and how the city and the staff may view my work over the last year i'm keeping in the perspective that it was one year of four and i need to do like with the council member to the right of me and the council member to the left of me have done on their post mayor year which is keep up the pace and stay active because you've been both of great examples of that coming out of this role um i looked at this as you know there's a few main things that I do differently in this chair, such as set and manage the agenda, run this meeting, represent the council in front of the community and other broader audiences. Have a little more interaction with staff and a tremendous amount of emails and direct opinions from the residents, which I actually love.

And I hope I did those rules well. When I came into this, I didn't necessarily have an agenda.

outside of what our common agenda is, which is to uphold and enhance our strategic plan. But within that plan, there are two areas that I took focus on one of them as the city manager mentioned in community involvement and getting commissions and committee members a little more notoriety, getting a little more participation in those, understanding how they work and how they flow into the greater good of the community.

The other was in fiscal resiliency, Looking out in the future as far as our revenue growth and making sure that we're not just cutting up the pie, but we're actually making more pies. And enhancing our, Our opportunity to create revenue without creating a higher impact and that's a challenge. I think there's a lot of ways to just grow revenue but we want to do that in a way that's respectful and Thank you.

keeps our high quality of life for our residents. And I think we're starting some initiatives that will do that and I'm proud of those as I As I go on.

With the development of the committees and that emphasis is I really wanted these four and five counting Councilmember Hoffman to be able to do what they do best and not infringe on their opportunity to work in the committees that they've worked on. I wanted to keep that consistent and effective and I think one of the best areas that we saw was in the general plan were letting Joan Cox go forth and do that. I think was, and stay in that role, was the bridge that we needed to keep that going.

And raise involvement in that, raise involvement in the BAC. Tom picking up on the waterfront right where Jill's left off. I think it's very important to keep people in their roles and giving them all the space they need to be successful because these people have proven that they can. And finally, the vice mayor and sustainability go hand in hand more and more. I think you're really becoming the sustainable vice mayor. but those are just examples of how when a council member sits on a committee the impacts they can have, and I really appreciate that. I want to thank all the staff. It's been a great time. I appreciate the city manager bringing up the comments I've made about being Joe. I am that to those people, those people being the staff. I've worked with them. I've worked for them. I've worked side by side over the years. And a lot of them are my friends and were my friends for a long time. And they showed me a lot of respect. They did call me Joe when we were together. And then when we were in meetings with people, they were very respectful and made sure that I was the mayor. I'll never forget that.

This council are, I get to come to work with four of my good friends, and five, again, when Jill's here. I love these people. So thank you all. You've been patient. You've been uplifting. And you've made me look much better than maybe I should at some times. But each one of you has done that, and I really appreciate it. And finally, the community. Thank you so much for letting me be your mayor for one year. It was one of the best experiences of my life, and it made me more proud of this community than ever. And I don't want to have to go through any more of the disasters and the issues that we've had, but I know when we do have to go through those, we have the community that can handle them, and nothing has made me more proud. So thank you all very much.

01:26:36.87 Unknown So great. So I'm really looking forward to this year. I first just wanted to say a couple thank yous. I think Joe just touched on it at the end of his remarks. To the community, to the residents, and the voters, none of us would be in this position without you. And I don't think we try hard to remember that every day. And I think it's incredibly important. And we have such an engaged and involved and active community that makes it just such a pleasure to serve on the city council and holds us all to a very high level of accountability which i think is incredibly important um second i just want to thank all of the members of the city Council, including Councilmember Hoffman, who's not here tonight. But this has been just an amazing collaborative process, and up here do not always agree on everything. I have found the conversations to be, enlightening and educational and just a constant continuing conversation as Joe said among friends but also among colleagues and we all have so much that we bring to this role and it really it makes it a pleasure and I know I have now three people who have been mayor here on the dais before me all of whom have brought their own talents and expertise to that role and so I have a lot to learn. And I hope my fellow council members and the community will be patient as I learn from these great folks. And just I would like to say a special thank you to Joe.

for making the last year just a really incredible year. Joe and I met when our two kids who are here today, Annika and Jack, met at Sausalito Nursery School when they were two years old.

And Heidi, who's also here, and Joe and Jeff and I were new parents and had a whole different learning curve to follow at that point. And of course my daughter Hilary is here too, who came along just about that time. So Joe has brought so much to this role, and substantively and personally. And Adam, I think you captured so many of the things that Joe has been able to bring to all of us and I think the sense of humor is so important. And my son definitely encouraged me to tell jokes at the meeting, but I think Joe holds the gold star on that one and I will not be trying to follow in his footsteps, given that humor is probably not one of my personal strong points.

01:29:23.19 Unknown I also want to thank staff. Staff makes us look great every two weeks and does all of the hard work day to day. So without them, this is essentially a volunteer job. And so thank you to Adam and all of the staff for everything you do every day. And lastly, of course, I need to thank my family my amazing husband jeff who has his own almost full-time volunteer job in the community and has taken on a number of thankless tasks over the years but contributes every day and to my two kids who have spent their whole lives here in sausalito they were born here gone to nursery school and to school here and are thriving and so i thank the community and them for making that possible Tonight is really about last year and Joe and all the great work that he's done. So I would like to take the chance in January to set some themes for the coming year. A couple of the things that I will touch on just first is transparency and civil discourse. I think that this city has done a lot over the last several years to increase transparency a lot through some of council member cox's good work with increasing the number of meetings that have been broadcast and just kind of reminding us all to be open and transparent and a lot of changes that staff has made through the budgeting process and other fiscal reforms that have made us more transparent. And in terms of civility, I think, you know, as I said, we have such a great relationship here on the dais and want to encourage that dialogue in the community and in our public meetings as well.

I would say that this coming year is going to be a really big year in terms of long-range and short to midterm planning. You know, the general plan is our 20 to 25-year vision for the town, but we also have our six-year strategic plan. We have our two-year budget. So we have a lot to do on that front, and I think that's going to take a lot of everyone's time and resources and will just be an important focus I'd also like to continue a theme that that I've been working on in the years that I've lived in Sausalito which is a focus both on seniors and on families and a huge number of things that we we have in common and you know I just would point to the great parks projects that we're really seeing the results of as something that benefits all of us, no matter whether we're with toddlers or walking with a cane or a walker or in between somewhere. That we all benefit from that, and it makes our community look good and feel good to have our parks being brought up to the standard that they should be and there's a lot of other things that go along in that category but also I would like to we've talked a lot about senior housing and I would like in the year coming year to concentrate on locations that are that are good places for senior housing and in terms of families I really see no more important issue that we will face this year than our schools and working continuing to work to provide excellent inclusive and equitable education for every child both in Sausalito but also in our 94965 school district and providing that stability and certainty to families that live here so that we don't lose one more child from our school district in the coming year. Lastly, as Joe said, being the sustainability vice mayor, I want to be the sustainability mayor, so I would like to focus next year on a number of different themes. And I think these are mostly regional themes, statewide themes, but reducing greenhouse gas disaster preparedness and sea level rise. And they're all so intertwined. And then I have two additional future agenda items, if I might. One is to address the rental. I know that next year we will be receiving a report on Measure M and the revenues. And I think because we've heard significant feedback from various members of the community, propriety of collecting taxes on rentals, just revisit that once we get the report. And then also ADUs, there were a number of ADU legislation passed. Many cities are adopting emergency regulations to keep in place their existing ADU regulations in the face of these new regulations. And I think that's something we need to move hastily upon, something the legislative committee meeting has already discussed.
