Um, So there are two initial steps to that process. One of them is to select a new city manager and that includes selecting an executive search firm. That's an open, a public process that'll happen in ocean open session. And that is scheduled for October 29th at 5 30 PM.

Um, also there's, um, We need to bridge the gap.

because that process will take longer than the end of the year and take us into the new fiscal year or the new calendar year.

Bridging that gap can be done by appointing an interim city manager.

It's a very important task.

Timeliness is the key.

We want staff reached out to 12 qualified candidates that I know that the council has been taking this very, very seriously and they'll be interviewing candidates in closed session this evening.
00:05:08.03 Unknown So let's talk about the selection of a search firm. Council has carefully considered eight key firms that we looked at around the Bay Area that have been the key players in executive searches.

for other municipalities and special districts in the Bay Area.

So we have received some very well put together proposals from all three of these entities.

and Avery and Associates, Ralph Anderson and Wendy Brown.
00:05:51.35 Unknown Tonight, the task is to look for a leadership bridge between Adam and the new city manager.

and to select eventually an interim city manager that can come on board.

that interim city manager helps to make a smooth transition between Adam and the period when we are without our permanent city manager.

So under council direction, staff did reach out to 12 candidates. There were three that stood out. Oh dear, that was not what we wanted to do.

And So there are three that stood out that seem to have qualities that matched what the city might need recently. And currently, council is going to interview all three of those in closed session tonight. But they are also interested in community input on qualities, characteristics, and attributes through public comment.

And so some of those, I wanna leave this slide up and we can leave it up during public comment if you'd like, I'll leave that to council, this kind of talks about some of the transition leadership attributes that may be helpful for an interim to have.

Normally I'm much better than this.

So anyway, I talked earlier a little bit about the length of time that a recruitment can take for a new city manager.

So we're going to follow kind of a common executive search process. And once the council chooses on the 29th an executive search firm that firm will kind of guide the process that happens in the timeline that happens. But most commonly, they use a very integrated stakeholder process.

The three firms that the Council is looking at really prioritized the value of stakeholder input and community input in this process.

and also incorporated a pretty broad outreach and marketing campaign for the city that would attract candidates that might be very qualified for this role.

They also, um, Thank you.

After they have done the stakeholder process, they use that information to inform the creation of profile and materials.

And that's kind of phase two of the process. And they work together very closely with the council to develop a recruitment strategy.

and to discuss how how integrated the final selection processes are.

And those also are very inclusive and can provide a lot of input from stakeholders.

After that phase, once the materials are created, there's an outreach and marketing that happens. So there's a strategic marketing campaign. In today's world, there's a lot of direct contact through LinkedIn and social media to candidates and just reaching out to the right group of folks that would be successful.

in a role as city manager.

The next phase is to screen those candidates and the search firm that is selected does that initial screening on behalf of the city based on all of the input that they've collected through the process.

from the stakeholder meetings, from community meetings, input from the council, And then they put together a final packet of the most qualified candidates.

And those finalist materials are delivered to the council.

They also put together, based on the input that happened before, the final selection processes that the council can determine can include community members. They can include stakeholders. There can be a variety of different processes. And the search firm will go through all of those options with the council when they arrive.

um, After that, there's a selection of the finalist in the process, and that's followed by reference and background checks, and then finally an appointment.

Um, And those that then Most all of that.

The background and reference processes will not happen in open session. Those are confidential processes.

but the final compensation for the city manager will actually be.

the will occur or be discussed in open session.

Um, Rarely.

a process will not turn up a candidate that's acceptable for a position. And when that happens, these firms guarantee that placement and they will continue to search

00:11:51.62 Unknown for until they find someone that actually fits. That is extremely rare, but they do provide that guarantee so that we're sure that we get someone who is going to be, the council gets someone who's going to be perfect for the community and for the city.

In this environment, it's probably going to be six to nine, but that's why we're looking at a transition leadership scenario so that we can bridge that gap.

And that's why the interim city manager is an important piece of this and why the attributes of that will be important.

And I think that periodically we will bring on a retired annuitant. And often the people with the most qualified attributes and capabilities, have worked as city managers before, or they've worked as interims before, if they've worked as assistant city managers before they have a broad knowledge of experience, or they've been in other government entities, and their CalPERS retirees.

Um, If that is someone who is selected, then the compensation for that is regulated by government code.

And it's pretty restricted.

and thank you for that presentation from HR. I'll keep my comments brief. And I just saw in the presentation, a highlight of diversity, equity, and inclusion in the criteria for leadership and the new city manager.

I wanted to emphasize the importance that I see I am outside of Sausalito city limits in the broader unincorporated Sausalito area. And I just wanted to emphasize the importance of that vision, both in terms of lived experience and in terms of vision for Sausalito and its role in Southern Marin, being an important criterion. So thank you so much.
