Moving on to our next agenda item, mayor's announcements. I have a couple of announcements. The first announcement is that if we, due to the current weather conditions if there's an indication that there's a power outage any part of Sausalito.

We will pause at that point and decide if we, how to proceed. So we may call the meeting for the night if it looks like it's widespread or if there's a thought that it may come back on.

Anyway, I just wanted to make that acknowledgement at the very beginning. My next...

And my next announcement is, I have three announcements tonight. That was the first one. My second one is on the status of the tent encampment in Sausalito. And so there's been, we've had a lot Um, calls and emails and comment on this. And so I wanted to give everybody an update to the extent that I can at this point.

Over the last few weeks, the city has received calls and emails from residents with questions concerning a tent encampment on city land adjacent to Dumpy Park.

I want to thank you for your concern. I also want to assure you that the city is working diligently to identify available and appropriate resources Thank you.

to assist individuals at the encampment to find alternative housing or shelter.

We have been in contact with county and state health officials social service officials and social service agencies to help identify options, and have also been working with offices of county and state elected officials.

As always in Sausalito, we are committed to continue seeking appropriate alternative services for those living in the tents And meanwhile, the Saucyote Police Department is monitoring the site motivated by compassion as well as safety concerns.

Residents who have questions about this issue can direct their inquiries to Sausalito Police Lieutenant, Stacey Gregory.

We will continue to give you updates at upcoming city council meetings and through the Sausalito Currents e-newsletter, but I can assure you we are working tirelessly to come up with a solution As always in our creative way in Sausalito to address the highest concerns that we have here, which are the safety of our citizens, the safety of the people in the encampment and the better course of action for the city of Sausalito.

So that is my second announcement.

My third announcement is to thank the public agencies for the assistance with past storm and wind events on January 18, 19 of 2021, which is ironic because we are again in perhaps another storm event tonight.

That was a Herculean effort on the behalf of several state and federal agencies.

Um, And resulted in quick and substantive action to prevent THE END OF THE END OF THE significant property damage from 23 boats that washed down to Sauslio shores from, uh, waters outside of our waters. So I want to thank the U.S. Coast Guard, Sector San Francisco, Captain of the Port, Marie Byrd, U.S. Coast Guard Station Golden Gate, Chief Warrant Officer Craig Ross, the commanding officer of the station, BM1 Anthony, cop shivered the commanding, uh, the command duty officer on that night, being one Christina Duffy operations, petty officer and on dirty on duty boat crews, those guys were out on the waters, pulling boats out of harm's way.

Same for Southern Marin Fire District Battalion Chief Matt Bouchard was the incident commander and the water rescue boat crew from Southern Room Fire, Army Corps of Engineers, Marty Plish, the operations navigation chief, Joseph, Raxton's Marine op the Marine engineer will Hennessy the equipment operator.

And finally, from Richardson Bay Regional Agency, Curtis Havel, who's the Harbor Master and Jim Malcolm, the Assistant Harbor Master.

So these guys in coordination with Sosselia police department did a tremendous job that night to avoid even more damage to people in our jurisdiction and to the marinas and beaches. So thanks so much to them.

She, along with her husband, Jeff Knowles and many others here in attendance today, were found guilty of knowingly and willingly segregating Sausalito's schools. They were on the board.

and in city council.

Once the ages desegregation order came down the city of Sausalito under Susan's mayoral leadership filed against the desegregation.

Then once COVID had been clearly ravaging the BIPOC communities, especially black communities Susan claimed that she couldn't provide assistance to Marin City because it was not in Sausalito's jurisdiction.

That, in hindsight, was a very ironic thing for her to say, given that she was one of the people who helped to steal money from that school, an estimated one to two million.

Give context to the public bills eager co founder of the willow creek academy charter school was quoted just in 2016 saying that black children were inferior genetically and therefore incapable of success with Jen Conway and many other parents in attendance and agreement.

There is no way forward.

with segregators and possible white supremacists in office I'm asking Susan Cleveland Knowles to resign thanks to her involvement and knowledge.

of segregation, what you did was unconscionable and shameful.

and your position in power is a blight on all of us. Sausalito needs to divest from white supremacy.

make up for what it has done.

and remove all those who were found guilty from positions of power.

make a clear statement against white supremacy like the Marin County Board of Supervisors has already done following the coup Make a statement.

in favor of equity reparations directly to Marin City.

and in favor of equality and democracy.

I'm at the encampment right now and been the day I've been helping people get situated The majority of people out here at the Superman are people who are former anchor routes who've lost their boats to either Curtis Howell or I've heard the name Devin Rose who apparently is a detective.

that destroyed one woman's home.

I think it's, It's kind of incredible how this encampment has grown because there's been because of Sausalito's both Sausalito's approach to the Anchor Elk community as well as its trying to wash in his hands with the RBRA along with I mean, leadership we've seen in terms of working with BCDC in the eradication effort of this community has created I mean, it's like a humanitarian crisis, feels like.

You know, we just had a man today, just lost everything, Curtis Hobble.

took his boat in punched it full of holes. We got it all on video.

pulls it up and then We went in to try and retrieve it the day of.

Couldn't do that. Came back the next day with waterlogged, everything gone, three laptops.

And, It's like a, It's just a shameful thing. And it's interesting because I'm looking for I've seen a statement publicly made about the encampment.

Um.

You know, apparently it's a big discussion in town and next door. Apparently it's all over.

Nobody here, none of us at this encampment have access to next door. There's a whole conversation Sausalito's having.

And I think that echoes what Charlene was saying about the segregation.

I have no idea, and I've sent an invitation to all of you to come down, including your director of public works, your police chief.

and the city manager to come and meet with people.

And this is Marin County. This is Marin County where I have to spend my time helping the social worker set up a tent.

for a long time Sausalito resident.

And these are your constituents. And whether you're not, you know, South Salido has tried to wash their hands, the Accra community.

much as they did back in the you know, during the ship days.

You know, Sausalito has a big shameful history. And I hope you guys redress that and come down and visit

This last year we have experienced a pandemic and result in economic downturn that has affected the most vulnerable of us.

the projected rise in homelessness in the next two years makes it mandatory that Sausalito develop a plan with neighboring towns

Some of you know that I'm a former council member who started Sausalito's safe Harbor program to allow anchor outs to become liveaboards in Sausalito's various marinas. I've been down to the tent encampment every single day since it started, including today. I've chatted with some of the folks down there and I can tell you, and I've chatted with various anchor outs who know who the anchor outs are and who the tent campers are. And I can tell you with the exception of one person, Thank you. tell you and i've chatted with various anchor outs who know who the anchor outs are and who the tent campers are and i can tell you with the exception of one person the tent encampment is not comprised of anchor outs i don't know why mr powelson believes that to be the case or whether he's making a political statement of his own which i've known him to do by showing up to bcdc's executive director's house in person i've also received hate mail from various folks but i will tell you that the anchor outs tell me that the tent encampment is not comprised of anchor outs sausalito has not seized any boats belonging that are being lived on by anchor outs, we totally adopted a moratorium commencing with the pandemic in March of 2020, as did RBRA.

So it is a misnomer that these folks are anchor outs. That's not to say that they don't need assistance. And I've been working behind the scenes with various legislators and other leaders regarding how best to assist those in need. But I do want to dispense with the misnomer that those are anchor outs. We already have a program for anchor outs. It's our safe harbor program. We funding for that beginning in november of 2019 and renewed in november of 2020.

And we are actively addressing the needs of the anchor routes more in Saucenbo's waters.

We were thinking that the cannabis item would be discussed today, so we plan to come and speak. But since it's not, I will just briefly introduce the item that my colleague, Meg, who's speaking after me, is going to invite each of you to an event we're hosting a week from today to talk a little bit more about our proposal for cannabis retail in Sausalito.

The Richardson Bay Regional Agency has a lot planned for 2021. I wanted to share some of the current information with you. Right now we have a count of 103 vessels out in the Anchorage. Today, my assistant harbormaster and I went out and did a check on the location of all the vessels in the Anchorage. That way, if anything happens over the course of the evening and the Coast Guard needs to call and find out who's on board, how to get ahold of somebody, I can try to assist with that effort. I won't be going out on the water tonight just because my boat's not equipped for that kind of weather.

I'm not sure.

But so we did that in preparation for this event.

2021 we've got we just got a word from our folks the housing outreach team that funding was approved for the addition of an outreach worker to help us implementing the portion of our transition plan that deals with housing outreach out on the Anchorage. This is significant. So in the past, there wasn't an outreach person specifically assigned to Southern Marin now we have somebody assigned to southern moran and that includes richardson's bay so we're really excited about that we're hoping 2021 we'll see some folks getting housed from the anchorage Something else that was very exciting recently that occurred was we received funding, additional funding for our eelgrass protection and management plan. We've contracted with Rebecca Schwartz-Lessberg of Coastal Policy Solutions, and she's busy working on the drafts plan that we'll hopefully be bringing to our board of directors, our BRAA board of directors in March.

But that's super exciting because that's a shot in the arm that we needed to get that moving forward.

And then finally, if you've got questions about the Richardson's Bay Regional Agency Board of Directors adopted a transition plan back in June of 2020.

It's online at rbra.ca.gov. And it talks about our management priorities. And it talks about how we're going to go about continuing to work the number of liveaboards in the Anchorage down that we're going to be able to you know, along to the point where it's restored to being a 72 hour anchorage.

Um, it is an anchorage. It's going to continue being an anchorage. It is not a Marina. And I recently I've been, I think there's been some confusion on that point.

A marina, when you put a boat in a marina, you're paying for security, you're paying for trash, water, electricity. An anchorage is where you drop anchor, you stay temporarily, and then you continue on your journey.

So we're really trying to get the word out and make sure that people are clear on what Richardson's Bay is and what it isn't.

And I saw right away this past summer when I first met Robbie Powelson, that he had this quality. It was a tremendous quality of leadership and courage And he's a very plain spoken young man.

I thought it was phenomenal having Joan Cox chime in and complain that people living in this tent encampment aren't actual anchor outs. Frankly, to my mind, it absolutely does not matter.

I also had the pleasure of rereading The Grapes of Wrath recently, John Steinbeck's angry epic masterpiece, which I truly recommend everyone on city council.

It's magnificent and it doesn't take prisoners.

Um, but I guarantee you that Steinbeck would have nothing good to say about Curtis Havel or Joan Cox. His rage at how poor people were being treated in the Central Valley.

And it's fascinating to me when you look at what informed Steinbeck's work, which was a lot of research with what WPA was doing. And, you know, in that case, the federal government came in and they went right to where the unhoused people were.

and they built, amenities for them right there. They built libraries, they built schools, they built laundromats, they built showers, they built bathrooms. A lot of these people who were dust belt refugees had never seen a working toilet.

They built things that didn't just address people's physical needs, but they addressed their social and spiritual needs. And out of that, we got some great music, including, you know, Woody Guthrie.

So, you know, it's sad to hear Joan Cox. It's sad to hear Curtis Hovel. We can be a better country than this. I thank Robbie for all this work. Time has elapsed.

You know, my business is a good business. We always have enough money. And I actually am on the verge of having the busiest potential season ever. I mean, more than I would normally get in a normal January. I mean, I have...

in excess of 10 to 15 people who are ready to sign up immediately. So month to month, I will make plenty of money.

incredible, but the back rent is just something that's going to be crippling to most small businesses.

I am hopeful that Sausalito has something that they can try to do to help us directly or at least are reaching out in some way. I'm watching eagerly to see what happens on a state level, what they're trying to do. I mean, the PPP is just, it's not enough. And even if I get it, it mostly has to go to payroll. If I'm closed, I can't use it.

Hopefully I can get in touch with somebody from the council who could let me know how they can help and if there's some kind of plan. But It's getting pretty bad. I know everybody says it's getting bad and it's getting bad but it's a tipping point. It's rough. It's been very difficult emotionally.

I try to go day to day, but I'm it's bad. And I think a lot of people don't have a chance to have Sam. Sam.

They are also working on creating very impressive subcommittees dealing with specific issues related to climate change. So you'll be seeing and hearing from the much more frequently, hopefully at the city council and we should have a report from them soon.

I also attended the Historic Preservation Commission meeting on January 21st, where a number of items were heard three were related to properties within the Marin ship and I think there were three other properties. So earlier in the day on that meeting, the California Restaurant Association had actually leaked a memo anticipating that the governor would do just that. And then we saw that happened a few hours later.

From Levine's office, apparently he introduced a bill to abolish the death penalty in California, and he's working on a COVID relief and contact tracing There's also some new wildfire evacuation studies that are happening. These are actually quite interesting because they're focused less on safety routes, more on traffic engineering. So they're looking at ingress and egress studies. And then there's some additional monies for resilient forests, defensible spaces, and some type of economic stimulus.

00:51:43.60 Eva Crisanti Okay, terrific. Thanks so much. Yeah, I did want to address the idea of responding to the Moraine Grand Jury about the gun next door. It seems to me a very strange thing.

that we're talking about the gun next door, but we're not talking about the sheriff permitting the Contra Costa SWAT team to raid Marin City in November of 2019. I believe it was November 14th that that occurred.

That was a pretty violent, traumatic incident.

And It seems very, very strange to talk about handguns owned by the general public and for them to issue an entire report on that and never investigate the Marin County Sheriff. I also, I don't know if people are aware of this, but there's a small cohort of women who've been doing some pretty diligent Public Records Act requests, and I was able to do on arrests and demographics from the Marin County Sheriff and what it shows is that blacks and Latinos are uh, arrested in in mad multiples of their demographic presence in this county.

And that's pretty disturbing.

the Marin civil grand jury never even investigated that.

Um, And, They never asked for an investigation of why it was appropriate in any way to permit the Contra Costa SWAT team to just practice on Marin City. I mean, there's something quite hideous about that.

I'm not sure.

So it just seems to me that it would be appropriate for you to remove the item and have a longer discussion since there's all this talk about equity and and some sort of like coming to terms with all the terrible things that Sausalito has kind of like participated in against Marin City. This would be a really good opportunity to take that item off.

01:04:22.70 Heidi Scoble Good evening, Mayor Hoffman and council members. Let me just share my screen quickly.
01:04:32.51 Heidi Scoble So as you will recall on July 7th of last year, the city council conducted a community forum to facilitate and begin the conversation on opportunities the city can do to confront and combat racial and social inequities. Approximately 140 participants attended the meeting with 36 participants providing public comment.

The forum concluded with the council adopting resolution number 5957 that supports Black Lives Matter, condemns institutional and systemic racism and commits to and to continue to discuss, develop, and implement an action plan to address social justice and racial equity initiatives, policies, and programs in Sausalito.

The council also supported a list of economic inclusion, education, legacy, and communication actions, such as some of the items that I'm going to be discussing in the next couple slides. Further, the council requested updates that we bring to a city council meeting to show how we're making progress on this issue.

You can review a video link to the meeting and hear the conversation by going to the city's website and going to the city council meetings and agenda section and then go to the July 7th meeting.

So as for our update, the city has made great strides even though there's still more work to do regarding a bunch of these action items. First, we'll talk about regulatory and policy efforts. Since July, the city council approved body-worn cameras for officers, and currently there is a draft policy that some of the city's committees and commissions are reviewing. And once that policy has been vetted, we'll bring it back to the city council for discussion. The city council also approved that residents within the unincorporated area or zip code of 94965 are allowed to apply for various committees and commissions and boards to act as liaisons and regional partners. The city has announced or provided announcements in the currents and we're still looking for applicants. So if you know anybody within the unincorporate areas of 94965 that includes Marin City, the House Boats and Muir Beach, we'd love to see applications and the city clerk myself is currently working with the mayor to schedule interviews and hopefully we'll get appointments to these various boards, committees and commissions. The city council also adopted a resolution regarding age-friendly home

01:07:16.41 Heidi Scoble grant or the home grant adaptation program to include low income homeowners for planning to do some home rehabilitation with some grants. The municipal code has also been amended to allow for neighbors within the unincorporated areas of 94965 to be eligible for the city's resident parking program. It's a great program.

that the city would love our unincorporated neighbors to participate in. It does provide some parking abilities within the downtown area. Other policy efforts that are ongoing and hopefully we'll see a conclusion to in the near future is that the general plan update has included a new racial justice and social equity statement. And there are a myriad of new land use, economic and community design, historic cultural preservation elements and programs that have also been incorporated into the general plan. I won't go into all those policies and programs, but there is an attachment to the staff report that one can read.

Some other actions that we've taken would be that the city applied for and are now members of the Government Alliance on Race and Equity, or GARE. As some people know it, it's a national network of governments working together to achieve racial equity and advance opportunities for all. The Park and Rec Recreation Program or department has coordinated with Marin City to provide an outdoor movie night that occurred over Halloween.

And they've also been working with Rally for Reading, which offers free 90-minute tennis programs for the Bayside Martin Luther King students. And I'd say the gold star of all staff related to trying to chip away at these very important action items would be our very own Abbott Chambers City Library and Communications Director.

He has done a yeoman's job working to provide not only library programming that I've listed in the staff report, but he's also been volunteering his time to work with the Saucelida Marin City School District to help them overhaul their website and provide an updated unification on their website. He's also, in terms of what library functions been working with the Saucyde Marin City School District and the Marin City the library at Willow Creek Academy in advance the school unification. Additionally, the library has purchased more than 50 books and e-books on racial justice topics to supplement the Sausalito Library collections. There have been two racial justice virtual programming opportunities that have occurred. One was there in Paradox Liberalism, and racial separation presented by Alex Shafran. And then the racial divide in California in the 1800s presented by Jim Scriba.

There was also a great conversation that I apologize for not including here.

and segregation issues there and then we have a couple programs that are pending. One would be the Salt and Peppa talks, school desegregation in Sausalito in the 1960s, and then what a southerner learned about housing discrimination in the San Francisco Bay Area. I would strongly encourage any member of the public to listen in on these virtual programs. They're amazing. They're great storytellers and big kudos to Abbott Chambers for finding these speakers.

So onto the next slide, now what? So we've taken some action to further our commitment, but there's a lot more work to be done. We're diligently trying to work towards our goals and the city will continue, city staff will continue to fulfill its commitments, but there definitely are more opportunities to, advance equity and inclusion to strategize and continue towards fostering and strengthening the city's relationships with our regional neighbors living in the 94965 area code or zip code as well so um so with that we think it would be really important for the council to consideration to consider the

And then we would bring this action plan forward to the council for future consideration. And it would be in keeping with the past efforts that our neighbors to the north have done. But we want to also make it Sausalito specific as well.

We can't have conversations about discussions for what we can do to advance racial justice with staff and council members, even if it's just staff and council members, without including without including members of our BIPOC community. So whatever we decide to do, we really, really, really need to make sure that it is inclusive of a larger group. And to that end, Councilmember Clevenals mentioned the Mill Valley Report, which is a great, I think it's an excellent work from so many really dedicated task force members. And perhaps we need an open forum for a task force or an approach like the one that Fairfax took for instance or what Tiburon has been doing. But I think it's so critical that we include as many of these voices as possible because I as a

And it may be, it probably will be some sort of larger group with different populations brought in and as part of that effort.

Just because we wanted to have some clear structure.

of how we wanted to proceed. Thinking that we would be back to the city council fairly quickly on how we want to structure going forward. So that was the idea just to make it efficient and make sure that we're all

I think one of the benefits of having some younger people on city council is the obvious point that Melissa Blaustein brought forward, which is that it's just bizarre even to consider having a working group on racial equity that doesn't have that that is entirely white And I, you know, I felt like I was a little bit in a science fiction movie watching this because I sit in on the Mill Valley City Council meetings too, especially I've been especially tuned in for the DEI stuff and that, that, DEI committee has been absolutely treated so poorly by the all white or the nearly all-white city council in Mill Valley. And so, you know, my hopes, even if you did, create some sort of integrated committee, the hope of them actually being heard by the likes, I hate to say it, but of Jill Hoffman and Susan Cleveland Knowles is It's not great.

And In both of these instances, what you have is like a white city clerk or a white person that they hire to talk about what the DEI is doing. That's what Middle Valley City Council is doing now, rather than actually hearing from the DEI committee members who have to speak now in public comment. It's really, there's something really funny about it, but it's also kind of sad.

I'm not sure.

I would just point out that you know, the notion that you would even try to do the working group without serious input is pretty bad. And I do have to say that our professional biases do play a role. I know that Jill Hoffman has served in the U.S. Navy. My father was an Army captain, but we're also pretty cognizant of How?

how racist our armed forces are right now.

We are finding that the majority of people of color who are serving in our military are experiencing extreme harassment and discrimination in the military. And this is particularly true in the Navy. So I would simply ask, to be a little more aware of how she sounds and what this moment requires. Thanks so much.

01:26:12.64 Aaron Singer Hi everyone. My name is Aaron Singer. I'm a 25 year resident here in Sausalito and business owner. I'm also currently on the board of the Marin City Community Development Corporation.

uh the first I want to thank uh the city council for placing much deserved focus on this very very important issue it's an issue for a time and I'm glad to see our city addressing it and I look very forward to hearing more about the working group I actually have three ideas I think we should explore as a city to support racial equity and justice and to improve both of our communities.

one of those projects is one that I've already started some work on and actually there's a group of folks that are involved in moving it forward and that's an idea for a marine ship trail This project would create a historical walking trail from Sausalito's Marin ship to Marin City.

As we all know, the two communities were tied intrinsically during World War II to the Sausalito Marin ship effort here. The project would be expressed in a number of initiatives. First, a trail map that would identify points of interest around town that are specific to the Marinineship history and that would be both in Sausalito and in Marin City bronze plaques and historical built-in displays that would be in situ at various points of interest that would educate visitors about this history and the history connected to those points of interest. And then twin Marinship history museum displays. One is already existing at the Sausalito Bay model, but I and this group would propose a new museum, an additional display in Marin City.

at a location to be identified as we move forward with the project. There's a number of folks that have indicated support and want to see the project move forward and that includes Chris Gallagher at the Sausalito Bay Model, Jerry Taylor at the Sausalito Historical Society, as well as various community leaders in Marin City, including Dr. Michael Britt, who's the new executive director at the Marin City Community Development Corp, Felicia Gaston, founder of Performing Stars, and Don Lancaster at the Marin City Community Services District.

The second thing I would love to float out there is for Sausalito to establish an official sister city relationship with Marin City. And in that relationship, create programming under this relationship that would establish more more deep ties between our two communities and bring those two communities together.

And then the third thing over.

and to we can't be attacking one person or another for the for that.

situation, the whole idea.

is to have reconciliation and figure out a way that we can all get rid of our prejudices and see each other as fellow human beings living together here.

And So I think I really applaud you for taking this next step, very serious step.

of moving forward with this in a much more concrete way

This is the working, this working group is going to figure out a recommendation to the city council on how to move forward with this effort. And like, you know, I'm fairly certain there's going to be the recommendation is going to be that we have a broad array of people from our community.

that weigh in on this effort. But this is just to speed us along and make sure that we've considered the best course and have the opportunity to look at what other communities have done and adopt their best practices moving forward. And there's been a lot of work, so luckily, there's some things for us to look at and build on our successes to this point.

That's my comment. And if we have other council members wish to comment, you're welcome to comment at this time.

So I just want to thank Melissa, Councilmember Blaustein for making her comment right away about the fact that this is an all-white city council and that we are and it's also one of the least diverse cities.

in California. So that's kind of our starting point. And I just want to thank and acknowledge her for that. And I hope that Mayor Huffman, that you will include her.

in a working group, I think, as some of the public comments showed.

We definitely need her perspective. She's been committed to this work.

um, for a long time.

um with that i also wanted to say that I think that even the subcommittee of the city council will need to include diverse voices in taking recommendations about how we move forward.

So whoever is on the working group, I would strongly urge them to consult with others from the BIPOC and other communities here in Marin and perhaps elsewhere about potential paths that we might take.

kind of from a procedural standpoint, and I've said this before, I would love to be part of a southern Marin or a Maroon-wide effort.

I recognize that there is value in internal discussions within each community.

I also think we need to look inward. I have been attending the workshops that the stand up for racial justice has been offering to all city council members.

and I don't know if the mayor has also had a chance to join a group yet.

But that training is incredibly important and I would urge that my new fellow council members to reach out and become part of one of those cohorts. It's a great chance to work on this issue.

across the county with some very talented trainers.

I also think we should think about staff Um, that respect as well and encourage our boards and commissions to continue the conversations that they've started.

on these issues and to make recommendations to the working group as well. We had some really excellent work done by the sustainability Commission.

on this issue in light of our general plan policies and programs and I know we've had some interesting discussions at the PIVAC.

I also think we might want to include the chamber from both a job workforce standpoint and also from a training standpoint to make sure that we have a welcoming and inclusive.

In terms of substantive issues and things I'm hoping the work group will recommend that we really focus on, I think two of The big ones for me are housing.

and transportation.

Um, And Housing, obviously the Berkeley study that I mentioned earlier, pinned the availability of multifamily housing as one of the key elements in attracting and retaining a diverse population.

So I think we have to work.

exceedingly hard to take a look at our housing stock and this kind of overlaps with our upcoming work on our housing element.

to really look at the past systemic

um So that's work that I hope the work group will endorse. And then secondly, on the transportation perspective, Um, I know Council member Blastie will probably agree with this. We've talked about this a lot but also the workforce housing part of it. We have so many people that work here in Sausalito who cannot afford to live here.

And that has a lot of negative consequences, obviously from an equity perspective that's terrible, but also from an environmental.

All right.

justice and transportation issue that's terrible as well.

So, and then secondly on transportation, you know, I think that we have a really excellent network here in Sausalito designed for commuters. So if you have a job in the city, and you're a professional, you have a great transit network, but it doesn't work so well for our restaurant workers.

and our other types of workers here. So I think there's a lot that we need to do.

to make getting to Sassolito and leaving Sassolito at all times of day.

more equitable.

And then I guess lastly, and I know we're going to have a lot more conversations about this one, the work group.

comes back, but We talked about this at the PDAC and I'm I know that a number of our residents have talked about just the linkage between our two communities and the 94965.

between Marin City and the and Sassolito. I know there's a group focused on getting the tunnel to be more welcoming, even, you know, we fought so hard to get it well lit, it's kind of well lit now, but it's still not that attractive.

So in addition to that great work, which I know is ongoing, and thank you to the people who are working on that, I would really love to see a pedestrian bridge uh, that is sort of similar to the one in Berkeley on the 80, that I-80 as you drive through a beautiful, like iconic pedestrian and bicycle.

I have raised that issue at least once at the transportation authority of Marin. Obviously it would be a big effort.

But I think something like that could really be a great symbolic and functional issue.

We have a lot of work that we can do in conjunction with the efforts going on in Marin City around flooding And which both affect Marin City deeply, but also affect us here in Sausalito. And I think those joint efforts would be excellent to put on our list of priorities.

So I'm sure I have other stuff, but I've taken up too much time. So I'll let other council members.

01:41:32.89 Janelle Kellman I would love to chime in. Thanks to Councilmember Blalstein. I sat in on the community at the table leading with anti-racism speaker series on Monday. I appreciate you sharing that. And then also thanks to our historical society. I got to join a Zoom program on Joseph James and the Marin ship.

Many of you know that he's a civil rights icon. He fought against the screaming or discriminatory hiring practices, the Marineship shipyards during World War Two.

I guess the point I want to make is that I mean, the history of the marineship is as much the history of Marin City as it is Sausalito. I mean, we have that shared common ground right and so one of the things i think we really want to focus on we should focus on are not just a program or policy but finding actual executable partnerships finding things that we can work on together and i think when you actually have something whether it's education or climate justice or um or or the marineship it really can grow those bonds. And so I really would love to see the working group that I know is gonna come out of this subcommittee focus on three additional issues. You know, Aaron mentioned the Marin ship, I think that's a huge opportunity for us with our shared history. Climate justice is a big one, and this is going to take the form of dealing with sea level rise, storm runoff, groundwater, monitoring wells. It's going to take the form of not marginalizing BIPOC communities into areas that are contaminated, flooding, or sinking. We have to make sure that we're paying attention to these issues in all of our policies. And then I think we have some phenomenal opportunities on the education front. Some of you may know that Spalding Boatworks, also in the Marineship, is working on building out its education programs. And so many of the skilled laborers during World War II in the Marineship area were actually from Marin City and lived and worked there. So what a great opportunity for us to move forward with this. I appreciate the mayor sort of clarifying that this is just really just the first pin of steps on a much broader program that we hope to really drive forward in our community.

What happens tonight and decision tonight is not intended to be the entire working group, I think it's to provide advice and some information on a direction. So I appreciate the mayor letting us have this on the agenda and I think we have an enormous opportunity I think we will make the most of it, and I hope we do.

and how that interacts with the with a projected ethos of welcomeness, welcoming, I think it's a good thing.

As we know, policing across the country is under scrutiny.

and deserve it or no, there is nevertheless a particular perspective that needs to be attended to. So it's a challenging issue but it's also a very important one to achieve what council member Susan Cleveland knows it.

described as being a welcoming community.

When Aaron Singer spoke about being a sister city, I think he also was implying with his idea for a historical walk, also a genuine cultural connection of shared cultural events. Yeah.

and I think that We have many cultural events here in Sausalito that should make an extra effort to be welcoming to the full zip code.

and vice versa. There really ought to be a real effort to make sure that it's a two-way street in terms of public cultural event sharing. So those are two areas I would encourage the working group to add to their list of areas to look at.

And so I'm gonna point myself as the mayor because I think this is so important that it warrants mayor's attention. And then council member Blaustein for the working group. Now, if this is gonna be the structure going forward, who knows what our recommendation is gonna be when we come back or what our collective idea is from the city council going forward. So that's what we're gonna do.

at this point and you can expect to see us, I hope in the next 60 days to come back.

Um, with the with the with the caveat that we have lots of big issues on our agenda for the next 60 days also with our budget with our city manager with um, other things, ferry landing, general plan update.

And at the council's January 12th meeting, Vice Mayor Kalman and Councilmember Sobieski were appointed as working group to support the city manager recruitment and search process into advance key directives provided by this Council.

those work group directives We're to work with staff and provide one click access to the current status of the recruitment for residents, such as a dedicated website, to extend an invitation to city boards and commissions through their chairs to either provide individual or group feedback. We wanted to recognize that the EDAC group had presented comment on their own.

initiative and then to explore alternative and non-traditional candidates in past to entry into the position and other means to engage the community.

The working group reviewed the steps taken thus far in the recruitment and also all of the comments and interests and information provided by this council and through public comment on January 12th.

So the city council had, has, appointed an interim city manager and marcia rains engaged avery and associates to conduct a search stakeholder engagement meetings have occurred the brochure and materials were developed and the search opened on january 4th when avery placed the brochure on their website um On the 12th, this council appointed the working group and the working group has met several times and the council This is the update that we're presenting to you based on those meetings. I need some water. I'm sorry.
01:53:06.18 Unknown So based on all the information and comments considered, The working group recommends that the recruiting process proceed with a focus on two core materials, the city manager recruitment brochure that is on the Avery website.

and is also an attachment in this packet and this agenda item and resident feedback and nomination form, which is a new form created by the working group. If it's approved tonight, it will launch as early as tomorrow and definitely before the end of the week.

And in this, and they've identified three non-traditional alternate paths to candidate entry. And those are actually in the resident feedback and nomination form so that we can, inform the community about the types of candidates they may be able to recommend be part of the recruitment.

Then, there's a newly created so i'm sorry so then a community survey um The community survey that the working group wanted to do is this nomination form, this resident feedback and nomination form. And they wanted to provide an opportunity for the community to participate in the outreach for candidates to provide feedback that was swift and brief and free format.

in a free form format. And they wanted to provide community comments in a format that will be easier to incorporate into the process in the future once we receive them. So to do this, the nomination form contains a description of the characteristics of a city manager drawn from the comments received in the January 12th meeting.

and from the public comment that was involved in that meeting. It also contains three descriptions of possible city manager candidates from non-traditional roles.

And it asked community members to recommend or refer candidates for city manager and comment on whether they agree with the description of a city manager provided or if they'd like to provide their own information on what that description should be.

So tonight the working group is asking the council consider granting authority to the working group to replace the community survey form approved during the January 12th meeting with this new resident feedback in nomination form.

Upon approval, the new form will be provided to the community.

Um, We also, the working group has worked with staff and has a draft that was not ready to come out to this meeting, but they're ready to launch a dedicated informational webpage. It could launch as early as tomorrow and by the end of the week as well.

They also are recommending language tonight as attachments to this item for outreach to city boards and commissions, outreach of a personal nature to colleagues, email lists and networks.

And they're working on development of marketing flyers for deployment in the next week to non-traditional sectors.

in the areas such as the candidate descriptions that they've put into the community feedback and nomination form.

um, Tonight also the working group is asking the council to consider to allow additional time for the marketing outreach by the community, staff and other key stakeholders using these new materials and these new methods for outreach. And we're asking for we're recommending that the council consider extending the filing period two weeks through February 15.

Our consultant, Paul Humora of Avery & Associates has confirmed that this extension will not extend the full time frame of the recruitment.

So to recap, The working group recommends council consider granting the following authority to the council working group.

Replace the community survey approved on 1-12 2021.

with the resident feedback and nomination form for immediate deployment.

extend the filing period for applications through February 15, 2001.

AND allow them authority to work with Avery and staff to amend current and to create and deploy future marketing materials, messages and feedback solicitations without further approval by the full Council that are based on the concepts provided in the attachments to this report.

If you interpret it as discouraging, then it's not meeting its goal. It's meant to be encouraging. And the real goal is just someone who has managed a significant budget and someone who's managed a meaningful number of people. And so if the precise numbers are wrong, then that's a problem.

I guess it was there only because significant and meaningful can mean different things to different people. So some sort of number could be potentially helpful for some people.

And if they're so Anyway, I just feel like we need to be super sensitive with valuable, great candidates and treat the nomination as a private that people should send their candidates directly to Avery and then they will be under the cloak of the personnel exception to the Brown Act.

So I guess my question is, did I understand the nomination Am I missing something and did you have a different idea? So that I don't squash that idea and that recommendation.

which committee that would go to. So that might fall under the COVID-19 working group or the legislative committee, in looking at the Marin County Health Order, It does carry civil penalties. So it may be that since there's already you know, there's already a public health order that is enforceable by civil penalties. Do we then wanna put that in the COVID-19 working group to figure out how and what method to implement it. Or do we want to go to legislative committee for a review of that?

and a recommendation of whether or not we want to consider legislation in Sausalito. There was, um, the city of Monterey had, um, passed, uh, uh, an ordinance about mask wearing with some penalties.

I'm gonna ask for discussion on this.
