So city manager, I'm gonna turn over to you per the script to give us a little information.

I'll be brief, but I want to.

set the stage here.

So over the past 18 months, we've been struggling with homelessness.

It's a new challenge.

It's a complicated challenge and it's a costly challenge.

We've also been looking at our budget and our budget, unlike the county or the state, does not have a surplus.

And as you all know, we spent significant dollars you're worth a million and a half on this unplanned for a challenge and that is not sustainable so we've been seeking state funds grant funds county funds uh other funds so we could try to meet these needs With respect to the item on the agenda today, it was brought forward by Mayor Kellen in that spirit.

I recommend it to the mayor.

that this be a conversation that she had with the vice mayor, and not just the committee, but the entire council, so the full council can weigh in, discuss and decide rather than a direct letter coming solely from the mayor.

or the homeless committee. And I believe that's a good way to approach any big complicated decision with the full knowledge and direction by the city council.

Also, as part of my training and upbringing as a professional public servant in that spirit.

I contacted County Manager Matt Hydel yesterday.

to let me know this was on the agenda, because I believe I'd want to know if I saw something about Sausalito on the county agenda.

So that was done. And so we are here today without Councilmember Cleveland Moles.

Councilmember Kramer-Millers sent some notes regarding her Thank you.

not being able to participate but did have some suggestions on Edits.

on some of the content.

and a recommendation that there would be more time as well as the fact that she believed that we should work with the county and their process to see how this could be achieved.

And my conversation with Matthew yesterday He took a look at it, so it's essentially If you're going to send it today, tomorrow, or Tuesday, they're aware of it, it's essentially BASAT.

Let me give you a second.
00:09:56.97 Unknown a little background that might help with some context. So we all saw over the weekend, the article in the IJ of a $51.1 million surplus, $9.1 million worth for unfilled positions from the county. We heard from Senator McGuire on March 22nd, that the state has a $9 billion deficit.

And then we heard from our city manager that South Seattle enjoys and we were running a deficit budget for three years.

At our meeting on Saturday, we talked intensely in the public forum about things we need to do to increase our fiscal resiliency.

And, you know, my style is to try to hear everybody's thoughts and try to encapsulate what I'm hearing in some type of middle ground or middle platform.

We've heard repeatedly from multiple council members about outreach and communication So, um, Yeah.

When I saw that letter, I reached out to Senator McGuire's office I had a conversation with them about whether it would make sense and the opportunity. And I was told that, the matching funds Although we're very grateful that the county has put that forward, have my opinion approved.

and we won't know until June or July.

We all know what's going on for our staff and our department heads.

and the strain on our and residents and folks at work for and with us.

And so knowing and not knowing whether we'll have that money by June or July, it felt pressing to move forward with a request. So since that time I have spoken with council members in other communities.

who have verbally said, yes, they think this is also a good idea.

Um, So the outreach has been made per conversations, the pressing need, I think for our community is there. I think that need got heightened for us over the last week or so. And so you can see that the S are things that we've all talked about. So I drafted a letter on Monday I sent it off to the vice mayor.

She generated a series of edits that unfortunately got buried in city attorney's mailbox. So it did not get out to everybody, but it now is out to everybody.

uh, kind of re-reported Re-adding just to make very clear that we wanna be collaborative here.

but also retaining those same three S, which are the same three S that we have been putting into the county for over a year now.

So that's the context. I'll leave it to you all. I don't know, I mean, I've gotten many, many of our constituents asking what we're going to do about the incumbent, what we're going to do to work with the County on the surplus. I've told them that money is the matching is a maybe, I'm hopeful, but again, even if we do get it, it's not until June or July.

I personally think we need to act more expeditiously. And so we wanted to be first at the table to say to the county, Congratulations.

We love what you've done here for our constituents. We also now would like to see if perhaps we can get a more immediate allocation of funds to address immediate concerns. So that's the context. I hope it helps. Happy to answer any questions.

And we may, but even if we did, we probably need more. We have, it's seemingly a, um disproportionate burden in Sosnino given RSI's to what we're being asked to do.

well by circumstance and and we need the help that with all the help we can get. So even if we did get money from the state, if we got additional funds and resources from the county, that would be appropriate and beneficial. So I think we should ask.

what you basically outlined it sounds like a janelle is a request for immediate funds from the surplus sort of an immediate allocation.

and When I'm reading, I will read it for the first time.

But I felt it was kind of long and it couldn't I think it was good.

If we had to send something today, because it was a deadline, like I wouldn't be opposed to it, I feel like it could be more framed as an immediate budget request from the surplus.

And Bill, I'm as much as you wanted to make the point that we spend, for instance, twice, send twice our property tax to the county.

that we keep here, it feels like we're trying to serve various masters there and trying to inform the public in the document.

Um, And I'm wondering if that really serves our purpose. If we're trying to make a narrow budget request, I, The newbie relatives all year on and how the county does business.

but I feel like we should make budget requests in a way that's most likely to be successful.

in what we're trying to do, which is sort of an immediate special allocation given their immediate surplus.

And YOU KNOW, SEPARATELY.

inform our public about how we, you know, the property tax issues and other such things.

And while surely everyone appreciates the compliments To me, the document would be more Just formal request.

that's sort of clinging in that direction.

We can try to word snippet now, or we can try to word snippet over the next few days. And that way it would also serve the purpose of letting Susan be in on the meeting, though I know she's already articulated in the past, Comments that suggest this isn't her preferred approach, so I don't expect that she maybe would necessarily be enthusiastic about this, but at least she would be here.

and it would give us the chance to maybe write a tighter letter.

That's my thought unless there's something I don't know about a special urgency that needs to go out today, Wednesday instead of next week, Tuesday.

And so, I might defer now to the vice mayor who had added a lot of that language to her comfort level you know, reducing some of that because, you know, we want to make sure the messaging is accurate. And then on the sales tax piece, or property tax, I'm fine to pull that out.

You know, I wake up in the morning and go to bed at night serving Sausalito.

And so for me, I wanna make sure my constituents know that.

And, you know, I don't want to offend anybody when I ask for money, but I'm doing it on behalf of the people who elected me. So that's my job.

and they do have a process for all of this you know whether it's going directly to the board or through staff or in their budget process But somehow we've got to align with that process as an ask is my recommendation.
