| 00:00:04.77 | Walfred Solorzano | Good morning, Mayor Kelman and council members. This meeting has been held pursuant to government code section 953E in light of the declared state of emergency. The special meeting of the city council for May 4th, 2022 will be conducted telephonically through Zoom and broadcast live on the city's website. |
| 00:00:25.90 | Unknown | Okay, great, thank you. Welcome for those of you joining our special state council meeting May 4th, 2022. Please call the roll. |
| 00:00:33.98 | Walfred Solorzano | Councilmember Zomieski. Sure. Council Member Hoffman. |
| 00:00:38.17 | Unknown | I'm here. |
| 00:00:39.08 | Walfred Solorzano | Mayor Blavstein? |
| 00:00:40.85 | Unknown | here. |
| 00:00:41.09 | Unknown | Thank you. |
| 00:00:41.49 | Walfred Solorzano | the mayor coming. |
| 00:00:42.83 | Unknown | Thank you. |
| 00:00:44.77 | Unknown | Okay, great. While we are meeting today, we have both closed session and open session items, closed session items. are two of them, existing litigation, pursuant to government code section 54956.9A. These are the series of landslide litigation matters, Susan Gordon and Titus versus Caltransit, Sausalito. And then item B2, conference of legal counsel and government code provision. And this is City of Sausalito versus California for Lady Risk Management Authorities, case number CIV1902916. Let's see, do we have any public comment on the closed session items? |
| 00:01:20.31 | Walfred Solorzano | Madam Mayor, would you like me to read how to provide public comment? |
| 00:01:23.78 | Unknown | If we have people in the room, then yes, please. |
| 00:01:28.46 | Walfred Solorzano | Radio or audio public comment participation is limited to three minutes per speaker. If you would like to make a comment, please raise your hand in the Zoom application and you will be called upon when it's your time to speak. To raise your hand from a phone press, start nine, and each speaker will be notified when the tone has elapsed. Madam Mayor, I see all hands raised. |
| 00:01:50.17 | Unknown | Okay, then we will go ahead and close public comment. All right, so item D then is approval of the agenda. I understand the vice mayor has a comment. |
| 00:01:58.49 | Unknown | I know that Councilmember Cleveland Knowles couldn't be with us, but she did put in her comments a request to move the letter to Tuesday and just being aware of that we have limited time and we have not had an open session on encampment on the encampment at all and talking through the strategy and some of the things that she, I just wonder about timing and what the urgency is of doing it today. |
| 00:02:22.37 | Unknown | Okay. Well, there are conversations I have had and I believe, expectations of receipt of the letter at this point. And so I do think we should keep it on the agenda and then we can talk about that when we get to the agenda item. And then if we feel we need to move it, then we can move it. But I know we can't go into that right now. So if we could just leave it on the agenda and then discuss it further, we will. I'm not sure. I, |
| 00:02:48.97 | Unknown | Thank you. |
| 00:02:50.22 | Unknown | you |
| 00:02:50.27 | Unknown | Are we discussing that now, the agenda? We are. We're discussing the agenda, but not the item itself. Yeah, so I don't see any reason to wait. It's a request for funding for ongoing operations that we have. |
| 00:02:52.10 | Unknown | Yeah. |
| 00:02:52.58 | Unknown | Thank you. |
| 00:03:02.21 | Unknown | I would like to go forward with it today, at least have it on the agenda and we can discuss it, the substance of it. I don't see any reason to wait on it. So I'll make the motion. Do we have a second? Hold on, I don't need to make a motion. The motion would be to amend the agenda, right? Or no, I'll move to approve the agenda as is. |
| 00:03:16.81 | Unknown | Bye. Bye. |
| 00:03:19.97 | Unknown | Okay. have a second. |
| 00:03:26.63 | Unknown | You know, |
| 00:03:27.22 | Unknown | I'm muted. I'll let you know what I know is Melissa's |
| 00:03:27.39 | Unknown | you |
| 00:03:30.87 | Unknown | My reaction to it is, I think. to talk about it, we have that on the agenda. So I'm not sure how to not talk about it. That's right. I'm sympathetic to what you just said, Alyssa. So, yes. I think we should talk about it. |
| 00:03:46.70 | Unknown | So you're, are you seconding my motion? |
| 00:03:48.40 | Unknown | I guess I'll second your motion yes. |
| 00:03:49.55 | Unknown | Thank you. Thank you, Ian. |
| 00:03:51.19 | Unknown | Thank you. Okay, Council Member Selyeski. |
| 00:03:53.68 | Unknown | Yeah. |
| 00:03:54.04 | Walfred Solorzano | Thank you. |
| 00:03:54.05 | Unknown | you |
| 00:03:54.14 | Walfred Solorzano | Bye. |
| 00:03:54.63 | Unknown | but thank you all. Okay, Sergeant, please call the roll on that. |
| 00:03:57.77 | Walfred Solorzano | Council Member Savietsky. Yes. Council member Hoffman. us. Vice Mayor Blomstein? Yes. Mayor Cummins. Yes. Motion passes. |
| 00:04:08.50 | Unknown | Great, all right, so according to the agenda, we just approved, we are gonna adjourn the closed session and then we will be back for our business item in the open session, okay? See you in court session. |
| 00:04:34.23 | Unknown | Okay, looks like we have everybody. No, yes, we're vice mayor is connecting. |
| 00:04:47.88 | Unknown | Okay. We are back in open session, nothing to report from closed session. And the only item today in open on two way discussion and consideration of funding requests in Marin County for additional direct funds to the city of South Dakota to assist with homelessness. So city manager, I'm gonna turn over to you per the script to give us a little information. |
| 00:05:09.92 | Chris Zapata | Thank you, Mayor, members of the council, members of the public. I'll be brief, but I want to. set the stage here. So over the past 18 months, we've been struggling with homelessness. It's a new challenge. It's a complicated challenge and it's a costly challenge. We've also been looking at our budget and our budget, unlike the county or the state, does not have a surplus. And as you all know, we spent significant dollars you're worth a million and a half on this unplanned for a challenge and that is not sustainable so we've been seeking state funds grant funds county funds uh other funds so we could try to meet these needs With respect to the item on the agenda today, it was brought forward by Mayor Kellen in that spirit. I recommend it to the mayor. that this be a conversation that she had with the vice mayor, and not just the committee, but the entire council, so the full council can weigh in, discuss and decide rather than a direct letter coming solely from the mayor. or the homeless committee. And I believe that's a good way to approach any big complicated decision with the full knowledge and direction by the city council. Also, as part of my training and upbringing as a professional public servant in that spirit. I contacted County Manager Matt Hydel yesterday. to let me know this was on the agenda, because I believe I'd want to know if I saw something about Sausalito on the county agenda. So that was done. And so we are here today without Councilmember Cleveland Moles. Councilmember Kramer-Millers sent some notes regarding her Thank you. not being able to participate but did have some suggestions on Edits. on some of the content. and a recommendation that there would be more time as well as the fact that she believed that we should work with the county and their process to see how this could be achieved. With that, I'm happy to answer any questions, Mayor and Council. First of all, get your direction. |
| 00:07:15.20 | Unknown | Thank you, Chris. Any questions for the city manager? Yeah, go ahead, Vice Mayor. |
| 00:07:19.46 | Unknown | Is there a timeline or a pressing reason that we would need to submit it immediately without Council Member Cleveland Knowles having an opportunity to engage in the conversation directly? |
| 00:07:32.75 | Chris Zapata | Is that question for me or is that for |
| 00:07:35.27 | Unknown | Well, I mean, it's on the agenda item. |
| 00:07:38.37 | Chris Zapata | Sure, sure. I think it's well past time to get funding We're a million and a half in the red for sure. on this expense. If you wanted to wait until Tuesday and have her included in the discussion, That's your call. You're more than welcome to... to forward this, but you know, that's not a decision that I would make, it's a decision you all would make. |
| 00:08:03.43 | Unknown | Thank you. |
| 00:08:03.48 | Unknown | Okay, follow up there, Vice Chair? I just, I understand that the county's working on, you know, matching funds and getting us up to a million dollars. So I just am trying to understand that the, the timing on this letter versus those efforts. but I think it makes sense that we're asking for help given our budget situation. So let's just have a discussion about it and see where it goes. |
| 00:08:27.06 | Unknown | Thank you. |
| 00:08:27.09 | Unknown | THANK YOU. Thank you. |
| 00:08:27.63 | Unknown | Thank you. |
| 00:08:27.65 | Unknown | Thank you. |
| 00:08:27.67 | Unknown | Thank you. |
| 00:08:27.68 | Unknown | Uh. |
| 00:08:28.46 | Unknown | Thank you. |
| 00:08:28.48 | Unknown | Cosmo and Hoffman. Chris, is there any downside to us sending the letter in? I mean, there's nothing that would preclude us from receiving or asking for additional help to me everything that we're asking for are things that we've already decided on and sort of adopted into our different strategies. I'm not really seeing what the downside would be to We have council members with Cornelius's input, we can discuss her comments what to adopt and not to adopt into the letter, but it's, I mean, it's just a letter asking for, Thanks. I'm not seeing a downside to just getting it in. Is there anything that you see? |
| 00:09:12.25 | Chris Zapata | Okay, thank you for that question, council member. As a practical matter, that letter's sent. You have it on. public docket in the public space right now. And my conversation with Matthew yesterday He took a look at it, so it's essentially If you're going to send it today, tomorrow, or Tuesday, they're aware of it, it's essentially BASAT. Okay, thanks. just the final form of it that you want to do. or if you want to withdraw it, I think those are the questions. |
| 00:09:43.37 | Unknown | But the version of it is not the version with edits that I submitted, the version that's in the public That's in the staff report. I just want to make that clear because that was what I had sent and had wanted to see in there and it's not in there. Just do the cap. Let me give you a second. |
| 00:09:56.97 | Unknown | a little background that might help with some context. So we all saw over the weekend, the article in the IJ of a $51.1 million surplus, $9.1 million worth for unfilled positions from the county. We heard from Senator McGuire on March 22nd, that the state has a $9 billion deficit. And then we heard from our city manager that South Seattle enjoys and we were running a deficit budget for three years. At our meeting on Saturday, we talked intensely in the public forum about things we need to do to increase our fiscal resiliency. And, you know, my style is to try to hear everybody's thoughts and try to encapsulate what I'm hearing in some type of middle ground or middle platform. We've heard repeatedly from multiple council members about outreach and communication So, um, Yeah. When I saw that letter, I reached out to Senator McGuire's office I had a conversation with them about whether it would make sense and the opportunity. And I was told that, the matching funds Although we're very grateful that the county has put that forward, have my opinion approved. and we won't know until June or July. We all know what's going on for our staff and our department heads. and the strain on our and residents and folks at work for and with us. And so knowing and not knowing whether we'll have that money by June or July, it felt pressing to move forward with a request. So since that time I have spoken with council members in other communities. who have verbally said, yes, they think this is also a good idea. Um, So the outreach has been made per conversations, the pressing need, I think for our community is there. I think that need got heightened for us over the last week or so. And so you can see that the S are things that we've all talked about. So I drafted a letter on Monday I sent it off to the vice mayor. She generated a series of edits that unfortunately got buried in city attorney's mailbox. So it did not get out to everybody, but it now is out to everybody. Bye. uh, kind of re-reported Re-adding just to make very clear that we wanna be collaborative here. but also retaining those same three S, which are the same three S that we have been putting into the county for over a year now. So that's the context. I'll leave it to you all. I don't know, I mean, I've gotten many, many of our constituents asking what we're going to do about the incumbent, what we're going to do to work with the County on the surplus. I've told them that money is the matching is a maybe, I'm hopeful, but again, even if we do get it, it's not until June or July. I personally think we need to act more expeditiously. And so we wanted to be first at the table to say to the county, Congratulations. We love what you've done here for our constituents. We also now would like to see if perhaps we can get a more immediate allocation of funds to address immediate concerns. So that's the context. I hope it helps. Happy to answer any questions. Ian, you had your hand up at another You still have it? Concerns? |
| 00:13:12.40 | Unknown | Just don't tell Melissa's question on timing and And I only saw this letter this morning. And I, well, let me just say, I support asking, I think you sparred on that. I agree with you. I agree with you. With Joe, we should ask the county for this money. We should do it forthwith. It's uncertain if we're gonna get money from the state, it seems. And we may, but even if we did, we probably need more. We have, it's seemingly a, um disproportionate burden in Sosnino given RSI's to what we're being asked to do. well by circumstance and and we need the help that with all the help we can get. So even if we did get money from the state, if we got additional funds and resources from the county, that would be appropriate and beneficial. So I think we should ask. I'm wondering if, Thank you. what you basically outlined it sounds like a janelle is a request for immediate funds from the surplus sort of an immediate allocation. and When I'm reading, I will read it for the first time. But I felt it was kind of long and it couldn't I think it was good. If we had to send something today, because it was a deadline, like I wouldn't be opposed to it, I feel like it could be more framed as an immediate budget request from the surplus. And Bill, I'm as much as you wanted to make the point that we spend, for instance, twice, send twice our property tax to the county. that we keep here, it feels like we're trying to serve various masters there and trying to inform the public in the document. Um, And I'm wondering if that really serves our purpose. If we're trying to make a narrow budget request, I, The newbie relatives all year on and how the county does business. but I feel like we should make budget requests in a way that's most likely to be successful. in what we're trying to do, which is sort of an immediate special allocation given their immediate surplus. And YOU KNOW, SEPARATELY. inform our public about how we, you know, the property tax issues and other such things. And while surely everyone appreciates the compliments To me, the document would be more Just formal request. that's sort of clinging in that direction. We can try to word snippet now, or we can try to word snippet over the next few days. And that way it would also serve the purpose of letting Susan be in on the meeting, though I know she's already articulated in the past, Comments that suggest this isn't her preferred approach, so I don't expect that she maybe would necessarily be enthusiastic about this, but at least she would be here. and it would give us the chance to maybe write a tighter letter. That's my thought unless there's something I don't know about a special urgency that needs to go out today, Wednesday instead of next week, Tuesday. |
| 00:16:09.11 | Unknown | Yeah, I just want to respond real quick to that. Um, I don't disagree with you. I prefer brevity as well. I think we just want to be, We want to be mindful and assure the county that we're very grateful for the work that they've done. And we really wanted to put that forward so that this was taken as a collaborative ask. And so, I might defer now to the vice mayor who had added a lot of that language to her comfort level you know, reducing some of that because, you know, we want to make sure the messaging is accurate. And then on the sales tax piece, or property tax, I'm fine to pull that out. You know, I wake up in the morning and go to bed at night serving Sausalito. And that is it. I surfed to Ocelito. And so for me, I wanna make sure my constituents know that. And, you know, I don't want to offend anybody when I ask for money, but I'm doing it on behalf of the people who elected me. So that's my job. |
| 00:16:59.23 | Unknown | Thank you. |
| 00:16:59.28 | Unknown | anybody now? Thank you. |
| 00:17:04.85 | Unknown | So vice mayor, any comments on how we might convey our gratefulness to the county and our collaborative intentions, but also remove some of the length |
| 00:17:18.16 | Unknown | Right, so I don't know Ian, if you were looking at the version that was in the staff report or the version that Mary just sent around. What I wanted to make sure was clear in writing this request is that we're aware of the collaborative approach of the county and that the issue finding solutions for the unhoused is a really challenging one. And so, including requests for the county to focus more on how they effectively fund their HHS department as well and putting more resources towards being able to think about all of the encampments so that we're really taking into consideration the holistic approach that the county is trying to take while still making the point that these are the three needs that we have for Sausalito so and again I think there are the three asks that the mayor had outlined and I appreciate your comments, Mayor, about serving the needs of Sausalito. And I think that this... letter outlines them in terms of what we would take out Yeah, I guess we could remove the paragraph about property tax. Um, of I'm just trying to think about where we could remove things. I mean, at this point, as the, as the, city manager said that county has already read one version of the letter. So, um, |
| 00:18:35.30 | Unknown | I'm just trying to go through it in real time to figure out what we could take out. |
| 00:18:38.20 | Unknown | And Ian, do you have the version that Mary did just send around? |
| 00:18:41.98 | Unknown | I am. I'm, it sounds like we are gonna try to wordsmith it here together. I'm making some edits right now. Oh, good. Great. Go ahead. |
| 00:18:49.05 | Unknown | So good. |
| 00:18:51.43 | Unknown | But I'm just Give me a minute more. Yeah. Talk amongst yourselves. |
| 00:18:55.80 | Unknown | Yes, yes. Well, any other global comments? Councilman Hoffman, while our wordsmiths are wordsmithing, |
| 00:19:02.03 | Unknown | Thank you. |
| 00:19:02.11 | Unknown | Thank you. Thank you. |
| 00:19:02.77 | Unknown | Sure yeah I'm glad I see Dan Eilerman and Ashley Hart McIntyre on the on the call and watching us so I think that's good. They're great partners at the county and so they always bring good direction and good ideas to any meeting that we're at. um I think it's good. And I'm, um, you know, good man. Oh, yeah. Okay. I've seen all the versions by the way. I saw all the versions and I, I like what we're doing right now. So let's just keep going. |
| 00:19:37.06 | Unknown | Yeah, so I just have a question about this long, relatively long paragraph. Beyond the state of emergency and obvious threats to our health, it goes on to talk about the burden on our staff and our police force and our 30,000 visitors. It's all true. Um, It seems like the more salient fact is we spent more than a million and a half on this encampment. issue. We're gonna continue to spend money on the encampment issue. and we have a budget deficit. and the city has, the county has a budget surplus. Um, Do you think we need to start off The total honor, police force and the mental wellness. I certainly want you to leave me in there. If you feel like serves our purposes, but I'm just wondering if we need that paragraph. |
| 00:20:21.58 | Unknown | Yeah, this is a great question. Certainly everything can be, I think, a cut down. I think the original genesis was that, why 24 seven security? And so it was just to give a little bit more context know and we know we're down some folks and the size of our police force gravitating towards that area as opposed to being able to serve the rest of the community Um, I thought that was important so that when the county read that, that they would understand the need a little bit better. |
| 00:20:51.31 | Unknown | Thank you. That's why I like that. that paragraph too. or the context of our on camera is a little bit different than the other cities in my county. So I think it's okay to distinguish us in that way. |
| 00:21:03.82 | Unknown | you |
| 00:21:12.25 | Unknown | you |
| 00:21:30.26 | Unknown | Lisa, you and I are more familiar with this text. Is there anything here you would recommend Streamlining, I'll call it streamlining. |
| 00:21:43.51 | Unknown | So I just. |
| 00:21:44.08 | Unknown | Thank you. |
| 00:21:44.13 | Unknown | I'm just like. |
| 00:21:44.65 | Unknown | Thank you. |
| 00:21:44.84 | Unknown | Oh, sorry, go ahead, Ethan. |
| 00:21:45.97 | Unknown | Well, I just did my edits. I can just put it on the screen if you want. |
| 00:21:49.16 | Unknown | Yeah, why don't you do that? |
| 00:21:49.97 | Unknown | Thank you. |
| 00:21:49.99 | Unknown | Thank you. |
| 00:21:53.36 | Unknown | that you wouldn't say. |
| 00:21:53.65 | Unknown | And we're gonna make you now describe. So you are taking down the edits. |
| 00:21:55.44 | Unknown | No. |
| 00:21:57.93 | Unknown | They have a nice way over there. You've done this before. |
| 00:21:59.98 | Unknown | It's helpful. |
| 00:22:01.60 | Unknown | Let me try it. Close some windows here. |
| 00:22:11.15 | Unknown | Apologies to everybody if this feels a little didactic. I think we just really wanted this to be a group effort and align around this. So thanks for making the time. |
| 00:22:21.90 | Unknown | there is just a stab at I can read it out loud if that helps. |
| 00:22:27.31 | Unknown | Bye. Bye. |
| 00:22:27.57 | Unknown | you Thank you. |
| 00:22:28.73 | Unknown | No, this is good. Thank you for sharing. |
| 00:22:47.72 | Unknown | So Ann, have you deleted? |
| 00:22:47.90 | Unknown | Okay. |
| 00:22:51.28 | Unknown | Thank you. |
| 00:22:51.38 | Unknown | Yes. |
| 00:22:51.38 | Unknown | you |
| 00:22:51.60 | Unknown | you. |
| 00:22:51.88 | Unknown | Thank you. |
| 00:22:52.12 | Unknown | I... that I went. |
| 00:22:54.99 | Unknown | Was there something you wanted to suggest removing? |
| 00:22:57.27 | Unknown | No, these are all my edits that I just did. I'm trying to reflect some of the comments from Susan's email. Great. as well as the my own thoughts about focusing in a little more as just immediate budget request directed towards their surplus in recognition of our deficit. |
| 00:23:15.10 | Unknown | Bye. |
| 00:23:19.24 | Unknown | I think it's already reading better. Thank you. |
| 00:23:21.35 | Unknown | MISS MEMBER. |
| 00:23:23.12 | Unknown | . |
| 00:23:23.20 | Unknown | Bye. |
| 00:23:23.29 | Unknown | definitely. |
| 00:23:23.74 | Unknown | It's like... |
| 00:23:23.96 | Unknown | Thanks. |
| 00:23:24.03 | Unknown | more concise. |
| 00:23:34.26 | Unknown | City Manager, I know that you have lots of experience with strong communications to the county. Please don't hesitate to weigh in. If you think something here we should slice and dice. |
| 00:23:44.69 | Chris Zapata | Thank you, Mayor and Council. If I see something when you're done, I will try to make a comment if necessary. |
| 00:23:51.13 | Unknown | Okay. |
| 00:23:51.62 | Chris Zapata | Great. |
| 00:24:06.64 | Unknown | And we have the sentence here in the third paragraph. I do think it's important. to balance the fact that the County is proactively asking again, which we're very grateful for, with the unknown as to whether we will receive it as well as the timing on it. I think that's captured here, but I just want to make sure that you all agree. |
| 00:24:26.92 | Unknown | Can I ask about that? I just want to be short. My hesitation about the conversation was just, I in no way want to compromise that moving forward. So this is a part and separate from that, and that is still happening, and we're still asking for the 500K, and we'll get the 500 match, and this is an additional ask, just to clarify. |
| 00:24:44.12 | Unknown | That's correct. |
| 00:24:45.05 | Unknown | Thank you. |
| 00:24:45.17 | Unknown | you |
| 00:24:45.20 | Unknown | from that was in a McGuire's office. Okay. This will not make them less likely in any way to give us that amount of funding. Cause that's right. In fact, I think it would make the state more likely to allocate. |
| 00:24:48.89 | Unknown | This will not make it. |
| 00:25:02.11 | Unknown | I think this looks good. um, Thank you. |
| 00:25:06.04 | Unknown | TO DO. I don't have any further changes. I'm open to council member changes. |
| 00:25:08.12 | Unknown | I don't have to. |
| 00:25:12.22 | Unknown | but this looks good to me. Thank you. |
| 00:25:14.77 | Unknown | Do we need to have a motion? motion to I don't know where do we just give that direction do we Motion to approve the revised letter would be, I think where the council's headed. Got it. Okay, I'll make that motion, but I think, do we still need to take public comment? Yeah. Yeah, we should. So, I'll make a motion. There's a motion on the table. Okay. Sir, do we have any hands up for public comment? |
| 00:25:42.62 | Walfred Solorzano | Madam Mayor, I see no hands raised, but I could take a moment to read and see and let it know how to provide. Have a comment? Sure. Madam Mayor, I see no hands raised for this particular item. |
| 00:26:16.85 | Unknown | Okay. So, City Manager, we do have a motion on the table, |
| 00:26:21.47 | Chris Zapata | I have a handbrake. You guys jumped to the public pretty quick. So anyway, here's my thinking. So one of the things suggested by Council Member Kluvenel is that we understand the counties process for allocating budget. I think if you add something to the effect, it says, you know, have communication with your staff to understand what the process for requesting this funding funding would be, I think I would want that in there. because that just says, you know, we want to work with them, as you have said in the tone of this letter. and they do have a process for all of this you know whether it's going directly to the board or through staff or in their budget process But somehow we've got to align with that process as an ask is my recommendation. |
| 00:27:08.74 | Unknown | Okay. |
| 00:27:10.88 | Chris Zapata | And I would put that at the end of the, paragraph that says specifically allocate 1.5 million to Saucyut immediately to collaborate with us. working with our staff to any way to secure process. for this request. |
| 00:27:27.23 | Unknown | No. Excellent, Ann. Thank you. |
| 00:27:31.05 | Unknown | Thank you. |
| 00:27:31.52 | Chris Zapata | Thank you. |
| 00:27:31.55 | Unknown | something like that, that last sentence, So, |
| 00:27:39.38 | Unknown | Anyone else? And when sitting at the bottom there, Chris, is that what you had in mind? Where did you put that? I'm sharing my screen and I just put it at the bottom there. We have communication with the county staff on how to move this budget request forward and look forward to the deposit perfectly. Yeah, perfect. |
| 00:27:58.03 | Chris Zapata | That's a better spot. |
| 00:27:58.89 | Unknown | Thank you. |
| 00:27:58.99 | Chris Zapata | Thank you. |
| 00:27:59.75 | Unknown | We'll just go. |
| 00:28:00.04 | Chris Zapata | also. |
| 00:28:01.07 | Unknown | Thank you. |
| 00:28:01.09 | Chris Zapata | Very good. Thank you. |
| 00:28:04.49 | Unknown | Okay, thank you, City Manager. So we have a pending motion. Do we have a second? to approve the revisions to this letter. again. Okay, so let's call the roll on that. |
| 00:28:16.93 | Walfred Solorzano | as a member Sowiecki. Yes. Council member Hoffman. |
| 00:28:20.81 | Unknown | Thank you. |
| 00:28:20.96 | Unknown | We'll see you next time. |

| 00:28:28.30 | Unknown | Thank you. So, um, we'll have it. |
| 00:28:28.74 | Unknown | So Great. So here, I guess the question is this, The counties where it's coming. We have been fortunate enough to have two representatives of the county on this meeting so they know exactly what the letter says. Uh. I don't know why we would wait to send it since everybody now knows that this is happening. I'm ready to send it. I don't know how others feel. I think everyone needs to sign it. |
| 00:28:57.70 | Unknown | Thank you. |
| 00:29:01.28 | Unknown | I'll forward. I say sentence. |
| 00:29:03.71 | Unknown | Thank you. I don't see any reason to bring it back on the agenda on Tuesday and take. more of our city council time. We did a motion. Motion. CARRIED. Let's just say. |
| 00:29:19.05 | Unknown | I thought that's what we were doing with the revision process. |
| 00:29:20.94 | Unknown | the vision process. Right. Great. So Serge, then the direction then is to put this on letterhead and prepare a docusign for everybody's signatures. |
| 00:29:30.54 | Chris Zapata | everyone. Mayor, one question for that. Councilmember Cleveland Mills is not here. And the question would be, when she signed it. And I'm assuming she may or she may not, but I don't want to presume. So how would you address that? |
| 00:29:45.93 | Unknown | I think I'll give you feedback, Chris. Oh, you didn't ask me. I mean, look, everybody has an |
| 00:29:51.97 | Unknown | I did. |
| 00:29:52.78 | Unknown | Yeah. |
| 00:29:53.02 | Unknown | Personally, I would send this to her and say, this is what we agreed on. We collaborated on the language, let her know our representatives from the county were on this meeting. So they saw that, let them know you talked to Matt Heimel. So she knows that. And, You know, I will hope that she will join us in signing this. If she doesn't feel comfortable because she wasn't here, then everybody knows she wasn't here and that's fine too. So that's what I would do. Anybody have a different... |
| 00:30:21.45 | Unknown | Is it unusual to have us all sign it? I thought you would just sign it, Mayor. We have four votes here in the affirmative on this document. I don't know that we need to... But, see, in the position of the signing something. that is stuck between and I had a chance to interact with them and collaborate on it. |
| 00:30:39.12 | Unknown | Bye. |
| 00:30:39.25 | Unknown | Thank you. |
