If you saw the closed session item, it was a conference of labor negotiators and the employee organization was the Sausalito Police Association. I do just wanna take a moment and pause and send our thoughts to the Tiburon Police Community and the family of Sergeant Sean Christopher.

who passed away this past weekend. We're thinking of all of them and the police community in Tiburon, as well as Sergeant Christopher's family. And we're very sorry to hear that. So just wanted to take a moment and acknowledge that.

I think you all have heard me Uh, talk about the opportunities we have around the blue economy and climate and activating some of the businesses we have to build a new tax base and economic diversity and resilience. So this is one of my last meetings here as the mayor and so as a point of privilege, I'll just share with you all I'm intending to create called a blue ribbon task force called an ad hoc committee. But a group to dig into this further and evaluate these opportunities now that we have a new community and economic development director. So I wanted to share that with you all. I do have a draft proposed plan for how we might carry this out.

I think I've sent it to all of you, but if I haven't, that is my mistake and I would happily send it over.

because the police couldn't competently deal with the screamer out there or something.

And, took out our dinghy dog.

We only have one dog.

and the entire waterfront of South Leo.

And of course, We see this as, you know, a destruction of our waterfront way of life.

to have only one dinghy dog.

in the whole town to come to, which is a navigational hazard and a danger to people who have to travel halfway across the bay to get food and water.

while the harbor master out there, the harbor administrator is like sharks in the water, seeking to destroy our boats.

And, I'm just concerned it's been over two years and our dinghy dock is supposed to come back.

Everyone, I remember when we did Princess Street, I heard from Sandra Bushmaker that when she was mayor, 20 years ago, this was a project that was near and dear to her heart, and there have been many people between then and now who have tried to make downtown more of harmonious to the holiday season. And these lights are an example of that.

Some of that money came from the, line item that the city allocated to EDAC for economic development. And the expectation is that besides filling our hearts with joy that the more lit up downtown will actually be good for business. So a classic win-win that EDAC and the community of, again, private volunteer hours and private money.

with a little bit of public help is going to try to expand to other areas of town.

to the business items, which are really more ceremonial tonight, which will be, I think, very enjoyable for all of us. And I'm going to kick it off because I have the honor of honoring our outgoing Councilmember, Councilmember Cleveland Knowles. And I will say, not only did I get to serve Councilmember Cleveland Knowles on the City Council, but we did have a slight overlap on the Planning Commission as well in 2016. So I've had the honor of having the opportunity to work with with Susan. And I have to say I am very proud of what we've accomplished in the last five years.

genuinely and continually been impressed Susan, with your intellect, your thoroughness, your willingness to dig into hard issues. And we served on the general plan, working group together. I mean, many things that require really rolling up our sleeves. And you were always prepared. And you really did the homework and came with thoughtful, insightful comments. And I very much admire that. So I'd like to highlight a few accomplishments, if I may.

Keep in mind, Susan was mayor in 2020 through the beginning of the pandemic and all its challenges. I don't envy that role, but it took a strong hand and I think a very clear vision to be able to guide the city with the safe stay-at-home orders, working with our regional health officials and local nonprofit partners to support our residents. And Susan is at the helm at that time, and I think we're very fortunate to have her there.

And Susan also had a significant focus throughout her tenure over the last five years on strategic planning and infrastructure. And I'm sure you'll all remember when we first started, Susan really prioritized this and urged the council to embrace a strategic planning process so that we can maximize the impact of our organization, our limited resources. I know that we are going to have some big shoes to fill when it comes to transportation infrastructure specifically. Her tireless work on PBAG and TAM, I think, has become increasingly important. And so I can't thank you enough for representing us so well there. You really had an amazing handle on electric charging, vehicle opportunities, grant opportunities, and you always seem to bring them to us at the most timely fashion. And so I think really it's with your leadership that we were able to execute on these recent seven EVs because you started that through your work in TAM and PBAC. So a huge thank you for that. That's really fantastic. I also want to highlight that you've been working on housing issues for a long time. Not only did we rope you into serving on this housing element, but you served back in 2011. And we all know it is a tireless job, but it is a heavy lift. And so now, again, with me over the last two years, and you have been very clear and adamant about finding solutions for workforce, for seniors, for families. And I appreciate that clarity and really that dedication to to again, digging in, knowing the issues and bringing keen insight to the table. I'm not done, so I'm gonna keep going. So I also remember you were the one who really suggested that we have a more frequent budget review. I thought that was extremely helpful considering I was on the finance committee my first year. And so I very much appreciate sort of that.

that discipline you brought to us in the thoroughness around proposed contracts, budget and opportunities. And I think that was a huge advantage for us with a new city manager and three new council members. So thank you for that and for leading the way.

You also were at the helm in a lot of around the parks and open spaces. I just saw you at the Southview Park opening. I know you labored really hard on that and it's in your backyard and you really showed how much you cared Really, in your time here, we have transformed our local parks. We have looked at open spaces as part of the larger climate issue.

And I think you brought a lot of that language and that orientation to the table. And so again, huge, huge thank you.

And then of course, we started off with a heavy lift when you first join around hiring a new city manager.

And I think you brought these years of expertise in San Francisco to be able to help us figure out, okay, what does the city need? How do we do this? How do we evolve while also keeping some institutional knowledge and consistency? So I really could go on and on, but I will just say thank you. It has been an honor. I often said to you that I think our legal training meant that we often looked at issues and analyze them quite similarly. And I always appreciated learning from you. So thank you for your insight and your leadership and your mentorship to the entire council. And we can't wait to see what you do next.

Jeff and her two children, who I know have worked their way through junior high and high school, And I, having only one son, I was a quitter after one, I get it. But, um, You know, I know what it's like to, he was a sophomore, I think, when I was like, I know that her kids are even younger. And so trying to balance that, it's a huge sacrifice for your family and a huge sacrifice for your spouse. Yeah.

time and effort it takes to to devote to something like Sausalito. So thank you to you, thank you to your family.

What I want to really say on behalf of lots of people, my theme is thank you. Thank you to Susan for her long service to our city. City owes Susan a significant debt of gratitude. What a lot of folks don't know is that Susan and I began our work for Sol Soledo on exactly the same day.

Anyway, we got over that. Susan and I have been collaborators, I think, at least from my perspective, and I think hers, since that time. Susan went on to the Planning Commission. I don't need to repeat all of these great things that our mayor, our vice mayor, and the other council members have said, because some of these I had written down.

What emerged in all my work with Susan were basically her wisdom, her clarity, her compassion.

Um, don't repeat this outside of this room, but she might've gotten the better of me in that trial.

Um, But didn't change the fact that she held a lot of interest for me. She's also a gifted public servant. She thinks she's not a good campaigner, but she ran a heck of a campaign in 2017.

against two very worthy opponents.

And so she was better at campaigning than she thought, but she is really gifted as a policymaker. She is thoughtful. She is even. She's all the things everyone has said.

Um, And then as a spouse, she's amazing. I mean, many of you know that I was in a bad accident in April and she took care of me when I couldn't take care of myself.

Susan and I, not surprisingly, did not agree on everything. And I so genuinely appreciate Susan's professionalism and her willingness to reach consensus, even when we did not agree. That was a huge strength of hers. I recall one issue. We started a debate, a heated debate in front of the city council And we started out at three, two.

And thanks to Susan's graciousness, we ended up with a 5-0 vote on a very key issue to Sausalito. And that just bespeaks her professionalism, her dedication to the city, and her willingness to find common ground, even where difficult. And so that's one of the things I appreciate most about the opportunity of having worked with her I will tell you, I've already asked Susan to remain available as a trusted advisor after she steps off the council, and I'm pleased to announce that she has agreed to do so, as well as some of the other people on this call. And so we will definitely take advantage of that, Susan, and thank you so much for your years.

And I wanted to, if you'll indulge me for just a couple of minutes to express gratitude for five things.

first to our city manager, department heads, and staff.

who show up every day to work hard for the city of Sassolito.

Our job is sort of the easy one, just that broad policy, but we need to trust and respect our amazing staff to bring these policies to life.

and keep our city running smoothly.

I just want to thank our city manager for refocusing us this year.

on letting our staff do their jobs and to our staff for delivering time and time again on so many important projects this year.

I really don't know how they do it. They do so much.

with you know, not a huge number of resources. So I just want to express huge gratitude to them. It is not an easy task being a public servant in the Bay Area.

this point in time and our staff do amazing work.

Second, I wanted to express my gratitude to all the, just all the amazing local and regional partners that I've met for mentoring me and showing me how local and regional collaboration when done intentionally and respectfully, can leverage our limited resources and magnify our impact. And many of the folks who spoke tonight are among that group.

and as are many on the screen.

Um, From renovating our parks to working on transportation infrastructure, a whole bunch of the things that the mayor already mentioned, to housing, sewer consolidation, I've learned so much from so many of you.

And I hope that the amazing work that we've done together on so many important topics will continue.

Third, referencing an issue that the mayor also mentioned, I just wanted to thank the city council and staff who we worked together in early 2022 to work on our strategic plan and capital improvement plan. I know I harp on this a lot, but I feel like it's so important for the continuity of operations and overall success of our city to keep our focus on the things that we've committed to.

And I hope that this city council will iterate on that when you City Council that will be seated tonight will iterate.

on that and use it as a guidepost to prioritize and continue city work.

And Fourth, I just want to thank each of the four of you that I have sat on the council with for the last two years.

your dedication to the city, the number of hours that you put in, your intellect, your hard work, your compassion, your empathy, and your energy are staggering.

And I want to thank you for being such amazing and steadfast colleagues.

and for everything that you do for Sassolita.

And lastly, and I hope I can say this without crying, I just wanna thank all of the families in Sausalito, who have bolstered my family along the way.

I'm going to do a brief report on the year that we've had with Mayor Kellman, and then I'll follow up with a more comprehensive report.

at the end of this agenda.

So one of the things I want to say is on behalf of the organization, a big thank you to Mayor Janelle Kellman. Mayor Kellman, you know, served as a vice mayor during 2021 and unanimously appointed by this council as the mayor in January 2022.

Uh, her leadership led to the pushing of priorities and infrastructure.

which is near and dear.

revenue, which is necessary as well as our climate and the challenges related to it.

working with the city council with staff and community partners, she led key initiatives.

including I'll start with the big one.

A request to Senator McGuire and Assemblymember Levine for $4 million.

to complete 30% design a simple review of comprehensive projects to address sea level rise in their impacts in Sausalito.

And as a result, had a commitment, has a commitment for the city to receive $1 million for sea level rise mitigation and studies. That was wonderful.

As part of the city council, you've led successful labor negotiations with all bargaining agreements, including our SEIU local, our Associated Police Association, our management and confidential employees in a very, very difficult financial environment.

Speaking of finances, you've helped us to restructure our whole finance operation, along with the city council, so that we started looking at our long-term debt.

our pension obligations and our general obligation debt and starting to look at revenue and refinancing options under your leadership.

along with full city council, unanimously supported putting the question of measure L to social voters on the ballot.

to add eight years of revenue and keeping more local money local.

Thank you so much for that.

Again, also thanks to the community who passed this overwhelmingly, which this will help our infrastructure and maintenance needs in the future over the next five, eight years.

as an interested almost staff person, you've worked with our grant team, to apply for applications totaling over $3 million.

We'll see where that all ends up, but you know, that's just hard work.

And certainly in the areas of climate and transportation, your expertise has been really, really helpful and supportive. A climate resolution, climate emergency resolution helps us get traction on other key priorities, including EV charging stations and working to move our community away from the use of single use plastic.

You're also aware of regional and state matters. When we heard that the county had a surplus of $51 million, you asked the city council to request an additional $1.5 million to the city council.

to address our encampment related concerns.

And although we didn't get one and a half million dollars, We will now be receiving $1 million in state and county funds to assist and address homelessness challenges in our community.

At the direction of the city council, he worked with our staff and with Congressman Huffman or not.

consultant at Cal OES to continue to pursue reimbursement for the 2019 landslide after we had struck out not once but twice to get over $350,000 to our general fund, which sorely needed.

And then finally, you mentioned it earlier in your comments, you've researched and developed a new economy strategy that is in alignment with the RA and Jobs Act which could bring significant jobs in tax basis, as well along with major innovations is important decarbonization and electrification. You've been a, not a good leader, but a very great leader for this community in a very challenging time. And I thank you on behalf of the organization. And those are some of the things I think that point to that leadership and your public service to Sausalito.

Well, I know Chris, you know, listed just a lot of the amazing accomplishments of a really, really impactful year, but I just wanted to To add on, thank you for mentioning our kind of long collaboration on, and really deep collaboration, I think, on the general plan and kind of continued on to the housing element Advisory Committee and I just really valued that invaluable collaboration and having your intelligence and your knowledge of the issues and your ability to persistently question Um, until you get the answer is that we all need to make the decisions to move forward.

And I'm really amazed and very proud that we were able to submit our housing element, which is just such a controversial topic to HCD with your leadership on that committee.

I also just feel like you ran amazing meetings this year Great dialogue. We were really, it's very hard.

It's really hard to be five people with the Brown Act in any case and it's even harder on Zoom.

And somehow I felt that we were able to have intelligent, respectful, deep conversations on a lot of different policy topics. And I think that was really due to your ability to manage our meetings and to allow us to express our opinions and have just a really important and amazing dialogue. So thank you for that. I think it was great for us and good for the community.

Um, And I just wanna thank you for the focus that you gave to C-Level Rise Resiliency.

and leading Sassolito into a sustainable future. I hope that council and our regional partners can continue to move in that direction and build on the amazing work that you've done.

And, you know, I think that a lot of that, as Ian said, comes from your team player dynamic as a trail runner. It's been really fun to see you on the trails. I hope you still rock your awesome mayor hat as long as forever.

But I also just deeply admire as a fellow climate warrior how committed you've been to doing everything possible to take steps for sea level rise, for climate change resilience, for funding for climate change resilience.

and thinking about our shared future in a creative way.

AND ONE OF THE BIG THINGS I LEARNED FROM YOU, MAYOR KELMAN, AND YOUR LEADERSHIP IS THAT Just because we're a small city doesn't mean we can't be on the map.

You always did everything you could to put us out there locally, regionally, at the state level, and internationally. You were at, you know, the UN Ocean Conference representing us in a really exciting way and getting people to talk about Sausalito in every corner of states all over and And I was so inspired by that, just as a reminder of, you know, think big even if you're in a smaller community.

because there's no reason why you can't create the best possible example for a blue economy. So I can't wait to see what you do working on your small task force on that. And I, and I'm really thrilled that you're going to stay on the council. And it's just been, I, It's been a real honor to be able to learn from you and serve under you. And I really appreciate it.

letters from politicians, you know, congratulate And we, you know, the one I ran for city council. Of course I didn't win, because you know, I was broke, you know, it takes money to run for office. So I ran about 10 more times for every office in this county. I lost every election, of course. I didn't have the money to even make candidate statements, My next plan is hopefully maybe run for Congress before I die, win or lose.

Anyways, I've been anchored out here longer than anybody on the Bay except for Greg Baker.

So I'm the longest surviving anchor out and my, Missionary ancestry goes back to 1890 here.

when my great grandfather came as a missionary to the Anchor Outs in 1890.

And, um, He stood in the old Baptist church building, the old Portuguese meeting hall, which is virtually empty.

not being fully utilized And I would ask the city council and the manager to help, maybe put some pressure on the owner of the, Baptist Church, which is in private hands, to open it up for us anchor outs to move in.

And, I'd like to say hello to the city manager. I've never had a chance to meet him. I've never had any problem with him.

And I totally want to reiterate what John and Craig just said about the Working Waterfront, and I'm thinking about I'm going to just go off now for just a little divergence, and that is the history of We have to remember the history of this town.

because when we have new people coming into this town who have wonderful new ideas, but if we don't go back, If we hadn't had the Marineship specific plan, 30, 40 years ago, I believe was about when it started.

They put that in order so that the friendship would stay, was saved, was saved by that. If we don't save it again, it'll be over.

And aren't we lucky that we're the only town in practically the whole Bay Area that still has a place where big boats can get pulled out because...

There's nowhere else. I mean, there really aren't.

We still need to get the houseboats back and working, being able to be pulled, but It's the Marin ship specific plan was was a a God's gift to this town. And I hope that, somehow this council and I know with you helping even when you're not on, when you're not driving the force that you will, um, that you will really help to keep that. You know me, it's my heart. That's all I can say.

As long as, as well as being here in Sausalito, It's a good town.

I joined the Planning Commission within the first six months of being here, not really quite knowing what it was, but knowing that as a land use and environmental lawyer, I probably knew something. And I learned way more than I ever expected.

It is, this is a challenging job, but it is also probably the best job I've ever had. And it's easy because, Frankly, I love Sausalito. I genuinely love this place. And no matter where I go in the world, everybody else loves it too, which is really, really cool. So I just want to thank you all to keep using the analogy for being such great teammates. Really, it shows the power of what you can do when we encourage and support one another and help each other become better. And so I really just feel an immense gratitude to all of you in your own unique ways for enabling me to take on this role. It's been one of the most interesting years of my life. So thank you. Thank you all.

So first of all, this is the 129th year since Sausalito was incorporated as a city.

129 years.

And this city council, the past city council, not counting many other meetings, attend, met in an official elected body capacity 38 times this past year to do the work in service of the social community.

And so for the public record, I'd like to review projects planning program.

policies and items of community interest undertaken by the city council and our team, our organization in 2022.

I'll start with some projects.

Southview Park, completion.

Safe Pathways to School on Cologne Street.

Dunphy Park bocce lights.

the lighting assistance to make downtown glow.

continued work on the Ferry Lampside project the B of A building agreement with the Sassilo Center for the Arts.

The approval of a living shoreline project near Dunphy Park.

and Nevada Street calming safe pathways to school project.

On the planning side, obviously the state required housing element work for The approval of funding for the objective design and development standards.

And then relating programs.

hired a grants consultant and applied for various grants.

He placed 1.2 million in reserve funds into the capital improvement program this past year.

to approve various treatment improvement projects as a result.

You expanded library hours.

co-sponsored with marine school district a juneteenth program called words that made the difference Brown versus the Board of Education.

Our summer reading in Marin City School District Cooperation also includes library programming.

And we continue to grow our currents brand.

with subscribers increasing from 3,961 persons to 4,643 persons.

And along with that, we had one of our own recognized, the Spirit of Marin recognized Abbott Chambers after nomination from the Chamber of Commerce to Sausalito.

on the policy and administration side, He created Juneteenth as a city holiday.

You declared a climate emergency.

You declared a local emergency at Marine Ship Park, or you ratified a local emergency at Marine Ship Park.

We adopted a resolution condemning anti-Semitism.

You adopted June as LGBTQ plus Pride Month.

You adopted a land acknowledgement policy.

We adopted a citywide historic contact statement.

You held extensive discussion on Cypress Ridge and open space.

You supported the Digital Marine Strategic Plan.

And while that was happening, you approved the 2223 fiscal year budget.

You provided policy direction on the former Dorothy Gibson House.

and put Measure L on the ballot unanimously.

You adopted noise control for gas powered landscape equipment.

We responded to the Orange County grand jury report on electrifying buildings and eliminating natural gas.

You conversed extensively with PG&E about system upgrades and undergrounding in Sausalito.

And you pointed us in the direction of pension review, which resulted in a Bartels and Associates report that the council saw this past year as well.

You completed the 21-22 audit of the city finances, extended our audit agreement for one more year with Maison Associates, Our audit this year was completed not by consultants, but our inside city staff saving us about $100,000.

We responded to requirements of GASB, the Government and Counting Standards Board, requirements.

and did that in house for savings of about $30,000.

And we hired NHA advisors for financial services and review of our financial challenges and providing suggestions related to pensions, future potential bond issues and revenue streams.

We approved a technology services agreement with Marin IT.

You hired a real estate manager to manage our property portfolio.

We continue to work on the consolidation of the sewer collection system with the Sausseva Moran City Sanitary District.

They're approved a mutual police services support agreement with the city of Neal Valley.

you received a long term fiscal health review and a proposed three-year plan to eliminate the structural deficit As it relates to labor, you created a new business model.
