And that leads to a treacherous wet slimy concrete shell that's used daily by residents, tourists, people with kids, boarders, kayakers, Southern Marine fire for water rescues, and old people like me walking their dogs. And the only alternative access is that really stretcherous, Treacherous, steep, rotten wooden stair at the end of Valley Street, which has a single line of 50 uneven steps, falling apart and no landing. The concrete mound that you see at the end of Main Street is not only steep and uneven, it's actually a broken hollow shell of three inches of unreinforced concrete that's already been undermined by wave action. And if you look at the second picture, the picture that follows that, You'll see the beer bottles on top of it and food wrappers under it and that the shell is actually very thin and not reinforced and it's not even physically attached to the seawall. It's not even cantilever. but it's frequently used by the public. Five years ago, we were promised by the Planning Commission resolution and City Council to be replaced by concrete ramp that was safe for the public and accessible to the handicapped But to date, No final plans have been submitted. There's no construction permit. BCDC's conditional approval has expired. Even that approval was flawed by LaRange Bayfield violation of commission regulations without review. I understand city planners, the principal city planner will be providing an update on status. So I don't need to do that. So I have planned commission will do whatever it can to ensure the ramp is built as soon as possible. Thank you to spur all the technical difficulties. |

So a historic context statement is essentially a policy document that identifies important themes relevant to the history and development of the city of Sausalito It identifies periods of significance for each important theme when identifying significant properties, type styles, potential districts, |

A character defining feature would be an architectural element such as a window or materials or roofing. It could even be an architectural style. A historic context statement is also a very helpful tool that helps staff, decision makers, and the community understand whether or not their building is historically significant or would be historically significant to Sausalito. It also provides a framework for identifying and evaluating individual resources. and historic districts and properties that would be eligible for the national, state or local register. and One great resource that the state of California has, thanks to the National Park Service, is that each state has its own Office of Historic Preservation. And the California Office of Historic Preservation provides a wealth of resource materials and attached to your staff report in attachment to is a guideline for writing historic context statements. And it's helpful to review that guidance that the state provides us when actually reviewing this proposed historic context statement. Oh my goodness, I am having challenges with my computer. | 00:14:01.13 | Heidi | Can everyone see my screen now? we can see that yep okay perfect apologies so to understand how we got to where we are today it's important to understand Sausalito's historic preservation policies so essentially in 1976 the city of Sausalito established its first set of regulations this was in a direct context related to the national park service and working with its state shipos or state historic preservation offices to really promote historic preservation and start populating our databases for both our local state and national registers. So, Fast forward to July 2011, Sausalito became a certified local government. Not all cities or municipalities or counties are certified local governments. And what this does is that it actually gives the city of Sausalito equal standing in terms of the review. of section 106 or federally funded properties. So instead of just providing comments, we, the city of Sausalito have the same authority and discretion as the state office of historic preservation when reviewing properties. This became really important, especially as it related to the machine shop and when the veterans administration purchased the property from the army Corps of engineer, and we're considering the redevelopment of this property. This type of certification is again, really important to the city. It also provides grant funding annually to promote historic preservation initiatives. And many of those initiatives are included in our current general plan and, um, when we have the time and resources we can apply for additional resources. So what we did in 2012 is that we actually applied for one of these CLG or certified local government grants and we received $12,500 to prepare this statement. The city solicited proposals and hired Christopher Verplank to prepare this draft historic contact statement. The first draft was completed in 2014, and was left idle for a while while the city was trying to figure out what it wanted to do with its current historic preservation regulations from 2014 to 2016. This city did update its historic preservation regulations, which then also changed the name of the historic landmarks board to a historic preservation commission. And in 2020, the city reinitiated moving this project forward so we can complete it. This is a very important document in the sense that it does establish you know, potential districts for the city. It also helps city staff again in the review of historic properties so that Any decision being made regarding the redevelopment of a property or modification to a property could be considered relative to its historic significance to Sausalito and also to help preserve the city's historic or unique character. Whether or not something's historically significant or not is still something that needs to be considered, but also understanding how the renovation of a property fits in the context of a neighborhood or a district would be important utilizing this document So on May 20th of this year, the Historic Preservation reviewed the proposed I, statement on June 16th, the Planning Commission reviewed it. And on August 31st, the city council reviewed it. And at that meeting, it was identified that there were possible enhancements that could be made to this document. So at that August 31st or after that August 31st meeting, the Mayor Hoffman and Councilmember Melissa Blaustein in working with Chair Vicki Nichols created this working group to discuss potential edits to this document, to make it more relevant, to update it, to reflect some changes that occurred with our general plan update. And on October 26th, the revised document was presented to the city council. And at that meeting, the city council moved and directed staff to bring forward the proposed revisions to the historic preservation commission and the planning commission for reviewing consideration before we actually bring it back to the city council for final action So that's why we're here. So to help in the review of this document, while we're reviewing it this evening, I just wanted to point out that the proposed draft revisions are included, the red line revisions are included in your staff report. The true red line edits have been prepared by our consultant, Christopher Replank. The yellow highlights that are shown in the edit were prepared by the working group and consensus was achieved. And the blue highlighted edits were areas where there was not consensus with the working group. and so this slide identifies that those areas that were modified related to land acknowledgement The document corrected references to the city of Sausalito sphere of influence. Prior to our most recent general plan, we had a different sphere of influence. There has been additional information related added to this document related to the Coast Miwok period and Spanish Mexican periods. and There's a proposed recognition that racial housing covenants existed in Sausalito. There was also a discussion on the slow growth movement. There was a revised reference to Cypress Ridge as a park. And so there is a proposed revision to reference it as an open space reserve. And there were multiple references to annexations. And after some staff research and also research done by Mr. Scriba, who's a member of the Historical Society, we were able to consolidate all of our information and provide more accurate dates related to different annexation periods in Sausalito. So at the city council meeting, there were a variety of or a handful of public comments that were received. There was a reference to request that the marineship be included in this document. There was a request regarding annexation dates to be corrected, correct the sphere of influence, address periods of significance related to the Cosme Walk and the Spanish and Mexican periods. There was a discussion regarding racial housing covenants and the slow growth movement and again Cypress Ridge. So as in November, 18th Historic Preservation Commission, they reviewed these proposed revisions and there was consensus that the proposed revisions that are included in this staff report regarding land acknowledgement, sphere of influence, the Coast Miwok period, especially Spanish and Mexican periods, Cypress Ridge modifications were acceptable. However, the Historic Preservation Commission had some concerns regarding the slow growth movement reference. The Historic Preservation Commission thought it was not appropriate. for Sausalito to include that language in our historic context statement. They thought it would be better suited for Marin County, excuse me. |

So the, what the Historic Preservation Commission did not endorse was the the verbiage regarding the slow growth movement and the verbiage regarding the restrictive covenant. And they, opine that this language here would be Fantastic if Marin County conducted a countywide historic context statement But, not really reflective of Sausalito specific. Okay. And this section here in And the highlights is just the additional language that the working group is added in there. And then also including reference to the most recent annexations. And just for context, the Nevada Street Valley area designation, that's part of our general plan. There were three significant annexations that occurred in the 1970s related to this area. In response to the inquiries received on the project located at 201 Bridgeway and 206 6th Street, also known as the Valhalla, I'll give a brief summary of the project and status of the work that remains to be completed. In July 17th, 2017, the Planning Commission approved a design review permit of the demolition, renovation, and restoration of the portions of the existing Valhalla structure located at 201 Bridgeway, as well as a conditional use permit to locate one required parking space for a unit located at 201 Bridgeway offsite at 206 2nd Street. A tentative parcel map to create a separate parcel for the existing single family residence at 206 Second Street, and an addendum to an initial study mitigated negative declaration. Planning Commission also provided recommendation to the city council to approve an encroachment agreement for private improvements within the public right-of-way. with the city council approving their approach for an agreement on November 14th, 2017. specifically The encroachment agreement entails reconstruction of the decks of the Main Street and Bridgeway boardwalks constructing a new public beach access at the foot of Main Street to Sweets Beach, Installation of trees at the southwestern corner of the project site between the Southern property line and the main street sidewalk repair and replacement of the existing driveway curbs on 2nd Street and construction of a new sidewalk curb and gutter along 2nd Street and Main Street, including a bus pullout, and installation of a decorative cornice, which extends over the Main Street boardwalk at the top of the Valhalla wall below the roof decks. As to the status of the conditions for the approval of the project, With respect to the community development department conditions, There are items related to the final map and the building permit that remain outstanding. As to the final map, the final map still needs to be completed. which will require staff report to city council once the city surveyor approves the document. The final map will be placed on the council's agenda as a consent item at an upcoming meeting. As for the building permit, a building permit was issued for the project on April 4th, 2018. with an expiration date of May 14th, 2020. Based on staff's research, it appears that extensions were granted with respect to the building permit. but we would want to confirm that. Several required inspections have occurred including sewer lateral sheathing and roof. A final inspection was scheduled on October 28th, 2021, with a follow-up inspection on November 9th, 2021. At the conclusion of the final inspections in October and November, it was determined that more work needed to be completed before passing the final inspection. Also, I want to please Also please note that all conditions of approval from all departments must be satisfied before a certificate of occupancy can be issued. As for the encroachment agreement, Work remains to be completed on reconstruction of the decks of the Main Street and Bridgeway boardwalks. As to the new public beach access at the front of Main Street to Swedesby, as shown earlier during public comment, That has not been completed. and staff has reached out to other agencies for information on the status of any permits related to this component of the project and is awaiting response. As to the installation of the street trees at the southwestern corner of the project site, Tree wells have been installed, but trees remain to be planted. It is anticipated that the trees will be planted in the spring of 2022. As to the repair and replacement of the existing driveway and new sidewalk on 2nd Street and Main Street Most of the work has been completed. And on October 27th, 2021, An easement was granted to the city for the bus pull out along the second street front edge of the property and city staff is working with Marin Municipal Water District to relocate the fire hydrant to accommodate the bus pull out. As for the decorative corner, which extends over the Main Street Boardwalk The work has been completed. That concludes staff's report on this item.
