Tonight we're here to consider project 2022-00015. which is a certificate of appropriateness and a changes to an approved project The design review permit and certificate of appropriateness were originally approved through project 2021-21. 00131. The project located at 120 Portal and 690 Bridgeway is in the downtown historic overlay district. Any changes to the exterior of a building that contributes to the district triggers a certificate of appropriateness. As these changes are more than minor and affect how the building is used and communicates with the public right of way. It also triggered planning commissioner view. The proposed changes will be presented in detail by the applicant Michael Rex but a description can be found on page three of the staff report and are as follows. A change in the use of the art gallery space to a restaurant? Eliminate side entrance to the restaurant. change two of the windows on El Cortal to bifold doors. recess the door at the corner for ADA accessibility. change the awnings from a retractable model to a fixed non-retractable Add two awnings over the new bifold doors. add pilasters on the El Portal side to continue the theme down the entire building. Window sash colors are changed from bronze to black. And an approval of the lighting fixtures, planter boxes and sidewalk cafe railings is requested of the HPC. Please note that the plan set shows an expanded sidewalk encroachment and Submittal for these entitlements will be deferred to a later meeting of the Commission's. | 00:15:17.96 | Michael Rex | Hi everyone, thank you. Got a number of thank yous first. First of all, to you for scheduling this special joint hearing. And so you're going on your way to help a property owner downtown? And who's with us tonight, Pete Petrie and Mark Petrie, the owners who've owned this hotel building for many, many years. I also want to thank staff for really pulling out all the stops to get this application before you. Why are we in a hurry? uh, uh, We asked for this special hearing because of a very surprise change we did not expect. that's impacting the construction sequence. the start of construction actually. And that was the negotiations between the landlord and the tenant fell through on the art gallery. We had been planning the art gallery full speed ahead. They all came to a halt. the new owner of the tenant for Cafe Tutti who was taking over That's Jody Harris who owns Cultivar in the city and up in Napa. He was opening a new restaurant in the place of Café Tutti. And when he heard that the lease fell through on the art gallery, he approached Petrie's and said, I'd like to expand the art gallery. into that space. we will be on his behalf submitting a separate application. for that expansion. We're converting a retail use to a food service use. So it'll involve expansion of use and Condition use permit for relief from additional parking by applying the downtown parking model. It's gonna take some time to put that together. So that'll come back to you later. So we don't have approval to expand or change that use at this time. but What's critical is that Pete and Mark are, responsible for renovating the exterior of the building. The tenants will do the interior. So we've been coordinating with both. and We need to start construction soon on the exterior facade because we want the bulk of the work to get us as much as we can get completed before the summer tourist season. And the city shares that mission. uh we've submitted for a building permit some time ago we've already responded to first first round of plan check comments so we're very close to getting a permit and starting construction However, when the lease negotiations fell through on the art gallery, and cultivars said they'd like to consider expanding the restaurants. They asked that, is there some way that we can modify the facade to remove the windows? the fixed windows that we had on El Pratano. because as part of our expansion of use, we want to consider maybe spreading out the outdoor dining. maybe even adding some more chairs. I don't know, we haven't even got that far. I don't even have a layout for the restaurant yet. but It's going to take the lead time for doors and windows is a minimum four months, maybe as long as six months. If we don't get those windows ordered right away, or the doors, it'll lay the whole project. And so that's why we asked planning, if there's any way we can get a quick joint session so we can modify the entry because Cultivar, should the city approve an expansion of the restaurant, wants patrons to be able to come and go through those doors. And if they propose spreading out the cafe or adding a few more tables and chairs outside, then we'll probably move that hedge and planner towards Bridgeway. And then those doors would open out to expanded sidewalk dining. But that isn't before you tonight because we haven't designed it or submitted it. As far as the sidewalk, that too is a separate application. We reviewed it with Public Works, of course, and FIRE. FIRE has come back and said they're fine with it. Public Works likes the idea. They asked for a couple of things as part of a formal application, which is, and we haven't prepared that yet. We wanted to first, run the concept past you. before we document it for construction. But Public Works said they're on board with it as a concept, but they wanna see more detail. They want a traffic engineer to show turning radius in the vehicles to certify that There's plenty of room to turn Thank you. onto El Pratau. They also, we've hired a, Civil engineer who will be studying the drainage impacts and ADA access across the crosswalk. and providing all the technical construction documents. for that public works project done by a private individual. but I think that's a good question. We also don't have a final cost. Pete and Mark have agreed to fund this project based on an estimate we have from a contractor, but it's only an estimate because we don't have all the details. So when we get all the details, who knows, there may be some surprise and the costs will be higher than we're expecting. And we need to know all that before we get too far into it. But this is our hope and we show it on the drawings. So you have a heads up. As far as signage, we had submitted signage along with these changes. We expected to have signage considered tonight. that and the planners and the guardrails, which you've already seen, but we have more detail, We thought we'd show you all of that. You didn't have to have the guardrails or the planners come back to you or the light fixtures if HPC thought they were fine. But because of the joint hearing tonight, we thought we'd do it all at once. But unfortunately it was too rushed and staff didn't have a chance to analyze it. And as Elena explained. so we're going to have to come back to you on the signage and and and the cafe details at least back to HBC where the CAFE details back to you for signage. HBC will also look at signage. So what we're focused on tonight is five, maybe six, six changes. Okay. And I'm going to very quickly walk you through those changes. So what this application is, is a change to an approved project. And some of these changes are precipitated because of the failed lease on the art gallery. But others, as we pursued the construction documents, we thought we should be more comprehensive and extend the design concept from Ridgeway all the way to the far east end of the building facade to incorporate the new the facade for the new Chamber of Commerce retail store and visitor center. So I'm going to share a screen and quickly show you the graphics, okay? All right. Here we go. And move it over. Thank you. I can enlarge a little bit more. No, that's probably too big. Hang on one second. Yeah, this one. You can see it now, I presume, the plan, right? Can you see my cursor? Yes. Okay. We also, we also, One of the changes is moving the entry the former Cafe Tutti entry. over one bay. No changes in design, it's just flipping the window, the bifold doors with the main entry doors. That provides greater separation between entries. It's safer for the... Exiting. and works better for the internal operation. So we're told by Cultivar. So that was a request from Cultivar. The other change is what you approved in the past, that everybody likes the corner entry, but we have the doors flush and they have to open out because of the high occupancy load. And we didn't want them opening out into the open corner because we expect the pedestrians to move through that open corner. That's one of its benefits. But we certainly didn't want a door opening into somebody's face. Actually, it's illegal to have a door opening over a sidewalk unless you have an encroachment permit, but it's considered not a good idea. So this isn't a sidewalk, but because it will act like one when the public moves through that corner, we decided to play it safe and recess the doorway so when they swing open, they're not opening into public passageway. And it's all glass and I'll show you a model in a minute. There was a second means of egress over here that we want to delete. When we move this exit over closer, We don't really need it anymore, particularly if it's one tenancy. And then of course, here's the bifold doors. that are similar to the other side, but they're replacing what you approved in the past, which was fixed windows. Okay, and then The awnings, we wanted to continue the same awnings the outdoor dining that you approved in the past over the next two bays. We had these as operable awnings. We found out that each one cost 10 grand and that was too expensive. We're now proposing them to be fixed. So that's a minor change. And then, Uh, I think I showed you, wait a minute, going too fast here. Okay. So, um, Here you see that the mullions are a little bit thicker than you saw before. We actually, they won't be quite won't look so plain we hope to give it a little bit of detail here they look probably a little thicker than they're going to be. We're still trying to spec that window. It's aluminum. It'll be bonds. They're similar to what you saw before. In elevation, you can see the bifold doors that we're adding. And the transom windows will be up above behind the awning. and recess entry. And then the front door that was to Cafe Tutti has now moved over a bay. So that's the changes in elevation. When you see the entire building, we're showing new pilasters between the openings. This building originally was designed in 1915. It had pilasters between the openings. They were removed, all of the exception of two pilasters that remain at the entry to the hotel. We don't think the plaster itself is original, but the capitals appear to be. which we're not replicating, our historical architecture the capitals we're using are matching the net. a banded tram on the building. But we wanted to repeat the plasters down between the windows. And we wanted to replace the awnings. And I'll show you that in a minute. We wanted the awnings over the chamber. to be similar. to the new ones over the restaurant. They wouldn't stand out as far. Um, because we won't have outdoor dining there. Um, This is what we're gonna be showing HPC. We have bullets for the guard rail and balusters, the planar boxes, the light fixtures. We had the light fixture bronze, but we kind of thought the building is so monochromatic and kind of muddy, would give it a little more style by going black on all the metal so the guardrail at Cafe, outdoor cafe would be black, light fixtures would be black, the signage would be black. And that was a change because before it was bronze. And then went the wrong way. Let's see, wait, where am I going? I wonder, that's lighting. This is signage lighting, we'll show you when we come back. The dial lighting, we're putting a dial light in those recess entries, just one dial light. I wanted to show you the model. And it seems to me it's strange that you're going to have these bifold doors and no tables out there so that's going to change and in and so it worries me that you'll you'll live with this because even though it's not the best answer because you're in a rush to do the outside facade and i realize the only real thing you're asking today is is to change the outside facade so you can order doors but But when you lay out, I think it, even if we were to approve this, I think you need to lay out the restaurant, understand it and find out where you want the entrances to be because I think they might move it. But the whole design of the restaurant is by Steven Sutro. And we've been working with Stephen to implement the layout for the outside for what they're telling us they need to coordinate with the inside. As far as the doors opening out to the sidewalk, I suspect they will, when we ask for an expansion of use, if they, I haven't seen a layout for what they want to do with the outdoor dining. But I'm with you. I'm expecting that they'll want to either stretch it out because it's pretty congested or add a few more chairs. I don't know. I haven't seen that layout. And we had originally, we had developed a lease agreement that we worked on together and we came to meeting of minds, how you're going to proceed. And this started about a year and a half ago. And as we got closer, we tried to really uh nail down the issues that we had discussed and unfortunately uh about a month and a half ago, Uh... I asked him sign the lease and he couldn't meet the qualifications or the commitments that he had made. We went back and forth several weeks and, uh, again, we didn't get what we had promised. So as a result, and we moved on. And, uh, Right about the same time, the restaurant came forward and said they are willing to take it. Uh, cultivar is a very, very qualified uh, really operator. They have a beautiful uh, vineyard and winery up in St. Helena. They have their own wine. that they market and in their restaurant in San Francisco, And I think it's going to be a great addition to the restaurant group in Saucerita. That's, that's where we are. The sign is still up as far as the lease is concerned, but we have not had any galleries who have come forward and, uh, would show any interest. |

The outlook that the Petri family has shared is a way to protect our town to attract a quality tenant um i just on the record i'm super disappointed for them that that tenant pulled out because i was really looking forward to a new gallery there so um in principle i i don't i don't like the concept of expanding the restaurant i I wish it would stay the original plan, but I also don't want to hinder a longstanding tenant. I do think something needs to get going in the downtown area. I do have a few concerns around that recessed door. I mean, the recessed door makes sense based on what legally even needs to happen for accessibility. But even today, it's a dead day. It's not, it's winter. There were very few people and I was on a walk and there are people standing on that standing on that corner, had to go out into the street to avoid them, which, you know, there's oncoming cyclists and cars. So I am concerned that the main entrance, if I understood this whole conversation correctly, is now looking to be that recessed door. I don't know from, I don't necessarily have a suggestion. I mean, those bifold doors, are clearly not, I mean, that's not an, an entrance and exit 100%. What I think I wasn't 100% understanding, and if I could pull it back up, is where they were going to switch the original Cafe Tutti main entrance I don't know if there's a possibility to make that side on the El Portal side, the main flow, especially if they're going to be expanding that sidewalk just seems better to me to keep all the foot traffic away from that corner. I'm not sure if you're That's my... outside of not being pleased with what's being brought before us. That's just my actual concern, you know, from an architectural standpoint, because I do worry about the foot traffic in that corner and safety. I do think if that sidewalk gets expanded, it's probably, it's going to help.
