Specifically, the City Council held two study sessions on October 1 for each of those projects and provided direction to staff and to more earnestly engage in drafting and finalizing objective standards for both public and private view preservation standards, as well as historic resource preservation standards. Staff is in the process of carrying out council direction in collaboration with the ODS peer review group, our ODS consultants, Bob Brown and Opticos, and our housing element consultant, DeNovo Planning Group. And we look forward to bringing this item before the commission as a study session later this month on October 23rd and just to clarify there will be two separate study sessions one for the housing element amendment or amended housing element and the other for the consideration and review recommendation of the objective development and design standards we look forward to seeing you there on October 23rd and as always I'd like to thank our in-house commissioner and also active member of the peer review group, the odds peer review group, David Merlon. And Mr. Blair is going to give us a presentation on this item. |

I'm Adam Blair, Assistant Planner with the Community Development Department. The item before you tonight is an application requesting approval of a certificate of appropriateness and a design review permit to facilitate the exterior repainting of the Hotel Sausalito and Suites Hotel building located at 16L Portal Street in Sausalito's downtown historic overlay district. Next slide. So as mentioned earlier, the hotel building is located at 16 El Portal Street, which is at the corner of El Portal Street and Bridgeway Boulevard. The parcel is identified by assessor parcel number 065-133-17 and is located in the Central Commercial Zoning District per Sausalito Zoning Ordinance and General Plan. Next slide. project summary so applicant pete petrie on behalf of owner lauron investments is requesting approval of a certificate of appropriateness and design review permit to facilitate the repainting of the hotel salsa lito and sweets hotel building You can see the proposed color palette at the bottom right with the far right color being the proposed color. It's identified as a quahog color with the paint number C2-908. You can see a practical application or real world application of the paint on that column of the hotel building in the bottom left photo. And you can see the color does appear a little lighter when painted compared to how it's shown in the color palette on the right. The proposed color will change the base exterior color of the hotel building, whereas the trim details, as kind of noted in the image above, you can see points like window trim, the trim details at the top of the building, as well as the stucco relief, which consulting architect Jerry Holland used to refer to those kind of light beige bands that stretch across the building just below the upper windows. The trim details and the stucco relief will remain the same colors. And I just wanted to clarify real quick for the record. And as it was noted in my staff report, the reason a design review permit is required in addition to the certificate of appropriateness per stucco or in addition to the certificate of appropriateness is because per Sausalito Municipal Code 10.54.050, the proposed project involves a property which is located in the downtown historic overlay district and is thus subject to provisions of Sausalito Municipal Code 10.46, which is our code section on historic preservation. Next slide. Digging into the project history a bit, Hotel Sausalito and Suites is a 16-room boutique hotel constructed in 1915. It was designed in the Mission Revival architectural style. The hotel has been repainted a number of times through the years with the most recent paint jobs occurring in 1996 and 2010. The top image shows what the hotel building looked like before its approved 1996 paint job. In the lower renderings, you can see it was kind of repainted that beige-ish color on the right side of the bottom left photo. And then moving forward to 2010, through design review permit 10-033, the hotel was approved to be painted in its current color, which is most prevalent in the bottom right rendering. You could see the Current color next to the window and you could see the beige color of that stucco relief detail, those bands right there. Moving forward to today, a certificate of appropriateness application was received on August 1st, 2024, by the Community Development Department. On August 31st, 2024, the application was deemed complete and scheduled for a Historic Preservation Commission public hearing. On September 19th, 2024, an advisory recommendation of approval was rendered by the Historic Preservation Commission on a four to one vote. Next slide. Project analysis, so consulting architect Jerry Holland, FAIA, on behalf of Jerry Holland and Associates, AIA, conducted a historic color palette analysis pertaining to the proposed color for the hotel building at 16 El Portal Street. Again, the proposed color is provided in the top left image for your reference. Holland's assessment concluded that the proposed color is, quote, acceptable and within the realm of traditional colors for mission buildings and quote. Staff reviewed the proposal for conformance with the Secretary of the Interior Standards for the treatment of historic properties, more specifically the Secretary of the Interior Standards for Rehabilitation and as well as the required findings per Sausalito Municipal Code 10.46.060, subsection F, which pertains to the Certificate of Appropriateness portion of the application. Staff finds that the proposed project is in conformance with the Secretary of the Interior Standards for Rehabilitation, and per some valuable feedback received from the Historic Preservation Commission during the aforementioned hearing, I provided in the bottom diagram, as a visual reference, the approved rendering from a permit in 2022. It was a design review, encroachment agreement, certificate of appropriateness, and minor use permit, project ID 2022-00100, which to my understanding approved, I believe it's the Cultivar restaurant on the first floor, which is currently under construction, as well as some exterior alterations to the hotel building, including some awnings. I believe they widened the sidewalk a bit to accommodate some sidewalk or dining. Next slide. So diving into the design review permit portion of the application staff reviewed the proposal for conformance with the design review findings per Salcelito Municipal Code 10.54.050 subsection D. Staff finds that the proposed project is in conformance with Sausalito Municipal Code 10.54, the design review procedure section, because the proposed paint color is compatible with the character of the historic overlay district, and the proposed color is within the realm of traditional and appropriate colors for the Mission Revival architectural style of the mission building, of the hotel building. Lack of site modifications, site development, and site impact, given the proposed scope of the work is simply the repainting of the hotel building. rendered eight of the 13 design review findings as quote, non applicable. Next slide. So staff recommends the Planning Commission approve the Certificate of Appropriateness and Design Review Permit for application 2024-00138 pertaining to 16L Portal Street and adopt the attached draft resolution. Staff finds the proposed project is in conformance with the Secretary of the Interior standards for rehabilitation, as well as the criteria listed in Sausalito Municipal Code 10.46.060, subsection F3A through C, which pertains to the Certificate of Appropriateness portion of the application. as well as Sausalito Municipal Code 10.54.050, subsection D1 through 13, which focuses on the design review permit portion of the application. However, whoever is going to be going into that space, we're going to be using their name. Thank you. But the font and shape of the signage is going to stay the same as it was before. Regarding the color of the awning, we requested during the historical commission hearing to make the the awning for the restaurant to match the color of their Windows, the newly installed Windows, because previously they were thinking about making it Rustic color, which would match the color of the building. However, right now that rustic color is going to fight. with the window, the color of the window. So we would like to match the color of the awnings, matching the existing windows, which is dark bronze. |
