As commissioners might be aware, there's a transfer of ownership occurring, and there's an associated lease between the owner of that harbor and the city due to that harbor's overlap with certain city water right- right of ways, which of course are controlled by the city as a part of the state grant tidelands arrangement that we have. with the state. So as a part of that, council has decided to schedule a special meeting. That special meeting will be occurring tomorrow. Closed session starts at 3 p.m. Open session starts at 5 p.m. We look forward to having an open discussion and receiving community comments in connection with background and attitudes toward that consent to assignment. That's my update for the commission. |

There are about 26 miles of roads We manage five public buildings and have many infrastructure needs. To add to the complexity, Sausalito is adjacent both to the Richardson and San Francisco bays, and we have to deal with some areas that are susceptible to subsidence and high tides and sea level rise. Specifically, most of the studies in engineering related to the Gate 5 area continue to show that some kind of stormwater pump station and tide gate system is needed to address higher tides and flooding. Staff recommends pursuing a detailed design of a pump station in this area next year with implementation of improvements the following year. Land acquisition and further details will arise with this project. However, protecting properties in this area is an important safety consideration. Next slide, please. |

Windstorm more than four years ago the system needs replacing and will require a large capital outlay to implement and It would be good to identify a funding source for these improvements in the future so that we can have a signal system that functions as intended and not depend on a simple timing loop. Staff included a list of secondary projects which the council can authorize if additional funding becomes available. |

The first one, I've always kind of wondered if there was an opportunity that the staff felt was appropriate to have the Planning Commission engage in activities before the CIP program was put together or during it or prioritizing projects and having more of a study session, or do you believe staff is more than, I'm sure they're more than capable on their own, but would it be beneficial for the city if there was more of a collaborative effort? |

And this year Sausalito will obtain something just a little under $200,000 eligible for. We have to go before city council to get an authorization. and to have a resolution by the city council. And we'll all submit that to the state. So there's $200,000, a little bit less than that, but approximately, um, My boss, Mr. McGowan, is always looking for other sources. We're working with PD right now on a capital grant for parking equipment. So grants, they flow through. Some of them are fairly complex. The The PD grant is going to be very complex to obtain. The SB1 grant is not so much. It's relatively easy. So we get grants from the Transportation Authority of Marin as well. That's an annual grant, and that's not very hard to obtain. So there's the low-hanging fruit, which we gobble up as quickly as we can. others are just more complicated and we try and get them. And sometimes we just can't, we just don't have the ability to do that. Going back in the past, we got the, FTA grant or the very land side project that totaled $2.5 million, including a city city matching amount. So it's, it's an ongoing hopeful process. |

They provided input related to stormwater treatment. We had planned, we had always planned on trees. We had hoped to always plant on trees, and we were going to have trees now, but they had provided us with recommendations for treating the stormwater that runs off a portion of the street. I believe Mr. McGowan has spoken with them related to sea level rise as well, and that's coming. And I mentioned the Gate 5 study that's going on now and the potential for a stormwater or a pump station in that area. We used to work with the PBAC. They had a lot of input on our projects related to pedestrians and bicycles as well. And if it does reconstitute itself, I'm sure we will continue to do so. |

And I think, yeah, to more directly answer the finance-related question that I heard, The negotiations with the responder will likely occur after their selection, I think all the X's and O's as far as dollars and cents will be determined at that time, but because This is not explicitly a city project, you know, my understanding is, and as written in the RFIP, there's some desire for the responder to be the funder of the improvements, perhaps in exchange for favorable lease terms as far as occupying that space over a 10 year period or so. |

Like one of the projects, active projects is the city hall entrance access improvements. And when I hear access, I'm always concerned, you know, curious what that is. Both were on DPW's secondary projects list submitted to Council April 21st, but staff does not currently recommend their inclusion in the final budget. and what you have in front of you is kind of the detailed citations of the points I'm making here verbally. regarding the street tree replacements, The 60,000 requested for street tree replacement could be allocated. to replacing the dying calorie pears on Princess Street, in the heart of downtown. Last winter, as Andy mentioned, the city replaced 12 diseased pear trees with new Chinese pistache trees. Sausalito Beautiful paid for the tree grates. replacing the remaining nine diseased Trees on Princess Street would complete this project and add to downtown beautification. Throughout the general plan, there's language about enhancing Sausalito's pedestrian-oriented environment. including in the downtown and stressing the importance of expanding the tree canopy. And as I say, I have citations to the plan because I know that's your charge tonight. Most of the recommended CIP projects are for conventional infrastructure. But the general plan specifically calls out landscape as infrastructure. for example, include landscaping and maintenance of landscaping as part of the infrastructure budget as a necessary and basic community service. So that's we would like to see the street tree replacement included and the second the city master plan for parks. The other project that we hope to see included in the 2627 budget to 60,000 for that the general plan environmental quality section stresses consideration of current and future demographics. and recommends developing a robust CIP program to address short and long-term park improvements. before funding. any improvements in future years. it makes sense to evaluate all the parks first to assess how they might better meet the future needs. of our residents. Sausalito Beautiful has put together an inventory of current conditions and facilities that could be part of a parks master plan. So we think that that really should happen before any other funding for park improvements And by the way, in the current proposal, there are really only two In the 26-27, only two parks... Projects mentioned, bocce courts and fire alert system for MLK. And you do have to show conformance with a series of points, general plans, including park improvements.
