At the Planning Commission meeting on June 10th, I indicated I would go back and carefully look at the general plan, which was so briefly put up on the screen regarding the uses in the R2 to 2.5 zone. At that meeting, staff indicated that the general plan allows densities of 17.4 dwelling units per acre in the medium-high density residential zone, which is the R2 to 2.5. The general plan does in fact indicate 17.4 dwelling units per acre density, but the staff missed a key following statement, which is in the two family section of the general plan use element, which goes on to say the following. It says densities at the upper end of the two-family range are not guaranteed and can only be achieved if site constraints and zoning regulations can be satisfied. That's on page LU15. So as discussed at the June 10th meeting, the zoning ordinance indicates that three or more units on one lot is not allowed in an R2 to 2.5 zone. Thus, according to both the general plan and the zoning ordinance, converting one of the four units to a single family, thus making the unit count three units at 62 to 68 Lower Crescent is still not an allowed use. Given that four units are existing, the non-conforming permit was required and requested at that meeting. But the example that the staff gave during the question portion of the public hearing on June 10th of taking a vacant 10,000 square foot lot in an R2 to R25 zone and constructing four units would not be allowed since multifamily is prohibited in the R2 to R2.5 zone. We obviously can't discuss this issue this evening since it needs to be agendized, but I needed to bring it up at the next meeting of the Planning Commission per Rosenberg's rules if I wanted to file for reconsideration of the resolution that was passed at the last meeting. Since we voted the resolution and not the inaccurate and incorrect staff report. I'm not going to ask for reconsideration I'm just hopeful that staff will be more careful in the future regarding projects in the R2 to 2.5. So thank you chair |

City staff and the counter handles all of the permits and the fees. So apologies if that was even directed to our applicant sitting here in front of us, but it is an issue, and I also would like to just apologize on the fact that my name is associated with it. It's kind of scary stuff, but just for all members of the public listening, just to be vigilant. There are a lot of scams going around and it's unfortunate, but I just want to be explicitly clear that you should never intend to wire money or any questions you just ask city staff moving forward. So just to add a little color to that, this is something that is a rather widespread scam that's going on right now with multiple city governments, not just city of Sausalito. And it's basically where after a planning commission meeting, an agenda is posted that scammers will reach out to people on the agenda asking for payment for permits, additional fees and such. So I just want to put it on public record that no items will be taken to public hearing if the fees aren't paid. That's part of the completeness of an application. So if anyone receives any emails after a public hearing or right before a public hearing, after the agenda has been posted requesting any kind of fee or payment, that is definitely false and a scam. And please report to city staff and please ignore. Do not pay, but pay but please report city staff and just want to put on the record that if anything is on the agenda all fees would have been paid and there should be no follow-up fees from the city on that so sorry chair sod that your name was associated with that but you don't need to apologize it's not your fault this is something that is widespread and going on right now so there's not a lot that we can do except warn our applicants to be vigilant and issue some warnings. I believe there's going to be an article in The Currents on it as well just to keep our citizens informed. But yeah, thank you for bringing that up for consideration tonight. |

I'm Adam Blair, associate planner with the community development department. The item before you this evening is an application requesting approval of a conditional use permit to authorize a change in land use from an office's land use with dedicated off-street parking to a recreation and fitness centers land use to permit a private one-on-one Pilates studio business at 1001 Bridgeway Boulevard, Unit C3 in Sausalito. Next slide. So here's a site map showing the location, 1001 Bridgeway Boulevard. You can see it's an existing commercial center located within the Newtown neighborhood. The parcel where the use is proposed is identified by assessor parcel number 065-061-01. The parcel in which the use will be located on is 2,526 square feet in size, and the unit size, unit C3, is about 514. square feet in size. The property has a general plan land use designation of mixed residential and commercial and is located within the mixed commercial and residential, flipped commercial and residential round. CR zoning districts. As noted in the staff report for this application, the existing commercial center at 1001 Bridgeway Boulevard actually spans three parcels, which total approximately 8,865 square feet of total parcel area. That's shown in the site map just below. 1001 Bridgeway is labeled in blue. The other two parcels are colored in yellow. The commercial center itself provides about 5,840 square feet of commercial space. However, as noted, the proposed use is situated on that specific parcel, 065-061-01, which is only 2,526 square feet in parcel area as noted above. Next slide. So applicant Danielle Holder on behalf of the owner, Bridgeway Terrace, is requesting approval of a conditional use permit this evening to facilitate a change in land use from an office's land use to a recreation and fitness center's land use, as mentioned earlier, at 1001 Bridgeway Boulevard, Unit C3. This is requested to establish a private one-on-one Pilates studio business, Body Aligned. Proposed hours of operation for the business are between 8 a.m. to 5 p.m. Sunday through Saturday, so seven days a week. Operations would occur strictly by advance appointment only. So my understanding is in the times in which there is not an appointment, the site will not be used, at least for hosting fitness classes. Maximum occupancy for the space per the California Building Code is 49 persons, and there is one dedicated off-street parking space for this specific unit. I would just like to note again that all instruction is strictly one-on-one and by appointment only and that no group classes will be offered for this proposed use and specifically the proposed business. Next slide. Diving a bit into the background and history of the site, the existing commercial center that's there was approved in 1980 and constructed in the early 80s. It was constructed in what was formerly a gas station site. I forget the name of the provider of the fuel, The commercial center, as noted earlier, has about 5,840 square feet of commercial space, which is divided amongst 10 commercial units, as shown in the two diagrams there. The center offers 21 total off-street parking spaces, 17 of which are provided within a subterranean parking garage on the lowest level. with four additional spots located at the ground level adjacent to Bridgeway Boulevard. The original construction drawings show an allocated parking ratio of one space per 300 square feet of floor area. for the upper units, the bottom four shown on the diagram there, which includes unit C3, This is consistent with required off-street parking for suites which were intended to be office uses. And kind of in alignment with that, staff noted that Unit C3, based on old occupational use permit records, has historically been occupied by offices uses over the years. Moving forward to this year, January 14, 2026, an occupational use permit application was submitted for a new one-on-one Pilates studio business, Body Align. Staff reviewed the proposal and deemed the application incomplete since pursuant to Municipal Code section 10.24.030 Table 10.24-1, a conditional use permit is required in order to facilitate a change in land use from an office's use to a recreation and fitness center's land use. So with that, a conditional use permit application was submitted to the Community Development Department in February of 2026, and it was deemed complete in May and scheduled for tonight's hearing. Next slide. Diving into zoning consistency for the application, staff wanted to note that no exterior or structural changes are proposed. This is strictly a land use application requesting a change in land use. The existing commercial center is consistent with the original project approvals and the applicable zoning and development standards which were in place at the time. The centers remain the same besides for rotating uses within the spaces since its construction in the 80s. The one zoning aspect that will change as a result or would change as a result of this application would be required off-street parking. The parking ratio changes from one space per 300 square feet of floor area, which is for office uses, to one space per 250 square feet of floor area for recreation and fitness centers land uses. Given the space is about 514 square feet in size, this would result in an increase in the number of required off-street parking spaces from one space to two spaces. However, as summarized in the staff report for this application, Off-street parking requirements have been waived pursuant to Municipal Code section 10.40.115B which is consistent with California Assembly Bill 2097. Since the proposed project is a commercial project, and is located within half a mile walking distance of the Sausalito ferry terminal. It's kind of hard to see, but the map diagram in the middle shows the distance from 1001 Bridgeway to the ferry terminal, and it shows it at 0.4 miles from the suite to the ferry terminal. Next slide. So with that being said, staff recommends that the Planning Commission approve the requested conditional use permit since the proposed use is consistent with the general plan. the purposes of the zoning ordinance and the purposes of the applicable zoning district, in this case, the CR zoning district, The proposed use provides a low impact service and recreation use with the necessary support elements for the Newtown commercial area and the Sausalito community. As mentioned earlier, the use will be low in impact since they will be small one-on-one classes rather than group classes. which will pose minimal impact to parking, ingress, egress from the site, traffic along bridgeway, et cetera. This use will replace an existing low impact use and office use. within a commercial center within the CR zoning district, The proposed use is properly located relative to the community as a whole and to land uses, transportation facilities, and service facilities. Again, as noted, the proposed use will be located within an existing commercial center, which supports a wide variety of commercial uses, such as offices, restaurants, retail spaces, within the new town. commercial area. And again, the site is situated off of Bridgeway Boulevard and located close to public transportation facilities, including Golden Gate Transit bus stops and the Sausalito Ferry Terminal. Finally, the proposed use will not pose a material adverse effect on nearby properties or their permitted uses. since no exterior improvements or modifications are proposed as part of this conditional use permit application. And the site provides adequate off-street parking to accommodate the proposed use, given that they're just one-on-one classes, as well as convenient ingress and egress from and onto Bridgeway Boulevard. Next slide. So as noted earlier, staff recommends the Planning Commission approve application 2026-00030, 4th-1001 Bridgeway Boulevard, Unit C3. adopt the attached draft resolution approving the requested conditional use permit. Staff finds the proposed project is in conformance with the criteria listed in Municipal Code Section 10.60.050, subsection A through I, which pertains to conditional use permits. So after staff identified that plans would be needed in order to evaluate the use and its potential impact, the applicant took time, hired an architect, drafted some plans, and so there was a bit of a gap in that period in which they were working to produce a set of plans in order to resubmit. |

So it's a beautiful light-filled space and it again, as the very first line there says, is a small one-on-one Pilates studio. specializing in private one-on-one sessions. The facility primarily focuses on wellness, restorative movement, and overall conditioning, catering to individuals seeking personalized attention for injury of previous Sorry, I'm reading it over there. Mobility and long-term health. The zoning, as we've discussed, is the CR, and the use is allowed in the CR with a conditional use permit. which is why we're here. the The occupancy is group B, which has a maximum occupancy of 49. And that was what the previous office space was. So the use group is not changing. The signage is something that I wanted to address here. the It's not required to have any new signage, and we are not proposing any new signage. The top photo shows the complex listing of businesses within the complex, and so Body Align will have a little line sign there. There will not be any signage on Bridgeway specific to this use, this project. And if we could go to the next slide. So the... while we're still on signage, the interior courtyard here, you can see there are small signs that are authorized by the owner. And that lower image is a picture of another business's sign. So that along with the business listing at the entry to the complex will be the only signage which is allowed. Um, So this goes on to talk a little bit about Danielle. She is, A dedicated resident of Sausalito and has been for many years, she intends to establish the private boutique Pilates studio that reflects a lifelong commitment to movement and community wellness. Over 30 years of experience as a certified instructor. including longstanding professional presence in Mill Valley and the broader Bay Area. She intends to transition with the practice of permanent local setting within this community. She lives around the corner, so it's her own community here. If you can go next, please. These are some pictures of the interior. As I was saying before, it's a beautiful, well-lit space with big windows. The first picture on the left is inside the studio facing north outside of the um the nice large window looking at mount tam the other picture is facing east and you get to overlook the marinas which is beautiful um you can see her equipment set up in there it is pilates is a very specific type of exercise and it uses um very specific exercise equipment. So that is what you're seeing in that image there. And next is facing south. So that is the entry door there and more equipment. Another window. three sides, which is really a stunning space. And the next picture to the right is facing the interior courtyard, which we looked at from the exterior. And again, more equipment. But it might look like a lot of equipment, but it's a small space.
